HomeMy WebLinkAbout2003-062 Parks Reorganization / Reclasses ORDINANCE NO. 2003- 62 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective December 1, 2003, amending Subsections 2 20 100 A, 2 20 100 C, 2 20 100 D, 2 20 110 A, 2 20 110 B, 2 20 110 C, and 2.20 110 F, all of the City of Yakima Municipal Code BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20 100 A of the City of Yakima Municipal Code is hereby amended to read as follows. "2.20 100 Classification Plan. A Plan Adopted. A classification plan for city employees is hereby adopted to be effective December 1, 2003, which plan shall consist of the various following subsections of this section." Section 2. Communications Division Office Assistant (Pay Code 987)" Section 4. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to read as follows. "2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of December 1, 2003 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code The performance of employees in the senes designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salanes shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule " PERSIX 2003 Work Ordinance (10/7/03) -- 10 -- Section 5. Mr Weaver further states, "The standard is not met with the addition of the safety functions" I believe_the_ Utility_Locator duties have_substantially__changedwith the_addition of the ___ ____ safety functions to this position It is a complete departure from the usual duties of the Utility Locator position. The addition of these duties has also increased the level of responsibility in this classification It is the intention that these safety duties become a permanent addition to the Utility Locator position and not just an addition for the current incumbent. Robert Weaver + RHW Consulting Servi,c0 RE Utilities Locator This report summarizes my findings relatmg to the classification study for the position of Utilities Locator The study included an on -site audit with the incumbent Ron Smith, interviews with supervisory personnel, development of a draft revised class description, comparisons with positions m the City of Yakuna's classification system with similar levels of complexity and responsibility and a compensation survey of local and regional public and private employers. The reclassification request was made based upon the perception of increased duties, responsibilities and complexity of the work being performed. A determination whether the duties had changed sufficiently to warrant reclassification had not previously been made. Based on my findings discussed herein, it is my recommendation that the position should remain classified as Utilities Locator but should be allocated at a new pay range 15 5 ($16 37 - $19 58/hr -- $2837 41 - $3393 80 /month) DUTIES AND RESPONSIBILITIES SUMMARY: The incumbent m this classification locates various City utilities including water distribution and transmission mains, valves, service connections, wastewater /sewer transmission and collection lines; irrigation mains and service lines, storm and drainage transmission and collection lines, other City utility system appurtenances; mspects and performs related work as assigned. It also coordinates safety functions for the Water/Irrigation Division. SIGNIFICANT CHANGES IN POSITION: The most significant change m this classification is the addition of the safety coordination function for the Water/Irrigation Division. In this capacity, the classification. • Represents the Division m various safety matters. • Serves on the City safety committee and reports safety issues to supervisors and work crews. • Attends operational unit safety meetmgs, conducts safety meetings for Administration section. • Assists m accident investigations, interviews employees and witnesses, investigates and examines affected equipment for operational safety and prepares written report of investigations. • Conducts walk - through safety mspections of operational units, identifies hazards or potential hazards and recommends mitigating measures. • Assists employees with research on safety issues and m identifying and reporting hazards to supervisory personnel. • Accompanies State inspectors and assures deficiencies are corrected. • Issues stop work orders at worksites if unsafe acts or conditions are noted. • May conduct safety training classes as needed. COMPENSATION ANALYSIS FACTORING ANALYSIS. A factoring analysis was conducted resultmg in a factored range of 14 5, the same as the classification is currently allocated. However, it must be remembered that a factoring analysis is subjective m nature and should be used to obtain a general placement of the classification withm the pay ranges. INTERNAL COMPARISONS. In this instance mternal comparisons are difficult because the changes m the classification are the addition of non - related duties that do not comprise the most significant aspects of the job. The current Utilities Locator is allocated to Range 14 6 ($15 62 - $ 18.67/hr) Other comparable classifications mclude Home Remodeling Technician (Range 14.5 -- $15.62 - $18.67/hr) This is a highly skilled technical classification wherein the mcumbent apphes journey -level trade skills m the remodeling of homes. Skills may mclude plumbing, carpentry, cabinetry, installation of lammates, floor coverings, tub enclosures, roofing, glazing, drywall and taping, and minor electrical repairs. There is a degree of personal mteraction with homeowners who often are disabled or senior citizens. Safety & Training Officer (Range 15.0 -- $ $15.97 - $ 19.11/hr) This is admuustrative work in the development, coordmation and administration of the comprehensive safety and training program for the Public Works Department. It has all of the same duties as those required of the Utilities Locator and more. While this classification has duties expanded beyond those of the Utilities Locator, it does not have the diversity of duties found m the Locator classification. 2 Pre - Treatment Technician (Range 15.5 -- $16.37 - $ 19.58/hr) This classification is a technical and scientific classification involved in the monitoring of flow conditions m the City's sanitary, industrial and storm sewer systems. It has a significant responsibility for monitoring wastewater discharges and encounters media that could cause serious illness or death. It also has responsibility for public health beyond that of the Locator Waterworks Device Technician (Range 16.0 -- $ 16.70 - $ 19.98/hr) This is a technical classification involved m the repair, overhaul and testmg of water service meters, administering cross - connection programs and repairs, tests and overhaul backflow assemblies. There is some public contact involved and the classification has public safety responsibilities through the momtormg and testing of backflow assemblies and devices. EXTERNAL COMPARISONS. A salary survey was conducted of 30 public and private employers m Washington and Idaho with 21 responses received (70 %) Eight (8) respondents reported having a classification considered a good match for the City's classification of Utilities Locator Employers were asked to consider a good match to exist if the general duties of Utilities Locator were matched whether or not their classification included the safety functions. In addition, two respondents reported having a classification with greater duties while one indicated a classification with lesser duties. The remammg ten (10) respondents indicated they had no similar classification/no match. The good matches reported a low nummum hourly rate of $11.97/hr (City of Boise, ID) and a high minimum hourly rate of $20.35 (Kennewick). They also reported a low maximum hourly -rate of $17 95-- (Boise) and -a -- high- maximum- hourly rate of $24.21 (Olympia) The mean minimum hourly rate was $16.86 while the mean maximum hourly rate was $20 94 Yakuna's Utilities Locator reflects a mean minimum hourly rate of $15 62/hr and a mean maximum hourly rate of $18 67 Maximum hourly rates are the most critical as they reflect the maximum earning potential for a classification and are the standard with Yakima must compete. The City of Yakuna's maximum hourly rate of $18 67 is higher than only Boise and is $0 56 lower than the next lowest maximum hourly rate. By contrast, three of the respondents are situated east of the Cascades (Kennewick, Boise and Yakima County) and have a mean maximum hourly rate of $19 70, slightly more than $1 00/hr greater than Yakima. The remammg five west -side respondents have a mean maximum hourly rate of $21 69, more than $3 00 per hour greater than Yakima. DISCUSSION: The additions of the safety responsibilities do change the complexity and the focus of the Utilities Locator However, the question is whether or not those additions substantially change the nature of the classification. The City uses a standard of a 50% increase m responsibilities m order for a classification to merit a reclassification, or for the duties to most closely resemble those of another classification. That standard is not met with the addition of the safety functions. That should not diminish the importance of the safety functions. The Water/Irrigation Division mcludes water treatment and distribution and also domestic irrigation 3 operational units and must depend on assistance in more specialized safety matters. Often the safety functions are assigned as an ancillary duty or are a volunteer activity sought by an employee. During my interview with Water/Irrigation Engmeer, Dave Brown, to whom the Locator directly reports, I was advised that ancillary and volunteer duties had been tried previously with limited success. That limited success was affected significantly with the mterest generated by the employee performing the duties. Success was also tempered by on going work assignments that were impacted significantly when the safety representative was pulled from a work crew to perform the safety function. In response to my question, Mr Brown advised that it was his mtent for the safety function to be permanently assigned to the Utilities Locator and would carry forward to a new mcumbent whenever the current employee vacates the classification. The safety function would become an essential function of the classification. Mr Brown also indicated that the Locator reports directly to him and was not part of a work crew and accordingly, could be dispatched to address safety issues without disrupting or negatively affecting a work crew Even though there are mternal classifications that are comparable and may be compensated at a higher rate than the Utilities Locator, and even though the City's classification is compensated significantly lower than the mean maximum salaries of the responding employers, the 50% test has not been met. Absent that standard being met, a reclassification would not be recommended. However, the added duties cannot be considered "additional related duties" either, which poses a problem. - - -It is not uncommon -to- award - " - assignment pay" when an employee performs duties above and beyond the normal working assignments and expectations. The Utilities Locator, Ron Smith, has been performing the safety duties smce May 14, 2002, which is evidenced by a memorandum from Mr Brown to all Water/Imgation Division employees, Tom Barrington, AFSCME Staff Representative, Glenn Rice, Assistant City Manager; and the City of Yakima Safety Committee. It would seem prudent that "special assignment" pay should be awarded and since the "special assignment" has become a regular and recurring part of the job, it would also be prudent to revise the class specification as attached hereto and to affect a salary range adjustment of five percent (5 %). RECOMMENDATION: Based on the foregoing, it is recommended that. 1 The class title of Utilities Locator should remain unchanged, and, 2. " The class specifications and the allocation recommendations contained in this proposal are an effort to bring this staff into line with their fellow city workers and to ensure fair and adequate compensation for their work. We believe Parks and Recreation's staff provides a well qualified pool of candidates for the positions detailed in this proposal and do not anticipate having to go outside to fill them. Groundwork for this restructure was laid during the City's 2003 budget process when staff presented to the Parks and Recreation Commission a policy issue eliminating one (vacant) Park Laborer position and recommending reallocation of that salary and benefit to fund salary adjustments associated with the proposed reorganization. During its Budget Wrap -Up on December 10, 2002, the City Council unanimously approved this budget policy issue (copy attached) thus providing the financial element required to make this restructure proposal achievable. The process that has brought this proposal to the Civil Service Commission has been thorough, unhurried and notably characterized by opportunity for employee and professional input. Staff, front -line and supervisory, provided input, class specification review and reorganization support throughout the process. Consultant Robert Weaver further refined the specifications to ensure relevance to current situations and flexibility for future operational needs. He also conducted and analyzed comprehensive external salary surveys and internal comparisons. His reports and recommendations are included in this presentation. The Parks and Recreation Division is composed of three primary units. Park Maintenance, Recreation and Administration. Tahoma Cemetery falls with the general purview of Parks and Recreation and, for the purpose of this report, it is being included as part of Park Maintenance Operations because of the general similarity of duties and the occasional practice of exchanging employees for vacation coverage or special projects between the two service units. As Park Maintenance Supervisors, the two had been performing their own supervisory duties as well as sharing the administrative responsibilities of the Park Operations Supervisor who retired two years earlier. The Park Operations Supervisor position has since been eliminated. The need for two superintendents was predicated on the diversity and number of tasks performed by the service unit and the work arena which currently includes 320 acres of land, four outdoor swimming pools, one indoor year - round pool, a nine -hole golf course, a skate park, a senior center and the Central Business District. This same diversity and number of tasks and this same work arena form the basis for this proposed reconfiguration. Furthermore, the need to restructure the Parks Maintenance workforce is compounded by two additional issues — declining personnel numbers and increasing park property as demonstrated in these two charts. This position falls between the existing Golf Course Maintenance Specialist and the proposed Park Maintenance Speciahst. The technician is expected to employ crafts level skills and creativity to provide specialized in -house services and to reduce the need for contracted operations and repair services. Veteran staff members have been providing this level of service and establishment of this position addresses our desire to compensate the level of expertise we have come to expect from qualified skilled employees and to assure continuation of that level of service in the event of turn-over or retirement. This position is characterized by the higher level of skill and independence than other members of the Park Maintenance Operation staff with the exception of the Golf Course Maintenance Specialist. Routinely assigned to the most complicated tasks, they will also be expected to troubleshoot, determine solutions and follow the project through to completion. The types of tasks they will be assigned require craft -level abilities such as metal or concrete work, plumbing or electrical wiring. If approved, the Park Maintenance Technician position will replace the Park Specialist III classification which can then be eliminated. We suggest the Park Maintenance Technician position is comparable to a Police Fleet Specialist and Solid Waste Crew Leader and recommend as a minimum allocation in the 15.5 pay range. Proposed Parks and Recreation Restructure • Page 7 The following three classifications represent the corps of workers performing the essential work of park maintenance. The difference in these positions is reflected in the required levels of skill and supervision, the complexity of tasks, types of equipment required for use and need for independent judgment for job performance. It is our desire that these three new positions will supplant the Park Laborer, Park Supervisor I and Park Specialist I, II and III positions which should then be eliminated. Park Maintenance Specialist Crew /Attachment B The most striking feature of the restructure is the development of a eight - member crew of Park Maintenance Specialists — five full -time permanent employees and three seasonal (nine- month) employees. Each of the Specialists will be expected to perform, with limited supervision, the full range of semi - skilled and skilled tasks listed in the proposed class specification. The purpose of a crew of this size and nature is to provide a cross- trained workforce of individuals who can provide any number of services on any given day thus allowing supervisory staff the ability to use its workforce with greater creativity and flexibility Formal establishment of this crew, in fact, reflects the work practices that have evolved into current practice. Seasonal workers are included in this crew because of the similar level of duties and responsibilities currently assigned to those positions now It is assumed three positions will remain seasonal and, as staff turnover occurs, will provide opportunity for job advancement from seasonal to full -time employment. Specialists will work independently or cooperatively with each other and other staff to perform any of the duties within their specification. This is a change from the previous practice when these staff members were arranged in tiers with varying and specific levels of complexity, responsibility and skill requirements. The change addresses the practice of shifting seasoned, skilled workers from assignment to assignment as needed in spite of their job classification and will reduce the need for special assignment pay It is our view that the Park Maintenance Specialist classification is comparable or more than comparable to the Cemetery Specialist currently on the books as well as the current Park Specialist III, Solid Waste Maintenance Workers and Street Cleaning Specialist II positions and propose pay range 12.5 as an appropriate allocation. Cemetery Maintenance Technician/Attachment C The Cemetery Maintenance Technician position is a new position proposed to address the special requirements expected of a full -time maintenance worker at the City's historic 57 -acre cemetery Many of the duties performed by this individual mirror those to be performed by the proposed Park Maintenance Specialist. However, working in a grave yard that has evolved over nearly a century requires special skills. One function that stands out is the ability to operate a backhoe within precise tolerances and in dose proximity to other graves and headstones. In addition, this individual is required to perform tasks specific to a cemetery — working with bereaved families, assisting in locating graves, opening and closing graves, performing disinterments and setting monuments — which make it unique within the division. We propose pay range 14.0 as an appropriate allocation for the Cemetery Maintenance Technician, placing it below the more technical Park Maintenance Technician but higher than the Park Maintenance Specialist. Proposed Parks and Recreation Restructure • Page 8 Park Maintenance Worker /Attachment D Park Maintenance Worker is an enhancement of the Park Caretaker position. The specifications have been expanded to include special events activities as well as mowing and cemetery duties that will facilitate the crossover of personnel between two service units and assignments and the range of equipment operated in the course of day - to-day work. In the past, mowing duties was a function that distinguished Caretakers (pay range 6.5) from Laborers (pay range 9.0) Our recommendation for allocation assignment at the 9.0 pay range is based on addition of mowing to this classification and on the diversity of the tasks this position is required to complete and the expectation that they will perform their tasks independently away from supervision. Though the tasks vary somewhat, it is our contention the position is comparable in responsibility to the Street Laborer, the only similar class at the 9.0 level. However, it seems clear this position entails more complex and varied tasks and should be ranked higher than a Building Maintenance Specialist or Wastewater Support Worker, both of which fall within the 8.5 pay range. Recreation Operations R ecreation The proposed restructure within this service unit was triggered by the changes following elimination of the Community Recreation Supervisor position in 1999 Until then, that supervisor had been responsible for an extensive year -round calendar of youth and adult activities including leisure classes, clinics, workshops, playgrounds, golf lessons, special events and activities. While the loss of this position significantly reduced leisure classes, programs and activities offered through Parks and Recreation, a number of activities were retained and distributed to remaining staff. As a result, staff formerly dedicated to sports and athletics or the senior center have been called upon to add general recreation to their responsibilities. In addition, we feel compelled to draw attention to the fact that recreation staff members rank among the lowest paid city employees — a disparity compounded the levels of education, expertise and responsibilities required by their respective positions and by duties performed by other classifications. While it has not been a requirement, individuals currently serving in most of the full -time recreation positions possess post -high- school education or bachelor degrees from accredited schools which, ironically, places them among the most educated city employees. Recreation Supervisor /Attachment E This position has traditionally provided oversight for city -wide recreation programs with a particular focus such as sports and athletics or the senior center. However, with the elimination of the Community Recreation supervisor position, the remaining two recreation supervisors have been required to expand their focus to encompass a greater range of activities to meet the interests of a diversified community, to continue the division's practice of providing leisure services or community enrichment programming and to assure a high level of customer service for program users. The recreation supervisors have also Proposed Parks and Recreation Restructure • Page 9 been called upon to expand their participation with outside organizations including community and professional organizations. The recreation supervisors have also come to be regarded as experts within their areas of specialization and are turned to for technical input and recommendations in processes and projects including but not limited to capital project development and planning such as the recent Big League Dreams proposal or development of a new senior center facility The position is currently allocated at pay range 980. However, we suggest the broadening of responsibilities and the number and types of facilities for which they are responsible warrant an adjustment in allocation. Our recommendation is that the Recreation Supervisor job classification be assigned to the 976 pay range to bring it into alignment with the division's other supervisory staff. Our recommendation for reallocation at a new level is underscored by the salary compression m relation to other supervisory and non - supervisory positions within the division and throughout the city Finally, in order to reflect the level of ability, knowledge and professionalism required of individuals selected for the position of recreation supervisor, we propose the addition of a four -year degree in recreation, physical education or a related field to the minimum lass requirements with a work experience substitution qualifier. The existing Recreation Program Supervisor can be eliminated. Recreation Coordinator, Specialist/Attachments F and G Rationale for creating both the Recreation Coordinator and the Recreation Specialist follows the same lines as those for the Recreation Supervisor — a heightened and widened level of responsibility, increased participation in interest and user groups, the need to work independently at remote sites and to professionally represent the best interests of the city in all aspects of their job performance. The Recreation Coordinator has, in the past, been primarily responsible for adult sports leagues and tournaments and city ballfield maintenance while the Youth Recreation Leader has focused mainly on athletic activities for children. Both of these positions have been impacted by the need to refocus and add general recreational activities for all ages — youth as well as adults and seniors — to their range of normal duties. With their assistance, the division has been able to continue to offer community enrichment activities such as the Summer Sunset Concert Series for families, the Halloween Haunted Trail for youngsters and workshops such as Financial Training and Nordic Skiing for adults. We recommend creation of a Recreation Coordinator as a new position and suggest 15.5 pay range as appropriate allocation. In terms of complexity and range, the responsibilities assigned to this position are certainly commensurate with those of a Automotive Storekeeper and a Solid Waste Crew Leader, both of which fall into this pay range. In addition, we suggest the Recreation Specialist's required levels of responsibility and expertise added to the need to make decisions and program creatively assigned to this position is easily comparable to that of a Department Assistant IV As a result, we propose pay range 10.5 as an appropriate allocation. This is the same allocation recommended for the Aquatic Specialist later in this proposal. While this position does not require a certifications comparable to that position, its essential functions, particularly in the field of program development and implementation, places the Recreation Specialist on a par with the Aquatic Specialist. Proposed Parks and Recreation Restructure • Page 10 Golf Course Attendant/Attachment H Fisher Golf Course's remote location leads us to propose a change in the staffing at that site. The Recreation Supervisor is responsible for the starter house operations but, because of other responsibilities, is available to be on site only on a drop-in or as needed basis. At the same time, routine day - to-day activities demonstrate a need for an independent worker with the ability to handle a variety of sometimes difficult situations in addition to monitoring general play and staffing the starter house. As a result, we propose establishment of a Golf Course Attendant. This position would continue to direct day -to -day starter house and course operations but would be empowered to close the course in the event of inclement weather, to ask disruptive or destructive players to leave, to teach lessons and supervise temporary staff. We suggest the duties of the Golf Course Attendant are at a minimum comparable to those of a Building Maintenance Custodian and Department Assistant III and suggest pay range 8.5 as an appropriate allocation. Senior Center Assistant/Attachment I While many of the Senior Center Clerk's duties remain unchanged, several important responsibilities have been changed or added. First is the production of the monthly newsletter When the job classification was originally drafted, the clerk was responsible for typing a monthly newsletter. Newsletter responsibility, now comprising almost 25 percent of this positions work hours, has expanded to production of an eight - page newsletter each month for which the clerk does copy writing, layout and design, subscription and mailing list maintenance, advertising coordination and other production duties. Other changes in the performance of this job are the addition of volunteer oversight duties, food preparation activities and assisting tours and activities. The position has evolved since originally defined and today indudes a wider variety of complex tasks, a greater need for independent performance and increased responsibility We suggest this position is very comparable to a Department Assistant IV in terms of responsibility, complexity of tasks and need for independent judgments and propose a minimum allocation of 10.5 Aquatic Supervisor /Attachment J As part of this proposal we recommend requirement of a bachelor degree in recreation, physical education or a related field be added to the minimum class requirements with a work experience substitution qualifier. This will keep this position consistent with the Recreation Supervisor position. No other changes for this position are proposed. Aquatic Maintenance Technician/Attachment K While the existing Pool Maintenance Specialist position class specification was revised several years ago, we now propose a more current class specification to clarify the technical, responsible and independent Proposed Parks and Recreation Restructure • Page 11 nature of the requisite performance and to address the level of certification this job requires. Successful job performance in this position calls for levels of expertise and independent judgment greater than for any other non - supervisory Parks and Recreation position. In addition, the individual in this position needs the ability to solve problems under pressure and in the event of unusual situations. This employee is generally responsible for independently planning, designing and carrying out his duties and projects. His knowledge is considered expert and his recommendations are relied upon. This position has historically worked under the auspices of Park Mamtenance Operations. However, it is our belief that pool maintenance and operations can be streamlined by re- assigning it to the Aquatic Supervisor. The Aquatic Maintenance Technicican is at least comparable in terms of specialization, technical knowledge and independence to the Golf Course Maintenance Specialist. That position was evaluated three years ago and placed at pay range 16.5. Both of these positions are clearly complex and technically oriented and we recommend allocation of the Aquatic Maintenance Technician to pay range 16.5 as appropriate and reflective of that distinction. The Pool Maintenance Specialist position can be eliminated. Aquatic S,pecialis /Attachment L The Aquatic Specialist position has been proposed to respond to the responsibility the current Aquatic Leaders now have for the day -to -day operation of the city's swimming pools, lesson and activity programming and assurance of customer service. Their duties have expanded from leading or participating in activities to developing, scheduling, overseeing and evaluating them. Their relationship with temporary employees has progressed from directing them to training, scheduling, supervising and participating in their hiring. Furthermore, the Aquatic Leader, or proposed Aquatic Specialist, is required to have specific, recognized certificates for water safety instruction, lifeguarding and lifeguard training any of which warrants a classification reevaluation. Again, the underlying theme of these changes is an effort to ensure a continuation of performances at the level currently enjoyed in the event of employee turnover. Our view is that the proposed Aquatic Specialist position is a position that should be established. We view it as at least comparable to many of the positions in the 10.5 pay range in terms of lead worker responsibilities, program coordination and technical knowledge. Administrative Operations Over the past several years, the tasks charged to Administrative Specialist position have changed in direction. Primary focus has shifted away from recruiting, working and negotiating contracts with volunteers and community organizations to research, reports and project development. Preparation of documents such as planning reviews for park development, grant applications, job specification analysis and comparison have become important elements of this position's field of responsibility Research for the Comprehensive Plan has been expanded to included authorship of the document and responsibility Proposed Parks and Recreation Restructure • Page 12 for its production and distribution. To a large extent the Administrative Specialist's duties have been redefined to included many previously provided by the city Planning Department. This position also oversees production of the Parks and Recreation Program Guide, provides assistance with park development projects and produces special events or projects. We propose elimination of the Administrative Specialist position and initiation of an Administrative Associate position. We view this position as comparable to the Associate Planner and Traffic Associate and recommend allocation to pay range 19 0 While the Administrative Associate's workload is not as technically oriented as some of the other positions at this pay range, the anticipated level of performance is high and the number and variety of areas in which this person must be accomplished offset that difference. Our recommendation for reallocation at this level is underscored by the salary compression in relation to other supervisory and non - supervisory positions in the division and throughout the city and the fact that this is the only position within Parks and Recreation, with the exception of the manager, for which a four - year college degree is a current requirement. It is also our belief that this proposed position should be union - exempt. This recommendation is based on the volume and nature of confidential and personnel- related studies this position has been called upon to perform and on the responsibility for and types of recommendations this position has been charged with drafting. This position is included in regular supervisory staff meetings and is the only participant who is not union- exempt. Confidential material is routinely part of the discussions in these meeting. Review of other city positions, such as Executive Secretary and administrative assistants, leads us to believe union exemption for this position is appropriate. To our knowledge, this is the only position of this type that remains a union position. If union exemption is approved, we suggest placement of this position at pay code 979, one range below the cemetery supervisor which maintains the compensation relationship with other division staff existing prior to this proposal. Other Parks and Recreation Positions /Attachment N Job descriptions for positions referred to in this proposal have been included in this section for easy reference. Proposed Parks and Recreation Restructure • Page 13 Srnnniiry The goal of this proposed restructuring of Parks and Recreation is development of a streamlined work force prepared and equipped to meet the demands created by a changing economic environment and the needs of an active community In some cases, the proposal initiates changes m personnel definitions while, in other cases, it reflects changes that have already evolved. On the Maintenance side of the division, the effort has been to develop horizontal crews with the ability to perform any or all tasks within their classification on any given day In Recreation, the integration is vertical and utilizes smaller crews within specialized service units. The objective in both cases is to create and assign positions empowered to make the decisions necessary for productive job performance and to attract individuals with the experience and training to perform and multi-task effectively A secondary objective is a set of revised job classifications reflecting work being performed and desired. Except for housekeeping changes such as the addition of flagging certificates to several positions last year, a large number of Parks and Recreation's positions have not been reviewed or updated for sometimes as many as 20 to 30 years. An companion element in this proposal is the allocation of classifications. Part of the analysis performed in preparation for this request induded a comparison of the revised specifications within the division and throughout the city The recommendations contained herein have been chosen because in our view they represent a comparable worth within the city's allocated pay ranges and represent equity for duties and responsibilities.
