AN ORDINANCE amendmg the 2003 budget for the City of Yakima, and making
an appropriation of $7,000 in the 161 — Parkmg and Busmess
Improvement Area (PBIA) Fund for expenditure durmg 2003 to
improve /market the Central Busmess District.
WHEREAS, the amount of $7,000 must be appropriated within the 161 —
Parking and Business Improvement Area (PBIA) Fund for expenditure durmg 2003 to
improve /market the Central Business District, and
WHEREAS, at the time of the adoption of the 2003 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required, and the City Council declares that an emergency exists of the type
contemplated by RCW 35.33 091 and that it is in the best mterests of the City to make the
appropriation herem provided, now, therefore,
BE IT ORDAINED BY THE CITY'OF YAKIMA:
Section 1. The amount of $7,000 is hereby appropriated from the Unappropriated
Fund Balance m the 161 — Parking and Business Improvement Area (PBIA) Fund to
account number 161 - 161 - 612 - 0000 -573 90 -410 as a 2003 appropriation.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter

-) SUMMARY EXPLANATION
The Yakima Downtown Association has been extremely active in 2003, and they have
supported many new activities to improve and promote downtown Yakima. These
program recommendations were made right up to the limits of their adopted budget for
2003
In a recent review of actual costs compared to budgeted levels, it was determined that
there were a few payments made in 2003 for programs that were actually approved out of
2002 budget authority Unfortunately, these were not captured in the encumbrance
ordinance that was completed in early 2003
The attached Appropriation Ordinance proposes to increase the PBIA's 2003 budget by
$7,000 to adequately budget all approved programs. The reserve balance is sufficient to
accommodate this appropriation.
