AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for
City employees to be effective May 23, 2004, amending Subsections 2.20 100 A,
2.20 110 A, and 2.20 110 E, all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20 100 A of the City of Yakima Municipal Code is hereby amended
to read as follows
"2.20 100 Classification Plan.
A Plan Adopted. A classification plan for city employees is hereby adopted to be
effective May 23, 2004, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to
read as follows
"2 20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of May 23, 2004 The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated annually
in accordance with a management performance evaluation plan. The result of the performance
evaluations shall be the determination by the City Manager of the actual salary of each employee in the
designated positions, and the determination by the City Council of the actual salary of the City Manager,
which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the
pay range applicable to the position, according to the following schedule "
Section 3. Subsection 2.20 110 E of the City of Yakima Municipal ode is hereby amended to
read as follows

Section 4. This ordinance shall be in full force and effect thirty days after its passage,
approval and publication as provided by law and by the City Charter

ITEM TITLE: (a) Consideration of a Resolution Authorizing the Execution of the 2004 -2005 Collective
Bargaining Agreement Between the City of Yakima and the Yakima Police Patrolman's
Association, (b) An Ordinance Amending the Classification and Compensation Plan for Certain
City Employees specifically Subsection A of Section 2.20 100 and Subsections A and E of Section
2.20 110 of the City of Yakima Municipal Code, and (c) An Ordinance amending the 2004
General Fund Budget

SUMMARY EXPLANATION
The attached resolution authorizes a two (2) year collective bargaining agreement with the Yakima Police Patrolmans
Association for calendar years 2004 -2005 This contract represents the result of months of negotiations between the
parties. The settlement package is outlined below
•Term: 1/1/04 -- 12/31/05
• Wages. 1/1/04 -2.5% and 7 /1/04 -1.5%
1/1/05 - 2.0% and 7/1/05 - 1.25%
• Deferred Compensation: 7/1/05 increase city paid contribution by 0.5% for a total of 4.0%
• Health Insurance: 5/1/04 implement out of pocket premium payments for dependent health insurance
coverage
•Premium Pays: This settlement includes enhancements to premium pays inclusive of educational pay,
field training officer premium pay, detective pay, bilingual pay, motorcycle premium pay and shift
differential pay
According to the City's calculations, the total 2004 settlement cost for the YPPA is estimated to be $350,246 The 2004
Budget included approximately $229,000 for wages and medical insurance costs in anticipation of the 2004 settlement.
Consequently, an appropriation of approximately $121,000 is required.
