City Manager Zais gave opening comments with regard to budget meeting schedules,
various components of the proposed presentations, and the reserves
3 2011 Budget Review
A. Alternative Budget Reductions
• Police
Assistant Mayor Coffey raised the issue of changing the types of calls that police
respond to as other cities are doing Chief Granato advised that there is a public
education portion that will need to be started before actually implementing a
change such as this They will be pursuing this idea on a long -term basis
No specific discussion was held on the following items
• Fire
C Use of Reserves
D Supplemental Information
• Parking Permits
• "Building Fees" tied to CPI
• Parks District Information
• Regional Fire Authority
• List of Projected State Park Closures

A discussion was initiated by Council Member Edler about potential options for
budget reductions, one being an across - the -board reduction in pay to employees He
also suggested the citizens could put together a parks district. He asked, when are
we going to say to the community that we can't continue to provide services without
adequate resources He said he thinks it has been wrong that citizens don't feel the
impact of what they're doing in the initiative process and asked if we are at the place
where we have to make the decision of what are the absolute necessities for City
government to provide? EDLER MOVED TO ELIMINATE THE QUALITY OF LIFE
MODEL AND SERVICES PROVIDED IN THAT MODEL IN THIS BUDGET CYCLE.
The motion died for lack of a second Council Member Edler challenged the Council
to stand firm and challenge the labor groups to take a reduction in pay or benefits
Assistant Mayor Coffey requested the suggestion to shift the Park's water cost to the
water utility become a policy issue
Mayor Cawley asked for a list of all non - bargainable special pay that Council has
control over
Council Members Ensey and Edler distributed a revised proposed City Charter
amendment. Council Member Edler commented that the subcommittee was
disappointed with what the City Attorney had prepared, specifically that some Charter
changes had been added that weren't requested by the committee They have
removed those additions in their submission He requested the City Attorney review
this new submission and be prepared to comment at the next City Council meeting
(12/7/10)

COFFEY MOVED AND LOVER SECONDED TO ADJOURN TO EXECUTIVE
SESSION FOR 40 MINUTES TO AN HOUR TO DISCUSS INTERIM MANAGEMENT
SERV ICES FOR A FUTURE DATE AND ALSO COLLECTIVE BARGAINING. The
motion carried by unanimous voice vote The meeting adjourned at 11 20 a m
At 11 25 a m Council returned to the Council Chambers to clarify the purpose of the
executive session City Manager Zais explained that the discussion is not to be about
reviewing performance or to set anything in motion with respect to hiring The
Executive Session is to evaluate qualifications of an applicant for public employment.
The basis for this is to discuss engagement of interim management services at such
time as he retires If the vote on the form of government causes a change, there will
be a period in which there would need to be an acting manager COFFEY MOVED
AND LOVER SECONDED TO ADJOURN TO EXECUTIVE SESSION FOR UP TO
60 MINUTES TO EVALUATE QUALIFICATIONS OF A CANDIDATE FOR PUBLIC
EMPLOYMENT AND ALSO COLLECTIVE BARGAINING. The motion carried by
unanimous voice vote The meeting adjourned at 11 27
Following the Executive Session, the meeting adjourned at 11 57 a m 0
