HomeMy WebLinkAbout2004-040 Purchase of used automated refuse truck ORDINANCE NO. 2004- 40 AN ORDINANCE amending the 2004 budget for the City of Yakima, and making an appropriation of $82,000 m the 552 - Equipment Rental Capital Fund for expenditure durmg 2004 to provide for purchase of a used automated refuse truck. WHEREAS, the amount of $82,000 must be appropriated within the 552 - Equipment Rental Capital Fund for expenditure during 2004 to provide for purchase of a used automated refuse truck, and WHEREAS, at the time of the adoption of the 2004 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required, and the City Council declares that an emergency exists of the type contemplated by RCW 35.33 091 and that it is in the best interests of the City to make the appropriation herem provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The amount of $82,000 is hereby appropriated from the Unappropriated Fund Balance m the 552 - Equipment Rental Capital Fund to the followmg accounts m the following amounts as a 2004 appropriation. R -2004- 92 A RESOLUTION authorizing the purchase of a used automated refuse packer from the City of Richland, Washington. WHEREAS, the City of Yakima Public Works Department Refuse Division is m immediate need of an automated refuse packer; and WHEREAS, the City of Richland, Washington has a used 2001 Peterbilt 320 and 2001 Wayne 27 -Yard Curbtender, serial numbers 1NPZLTOXX1D713343 and 15608 that meet the City of Yakima's need for an automated refuse packer and is willmg to sell said vehicle for $75,500 00 plus sales tax; and WHEREAS, RCW 39.33 010 allows for the sale or pubhc property by one mumcipahty to another for mutually agreed -upon terms and conditions; and WHEREAS, the City of Yakima Public Works Division has inspected the vehicle and finds it to be m good condition; and WHEREAS, current pricmg for a new truck of this type approaches $200,000 00; and WHEREAS, the City of Richland has complied with the notice and hearmg requirements of RCW 39.33 020; and WHEREAS, the City Council deems it to be m the best interest of the City to purchase this vehicle from the City of Richland, Washington, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to purchase the 2001 Peterbilt 320 and 2001 Wayne 27 -Yard Curbtender automated refuse packer from the City of Richland, Washington, for the purchase price of $75,500 00 plus sales tax and is authorized to execute any necessary paperwork to carry out such purchase. ORDINANCE NO. 2004-40. c Refuse Packer Agenda Item June 22, 2004 Page two Staff also respectfully requests approval of the first reading of the companion Appropriation Ordinance incorporating the buy -back proceeds of Refuse Packer No ER #3136 as specified m the buy -back provision (see attached) with the vendor found in City Purchase Order 00 -05760 The amount of the "buy- back" funds the purchase from Richland. The City's Refuse Division is nearly mid -way through its conversion of manual refuse service to automated service. This was a seven -year process as decided in 2001, Agenda Item No. 18 dated July 17, 2001 The intent of automation was multifold, to make more efficient the City's refuse service, to reduce injuries to our employees - -and thereby reduce the City's exposure to escalating workers compensation claims- -and finally, to increase the service level to those areas which required attention. All these goals are being accomplished, however, as we move the physical labor to machinery, we find the necessity to have a backup automated packer for those times when the normal compliment of vehicles may be impacted by repair requirements. This proposal provides a low—cost solution to this challenge. RCW 39.33 allows for interlocal purchasing of this kind and the attached letter from Richland, Washington documents their commitment to this sale and purchase.
