Re. Yakima Valley Memorial Hospital Traffic Mitigation
KDF Project No 200302
Dear Joan.
As discussed in our meeting on February 2, 2004, Yakima Valley Memorial Hospital is requesting
modifications to the "No Parking" zones around the Hospital Campus Our request comes from a
concern for safety of our staff, patients, visitors, and the general public We respectfully request the
following changes be made
Walnut Avenue
• Establish a "No Parking" zone on the south side of Walnut Avenue between 28 and 30
Avenues.
• Establish a "Loading" zone on the north side of Walnut along the childcare center to a point
150 feet east of the centerline of 30 Avenue. The remaining north side of Walnut Avenue
between the requested "Loading" zone and 28 Avenue would remain a "No Parking" zone
30 Avenue
• Establish and expand a "No Parking" zone on both sides of 30 Avenue from Tieton Drive to
a point 395 feet north of the center line of Walnut Avenue.
• Establish crosswalks and advance warning signs at the intersection of Walnut Avenue and
30 Avenue as s'pecified by City of Yakima.
28 Avenue
• Establish and expand a "No Parking" zone on both sides of 28 Avenue between Tieton
Drive and Walnut Avenue
• Move the existing crosswalk on 28 Avenue toward the south to make it more conducive to
visitors using the east parking lot. The new location would be onented from the south side
of the south entry to the east parking lot across 28 Avenue
• Install appropriate advance warning signs on 28 Avenue
The safety of our staff and visitors is a priority in the development of our campus and we hope to
continue to improve the traffic concerns of our neighbors by taking this action. I have enclosed a site
plan showing locations of the proposed traffic modifications
Sincerely,
r -

SUMMARY EXPLANATION
This agenda item is a request from Yakima Valley Memonal Hospital to prohibit parking on both
sides of 28 Avenue, 30 Avenue and Walnut Street in the vicinity of the hospital complex. The
purpose of this request for parking restnctions is to improve safety and minimize the impact of
employee parking in the neighborhood. The letter requesting this action from the City of Yakima is
attached. City Council action is required for parking restrictions when the width of the improved
street exceeds 28 feet, such as the streets in this ordinance.
Additionally, this year the City of Yakima will be reconstructing Mead Avenue between 11 and 16
Avenues from the current narrow two -lane road to a three -lane street with curb, gutter and sidewalks.
On- street parking will be eliminated as a result of this road and capacity improvement project. A
future seal -coat project of Mead Avenue between 3rd and 11 Avenue will complete the 3 -lane
section for Mead Avenue. The residents of Mead Avenue were notified of the change of on- street
parking as a result of this project on May 4, 2004
