2004-003 2001-2003 IAFF Local 469 Collective Bargaining Agreement Amendment
ORDINANCE NO. 2004- 03 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective February 22, 2004, amending Subsections 2 20 100 A, 2 20 100 C, 2 20 110 A, 2 20 110 C, and 2 20 110 F, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA Section 1. Subsection 2.20 100 A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 100 Classification Plan. A Plan Adopted. A classification plan for city employees is hereby adopted to be effective February 22, 2004, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2 20 100 C of the City of Yakima Municipal Code is hereby amended to read as follows. (I /20 /2004).doc -- 7 -- Section 3. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 110 Compensation Plan. A Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of February 22, 2004 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2 22 030 of this code The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salanes shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule " Section 4. The new title is more reflective of the duties that are listed in Michael's current fob description, and of how the position has been functioning within the department for the past few years. In reviewing Michael's job description, it is apparent that most of the duties outlined go beyond the scope of a grants writer or compliance officer, and these aspects of his job description take up the bulk of Michael's time, versus the research and application of federal and state grants. Specifically, these responsibilities include • Represents the city as the prime contact for economic and community development fiends. • Requires working knowledge of city ordinances, state and federal regulations as they pertain to community development and research. • Represents the city on various committees, task forces and project teams for the development, scheduling, implementation and monitoring of programs that have a significant citywide impact and require successful coordination and communications between the city and other relevant public and private entities. • Researches, analyzes, and evaluates complex economic, social, demographic, and for legal data from a variety of sources and recommends the most effective course of action for the city • Performs administrative, professional and liaison functions for major long term and short term projects. • Performs the more complex and sophisticated analytical studieslprojects and may act as a major representative and /or resource of the city At the time of Michael's hire, the city did not directly administer any economic development incentive programs. With Michael's help, we have secured funding from the Section 108 loan program and a federal Renewal Community designation. Both of these projects have required that Michael serve in his capacity to promote the programs and manage the allocation of resources to the business community He works closely with the Yakima Downtown Association, and advises the business community, management and the city council on the progress of our economic development efforts, - and recommends courses of action on them. His work in these areas is more in tune with that of an economic development advisor or specialist to the city Michael is also involved in state and federal legislative affairs related to community and economic development issues, from developing our legislative agenda to assisting with the crafting of legislation and securing appropriations. He is the person that advises both management and the city council on legislative issues in this field. The title change provides a better representation of the broad nature of Michael's work, and reflects the focus that has been placed on the aforementioned responsibilities from his job description. It will also improve communication with the business community, who don't necessarily view the grants writer as the person to approach for their development needs. In addition, it elevates the importance of the city's participation in the growing number of local, regional and statewide committees where Michael is sent as our representative Finally, we also believe that the position title change can only benefit the personal and professional goals that Michael has set for himself He has completed a significant amount of professional training to fulfill these responsibilities, and is currently enrolled in the Master of Public Administration Executive Program at the University of Washington. This contract contained a wage reopener for calendar year 2003 and the parties have been involved in negotiations and mediation for over a year and have reached a wage settlement of 5 0% retroactive to January 1, 2003 and 1 0 retroactive to July 1, 2003 Additionally, the parties mutually agreed to the establishment of a premium pay for air rescue firefighting (ARFF) which will apply to the certified ARFF driver on duty per shift. The premium pay is $25 00 per shift. f R The attached ordinance amends the compensation plan for the Fire LEOFF personnel to include, the negotiated wage settlement of 5 0% retroactive to January 1, 2003 and 1 0% retroactive to July 1, 2003 The estimated cost of this wage adjustment is 5.5% or $209,294 for 2003 and has been included in the budget, and will be encumbered for payment in 2004. The attached ordinance also includes a housekeeping change to a job title approved by the Charter Civil Service Commission at their January 5, 2004 meeting. The Commission approved the title change from Grants Writer /Compliance Officer to Economic and Community Affairs Specialist to better reflect the broad duties being performed and will also improve communication with the business community There is no salary change recommended A copy of the report approved by the Charter Civil Service Commission is attached for information purposes.
