AN ORDINANCE amendmg the 2005 budget for the City of Yakima, and making
an appropriation of $260,000 within the 364 -- Transit Capital
Fund for expenditure dunng 2005 to purchase vans for
additional Vanpool services
WHEREAS, the amount of $260,000 has been awarded as a grant from the State
of Washington Department of Transportation for the Statewide Vanpool Capital
Investment Program, thereby resulting in the need to appropriate this amount ($260,000)
within the 364 — Transit Capital Fund to purchase vans for additional Vanpool services,
and
WHEREAS, at the time of the adoption of the 2005 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance would
be required, and the City Council declares that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make the
appropnation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $260,000 is hereby appropnated from the Unappropnated Fund
Balance in the 364 - Transit Capital Fund to the following accounts in the following
amounts as a 2005 appropnation.

Section 2. This ordinance is one making an appropriation and shall take effect

ITEM TITLE. An Ordinance Amending the 2005 Budget and Making an
Appropriation in the 364 - Transit Capital Fund to Purchase Vans for
Additional Vanpool Services

SUMMARY EXPLANATION
Yakima Transit was recently notified that it was successful in obtaining a grant from the
Washington State Department of Transportation to purchase vans so that additional
vanpool services /routes can be established. In separate legislation for Council's
consideration, City Council is being asked to approve the grant /contract with the State.
The attached appropriation ordinance would authorize the use of up to $260,000 from the
Transit Capital Fund reserves to purchase 10 vans. The state grant would then reimburse
this fund after the purchase. Therefore, the capital fund balance will remain unchanged as
a result of this transaction. (There will likely be additional operational costs depending on
the timing of when new vanpools are established. An appropriation may be required
when the budgetary impact can be determined.)

STAFF RECOMMENDATION Read Ordinance by title only at the January 18, 2005
meeting. Pass Ordinance after second reading at the February 1, 2005 meeting.
BOARD /COMMISSION RECOMMENDATION At their November 17, 2004 Transit
Committee meeting, Board Members Sims, McClure, and George (Alt) recommended that
Transit staff proceed with the application to participate in the Statewide Vanpool
Expansion Program.
