HomeMy WebLinkAbout2003-077 2004 Wage Adjustments ORDINANCE NO. 2003- 77 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective January 1, 2004, amending Subsections 2 20 100 A, 2 20 100 C, 2 20 100 D, 2 20 110 A, 2 20 110 B, 2 20 110 C, and 2.20 110 G, all of the City of Yakima Municipal Code BE IT ORDAINED BY THE CITY OF YAKIMA: Section I. Subsection 2.20 100 A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 100 Classification Plan A Plan Adopted. A classification plan for city employees is hereby adopted to be effective January 1, 2004, which plan shall consist of the various following subsections of this section " Section 2. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of January 1, 2004 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2 22.030 of this code The performance of employees in the senes designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salanes shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule " Section 5. Robert Weaver RHW Consultmg Services RE Equipment Supervisor This report summarizes my findings relating to the creation of a new classification of Equipment Maintenance Supervisor You commissioned this study m order to create a classification that would address additional current and future needs you have identified in the Equipment Maintenance Division. This study mcluded discussions with you to identify the tasks envisioned m the new classification, development of a draft class description, comparisons with positions in the City of Yakima's classification system with similar levels of complexity and responsibility and a compensation survey of local and regional public and private employers. Based on my findings discussed herein, it is my recommendation that the position of Equipment Supervisor should be created and allocated to Pay Code 975 ($23 01 - $27 97/hr) DUTIES AND RESPONSIBILITIES SUMMARY: An incumbent m this classification will work with limited direct supervision to manage the City's repair and maintenance facility for automotive, construction and other equipment of the City vehicle and equipment fleet. Typical duties will include• planning, scheduling, pnontizing and assigning the repair and maintenance of automotive and light and heavy equipment involved in City operations, analyzing costs and procedures and developmg strategies for more effective use of fiscal and other resources, supervising assigned staff; monitoring acquisition, and utilization of repair parts and supplies, coordinating specific repairs with vendors, developing and mamtainmg various related records, and orientmg and training staff. Work is performed with considerable latitude for using independent judgment. SIGNIFICANT EXPANSION OF DUTIES: It would be easy to view this classification as supply a re -write of the current class specification for Equipment Maintenance Supervisor However, that would be an inaccurate analysis. In fact, this new classification would replace the existing classification and require greater knowledge, skills and abilities combined with greater administrative responsibilities. As examples the new classification will perform tasks not currently the responsibility of the Equipment Maintenance Supervisor such as • Actively planning the preventive and general mamtenance of the City fleet including planning the parts acquisition to create and maintain a current inventory of repair parts to address the planned mamtenance programs. • Evaluating equipment performance, repairs and modifications m response to user complaints in order to identify errors or shortcomings m work performed and determine any corrective action necessary • Investigating equipment and personnel issues or problems, identifying alternatives and taking or recommending appropriate corrective action. • Evaluating workload trends and establishing goals and objectives to develop methods to improve service and performance and to reduce repair costs and overhead. • Developing and recommendmg programs to improve Division efficiency and create effective work teams to aclueve greater customer satisfaction. • Performing statistical analyses to measure and increase productivity and shop performance • Creating and mamtammg an equipment performance - trackmg program to evaluate and document operations, equipment performance and repair history • Developing and maintaining a procedures manual to ensure internal and City pohcies and policies are known and followed. • Developing and maintaining a fleet inventory to mclude rollmg stock; cars, trucks, vans, heavy -duty trucks and equipment; buses and other transit vehicles, and trailers and other towed equipment and maintenance schedules for each. • Developing and presentmg in -house training classes to create or expand staff knowledge and effectiveness. • Providing significant input in development of the Division annual budget to provide resources necessary to conduct the preventive and general maintenance schedules. It is significant that the proposed Equipment Supervisor will not routinely perform mechanical repairs of fleet components. It will not be a working mechanic but will require journey -level knowledge and skills m order to perform the tasks hsted above. COMPENSATION ANALYSIS FACTORING ANALYSIS. The Equipment Supervisor is proposed as a union- exempt Civil Service class and allocated to the Fleet Maintenance and Repair Supervisory Series where the current Equipment Maintenance Supervisor is allocated. Accordingly, a factoring analysis was not performed. 2 INTERNAL COMPARISONS. A number of current City classifications share similarities with the proposed classification either m level of complexity, responsibility or general classification structure. Related classifications, all union- exempt Civil Service classifications, include Pay Code 977 ($20.88 - $25.37/hr -- $3,619.13 - $4,397.38/mo effective 07/01/03) Equipment Maintenance Supervisor Differences are described m the preceding section indicating significant differences between the classifications Pay Code 976 ($21.89 - $26.64/hr -- $3,794.19 - $4,617.51/mo eff. 7/1/03) Irrigation Supervisor This classification performs many duties similar to those expected of the proposed classification mcludmg training, participating in the hirmg process, maintaining records and data safety and accident investigation, dealing with contractors, addressing public inquiries, planning and scheduling routine and preventive maintenance It does not include statistical analysis and lacks a public safety factor inherent with repairing and mamtainmg equipment used on public streets. Pay Code 975 ($23.01 - $27.97/hr -- $3,988.32 - $4,848.04/mo eff. 7/1/03) Aquatics Program Supervisor This classification has similar levels of responsibility and complexity It has responsibilities for off - premises facilities, has a significant public safety factor and liability, plans and organizes programs and facilities use, participating m the hirmg process, employee training, records mamtenance, recommends annual budget needs, and trains employees. It also operates under significant local and state regulations for the operations and maintenance of public aquatic facilities. Water Distribution Supervisor. This classification is responsible for the distribution of water from the treatment facility It includes the general supervisory responsibilities, plannmg and prioritizing duties, and records analysis and maintenance. It, too, operates under significant local and state regulations and has responsibility for public safety and health. Pay Code 974 ($24.16 - $29.39/hr -- $4,187.65 - $5,094.17/mo eff. 7/1/03) Industrial Maintenance Supervisor. This classification has many of the same duties and responsibilities as the proposed classification. It is responsible for the planning and prioritization of repair and maintenance of the wastewater and industrial waste treatment facilities. It includes statistical analysis, responsibility for public safety and health, and adherence to federal, local and state regulations regarding waste treatment and disposal. EXTERNAL COMPARISONS. A compensation study was conducted from 30 public and private employers in Washington and Idaho resultmg in 20 responses (66 67 %) Of the responses, 6 indicated classifications similar to Yakima's proposed classification. The low minimum hourly rate was $16 69/hr in Lewiston, ID and the high minimum rate was $25 48 m Olympia. The low maximum hourly rate was $23.36 (Lewiston) and the high maximum rate was $31.34 (Lynnwood) The mean minimum and maximum hourly rates were $22.10 and $27 37 respectively Yakima's current classification of Equipment 3 Maintenance Supervisor is compensated between $20 88 and $25 37/hr; each lower than the mean minimum and maximum hourly rates. DISCUSSION. The internal wage comparisons reflect a number of classifications with responsibilities and complexity close to that of the proposed classification. The challenge is to identify the pay code and classifications most appropriate The mean maximum hourly rate of the external comparisons would place the classification between Pay Codes 975 and 976 The proposed classification seems to have greater responsibilities for public safety than does the Irrigation Supervisor (PC 976) and less than that of the Industrial Maintenance Supervisor (PC 974) Strong similarities can be drawn with the Water Distribution Supervisor and the Aquatics Program Supervisor (PC 975), although each has different duties and responsibilities. PC 975 also includes the Sewer Maintenance Supervisor, Street Supervisor, Traffic Sign Supervisor and Transit Operations Supervisor, all of which have duties and responsibilities with similar complexity to the proposed classification. The new classification is proposed now for a number of reasons. There is a desire for the Division to move in a direction that includes the added duties of the new classification and those duties are not expected of the current classification. Then too, the current Equipment Maintenance Supervisor has indicated intent to retire at the end of the year, which creates an opportunity to make the operational change without affecting the current labor force. However, formal notice of retirement has not been given. Another reason for adding the new classification now is to allow current employees who do not have supervisory experience to identify and attend appropnate classes to meet the proposed criteria. Although the current Equipment Maintenance Supervisor has indicated that he will retire, formal notice has not been provided. The employee may exercise his option to continue employment beyond the end of 2003 In that event, and if the Division still intends to implement the new classification on or about January 1, 2004, certain processes must be followed. The new classification can be implemented and the existing one can be eliminated. The new classification can be filled by competitive announcement and if the current Equipment Maintenance Supervisor is not successful m obtaining the position, the layoff provisions of the Civil Service rules can be implemented. October 13, 2003 SUBJECT Revision - Class Specifications for Traffic Signal/Electrical Technician Series The Street and Traffic Operations Division currently has two vacant Signal/Electrical Technician positions. These positions have proven to be difficult positions to recruit. The existing class specification requires prospective candidates demonstrate experience both in signal and electrical systems. This was necessary when employees were requested to perform work related to signals and various electrician duties. This division no longer maintains the City of Yakima's pump stations, facility wiring and computer networks. Other Departments within the City or private contractors now complete these types of "electrical" tasks. Proposed Revisions The majority of the revisions to the class specifications suggests the removal of language related to electrical work and focus the class specification on the core functions of electronic /component work related to signal and streetlight systems. The addition of video detection and personal computers and software programs are reflective of technology innovations that have occurred since the last revision in June 1985 The position may require the applicant to acquire a CDL because of equipment requirements. The license requirement language was added to allow the purchase of larger vehicles if deemed necessary by management. Also, shift work, call -out and standby for week and weekend duty is included. This practice has existed for some time in the division, but was not included in the existing specification. The revised class specification provides for non - competitive promotion of the employee when filling a vacant position is approved by the City Manager The promotion is not programmed at the date of hire and is dependent on financial resources and department needs. Consideration of promotion requires specified number of year's experience in the maintenance and repair of signal systems and completion of certification by the International Municipal Signal Association. The class specification provides a potential career ladder for the candidate and opportunity for an entry-level position within the division. Salary Revision No salary revision is recommended for any of these classifications. The elimination of the electrical requirements removes the competition with union electrician rates. The existing salary levels appear to maintain internal equity and are reflective of the revisions noted in the job duties.
