AN ORDINANCE amending the 2003 budget for the City of Yakima, and making
an appropriation of $20,000 m the 471 - Refuse Fund for
expenditure durmg 2003 to provide for a retirement cash -out and
temporary staffing.
WHEREAS, the amount of $20,000 must be appropriated within the 471 -
Refuse Fund for expenditure durmg 2003 to provide for a retirement cash -out and
temporary staffing, and
WHEREAS, at the time of the adoption of the 2003 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required, and the City Council declares that an emergency exists of the type
contemplated by RCW 35.33 091 and that it is m the best interests of the City to make the
appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $20,000 is hereby appropriated from the Unappropriated
Fund Balance m the 471 - Refuse Fund to the following accounts m the following
amounts as a 2003 appropriation.

471 - 471 - 212 -R420 -537 80 -112 - Salaries- Temporary $11,000
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter

ITEM TITLE. An Ordinance Amending the 2003 Budget and Making an
Appropriation in the Refuse Fund - 471 to Provide for a Retirement
Cash -out and Temporary Staffing

SUMMARY EXPLANATION
Recently, a long -term employee of the Refuse Division retired. This retirement was not
anticipated during the development of the 2003 budget. The cash -out of accumulated
leave time was approximately $9,000
Also, throughout 2003 the Refuse Division operation continued to be hampered by
Worker's Compensation eligible injuries, which the changing over to automated service
will reduce incidents and severity therein. In order to maintain scheduled Refuse routes,
additional temporary staff is needed.
The attached Appropriation Ordinance proposes to increase the Refuse Division's 2003
budget by $20,000 -- $9,000 for the retirement cash -out, and $11,000 for temporary salaries.
Current revenues are performing adequately to fund this appropriation.
