HomeMy WebLinkAbout2004-064 Emergency Services Funds Appropriation 4 A ORDINANCE NO. 2004 - 64 AN ORDINANCE amendmg the 2004 budget for the City of Yakima, and making an appropriation of $90,000 in the 000 - General and $11,000 m the 150 - Emergency Services Funds for expenditure durmg 2004 to provide for negotiated wages and benefits for the International Association of Firefighters (IAFF), and making an appropriation of $34,000 m the 000 - General Fund for additional election costs. WHEREAS, the amount of $90,000 must be appropriated within the 000 - General Fund and $11,000 m the 150- Emergency Services Fund for expenditure during 2004 to provide for negotiated wages and benefits for the International Association of Firefighters (IAFF), and the amount of $34,000 must be appropriated within the 000 - General Fund for election costs, and WHEREAS, at the time of the adoption of the 2004 budget it could not reasonably have been foreseen that the appropriation provided for by this ordmance would be required, and the City Council declares that an emergency exists of the type contemplated by RCW 35.33 091 and that it is m the best mterests of the City to make the appropriation herem provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Appropriations are hereby made, from Unappropriated Fund Balances m the 000 - General and 150- Emergency Services Funds to the following accounts and in the followmg amounts as a 2004 appropriation. Cindy Epperson- 575 -6070 SUMMARY EXPLANATION_ In a separate agenda item, Council is being asked to approve the collective bargaining settlement with IAFF There was an estimate included in the 2004 budget for this purpose However, the actual terms of the agreement exceeded the budgeted estimate. The attached appropriation amends the General Fund by $90,000 and the Emergency Services Fund by $11,000 to provide adequate budgetary authority for the settlement. Additionally, during the process of developing the 2005 budget, it was determined that election costs, accounted for in the City Clerk /Records division of General Fund, were under budgeted The original budget for 2004 was $115,000, while the actual charge from the Yakima County Auditor's Office was $149,000 The costs vary from year to year depending on the number of Councilmembers /issues on the ballot; the number of voter registrations processed, etc. Even though there is no charge to an individual for exercising our right to vote, this privilege cost the taxpayers $149,000 in 2004 (for the 2003 election) The attached appropriation ordinance would authorize the use of $34,000 from General Fund reserves for election costs.
