HomeMy WebLinkAbout2005-017 2005-2007 AFSCME Contract Settlement / Classification & Compensation Plan Amendment ORDINANCE NO 2005- 17 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective May 8, 2005, amending Subsections 2.20 110 A, 2.20 110 C and 2.20 110 F, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. Subsection 2.20 110 A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of May 8, 2005 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22 030 of this code. The performance of employees in the serves designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salanes shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the following schedule " Section 2. Sutton, x6090 Sheryl Smith, x6868 SUMMARY EXPLANATION The attached resolution authorizes a three (3) year collective bargaining agreement with AFSCME Local 1122 Municipal Employees for calendar years 2005 -2007 This contract represents the result of months of negotiations between the parties. According to the City's calculations, the 2005 settlement cost for AFSCME Municipal is estimated to be 2.07% or $319,946 and has been included in the 2005 Budget. ORDINANCE NO. 2005 -17 2005 -2007 AFSCME Municipal Settlement • Wages: (a) Effective January 1, 2005, the compensation schedule m effect December 31, 2004, is increased by two percent (2.0 %) (b) Effective January 1, 2006, the compensation schedule is increased by two and one - quarter percent (2.25 %) (c) Effective January 1, 2007, the parties agree to a wage re- opener only • Health Insurance: The parties have agreed to maintain the current premium cost sharing formula for 2005, 2006 and 2007 • Life Insurance: (a) Effective January 1, 2005, the $25,000 life insurance pohcy will be increased to $35,000 (b) Effective January 1, 2006, the $35,000 life insurance pohcy will be increased to $50,000 •Standby Pay: (a) Effective January 1, 2005, the $1.50 /hr standby pay will be increased to $1 75 /hr (b) Effective January 1, 2006, the $1 75 /hr standby pay will be increased to $2.00 /hr •Field Training Officer Pay (a) Effective January 1, 2005, corrections officers assigned to tram newly hired corrections officers and actually engaged in the same shall received Field Training Officer (FTO) Pay equal to 5 0% of their normal rate of pay per hours for time spent engaged m the same Officers assigned such duty for period of less than 40 hours during the pay period shall not be ehgible for FTO pay The attached classification and compensation ordinance reflects the 2.0% wage increase effective January 1, 2005 and a 2.25% increase effective January 1, 2006 as shown above. This salary adjustment has been included in the 2005 Budget. The ordinance also includes, as a housekeeping measure, the correction of the Fire LEOFF monthly wages for 2005 The hourly rates were correct ongmally, however, the monthly wage was calculated an incorrect number of scheduled hours of work.
