SUMMARY EXPLANATION: During its regular business meeting on January 18, 2005, Bill
Cook (Director, Community & Economic Development) presented a report to City Council
concerning a possible process for renaming a street. City Council discussed the matter and
directed City staff to prepare a street renaming policy It was understood that the Council
desired a street renaming petition process that required a petition to bear the signatures of at
least 51 % of the property owners that abut the subject street before the renaming of a street
would be considered. Since that time, it has also been requested that City staff prepare a street
renaming petition process that allows any resident of the City of Yakima to petition that a street
be renamed. Accordingly, attached are two ordinances. One ordinance would establish a street
renaming petition process that would require a petition to the City Council to bear the
signatures of at least 51 % of the property owners that abut the subject street for consideration of
renaming a City street. The other ordinance would establish a street renaming petition process
that allows any resident of the City of Yakima to petition the City Council to have a street
renamed. Council may consider and pass either of these ordinances (but not both), direct staff
to prepare a different ordinance, or pass no ordinance. If Council chooses to pass either
ordinance, staff requests Council provide direction regarding the amount of the petition fee.
