HomeMy WebLinkAbout2005-009 International Residential Code Adoption; YMC Addition ORDINANCE NO. 2005- O AN ORDINANCE relating to building codes and related regulation, adopting the International Residential Code as the City of Yakima Residential Code, adding a new Chapter 11.22 to Title 11 of the Yakima Municipal Code WHEREAS, RCW Chapter 19.27 establishes the State Building Code Council and mandates that the State Building Code Council adopt and maintain certain codes including a building code, which, pursuant to RCW Chapter 19.27, are known as the State Building Code, and WHEREAS, pursuant to RCW Chapter 19.27 and WAC 51 -51 -003, the State Building Code Council has, with certain additions, deletions, and exceptions, adopted by reference, as part of the State Building Code, the 2003 edition of the International Residential Code as published by the International Code Council, Inc., and WHEREAS, pursuant to RCW 19.27 031, subject to certain additions, deletions and exceptions provided in WAC Chapter 51 -51, the 2003 edition of the International Residential Code as published by the International Code Council, Inc., shall be in effect as of July 1, 2004, and WHEREAS, it is in the best interest of the City of Yakima to adopt the International Residential Code as adopted and maintained by the State Building Code Council, now therefore, BE IT ORDAINED BY THE CITY OF YAKIMA, WASHINGTON Section 1. Chapter 11.22 is hereby enacted as a new chapter of Title 11 of the City of Yakima Municipal Code to read as follows 1 "Chapter 11.22 RESIDENTIAL CODE 11.22.010 City Residential Code. The Residential Code of the city of Yakima shall be comprised of the following. a. The 2003 edition of the International Residential Code, as published by the International Code Council, Inc., and as adopted and maintained by the State Building Code Council in chapter 51 -51 WAC b Appendix A (IFGC) (Sizing and Capacities of Gas Piping), Appendix B (IFGC) (Sizing of Venting Systems Serving Appliances Equipped with Draft Hoods, Category I Appliances, and Appliances Listed for Use and Type B Vents), Appendix C (Exit Terminals of Mechanical Draft and Direct -Vent Venting Systems), Appendix G (Swimming Pools, Spas and Hot Tubs), Appendix H (Patio Covers), and Appendix J (Existing Buildings and Structures) to the 2003 edition of the International Residential Code, and as published by the International Code Council, Inc. The above - referenced texts are incorporated in this chapter by reference and the several sections or numbers of those texts shall constitute, and may be referred to as, the numbers of this chapter One or more copies of the texts that comprise the Residential Code of the city of Yakima shall be maintained on file in the office of the code adrrunistration and planning manager of the city of Yakima. 11.22.R105.2 Amendment to Section R105.2. The first building permit exemption listed in Section R105.2 of the International Residential Code as adopted and maintained by the State Building Code Council is amended to read as follows. 1 One -story detached accessory str. ueturesbuilding used as a tool and storage shed, playhouse, or similar uses, provided 2 the floor area does not exceed 200120 square feet (18.5811 15 m 11.22.R301.2(1) Amendment to Table R301.2(1) Table R301.2(1) of the International Residential Code as adopted and maintained by the State Building Code Council is amended to read as follows. Weathering may require a higher strength concrete or grade of masonry than necessary to satisfy the structural requirements of this code. The weathering column shall be filled in with the weathering index (i.e., "negligible, "moderate or "severe') for concrete as determined from the Weathering Probability Map [Figure R301.2(3)]. The grade of masonry units shall be determined from ASTM C 34, C 55, C 62, C 73, C 90, C 129, C 145, C 216 or C 652. b The frost line depth may require deeper footings than indicated in Figure R403.1(1). The jurisdiction shall fill in the frost line depth column with the minimum depth of footing below finish grade. c. The jurisdiction shall fill in this part of the table with "very heavy, "moderate to heavy, slight to moderate, or none to slight in accordance with Figure R301.2(6) depending on whether there has been a history of local damage. d. The jurisdiction shall fill in this part of the table with "moderate to severe," "slight to moderate, or "none to slight in accordance with Figure R301.2(7) depending on whether there has been a history of local damage. e. The jurisdiction shall fill in this part of the table with the wind speed from the basic wind speed map [Figure R301.2(4)]. Wind exposure category shall be determined on a site - specific basis in accordance with Section R301.2.1.4. f. The outdoor design dry -bulb temperature shall be selected from the columns of 97 1/2-percent values for winter from Appendix D of the International Plumbing Code. Deviations from the Appendix D temperatures shall be permitted to reflect local climates or local weather experience as determined by the building official. g. The jurisdiction shall fill in this part of the table with the Seismic Design Category determined from Section R 301.2.2.1. h. The jurisdiction shall fill in this part of the table with (a) the date of the jurisdiction's entry into the National Flood Insurance Program (date of adoption of the first code or ordinance for management of flood hazard areas), (b) the date(s) of the currently effective FIRM and FBFM, or other flood hazard map adopted by the community, as may be amended. i. In accordance with Sections R905.2.7 1, R905.4.3, R905.5.3, R905.6.3, R905.7.3 and R905.8.3, for areas where the average daily temperature in January is 25° F (-4° C) or less, or where there has been a history of local damage from the effects of ice damming, the jurisdiction shall fill in this part of the table with "YES." Otherwise, the jurisdiction shall fill in this part of the table with 'NO " j. The jurisdiction shall fill in this part of the table with the 100 -year return period air freezing index (BF -days) from Figure R403.3(2) or from the 100 -year (99 %) value on the National Climatic Data Center data table Aix Freezing Index —USA Method (Base 32° Fahrenheit)' at www.ncdc.noaa.gov /fpsf.html. k. The jurisdiction shall fill in this part of the table with the mean annual temperature from the National Climatic Data Center data table Air Freezing Index —USA Method (Base 32° Fahrenheit)' at www.ncdc.noaa.gov / fpsf.html." 11.22.83191 Amendment to Section R319 1. Section R319 1 of the International Residential Code as adopted and maintained by the State Building Code Council is amended to read as follows R319 1 Location required. In areas subject to decay damage as established bypursuant to the City of Yakima's Climatic and Geographic Design Criterion in Table R301.2(1), the following locations shall require 3 the use of an approved species and grade of lumber, pressure treated in accordance with AWPA C1, C2, C3, C4, C9, C15, C18, C22, C23, C24, C28, C31, C33, P1, P2 and P3, or decay- resistant heartwood of redwood, black locust, or cedars 1 Wood joists or the bottom of a wood structural floor when closer than 18 inches (457 mm) or wood girders when closer than 12 inches (305 mm) to the exposed ground in crawl spaces or unexcavated area located within the periphery of the building foundation. 2. All wood framing members that rest on concrete or masonry exterior foundation walls and are less than 8 inches (203 mm) from the exposed ground 3 Sills and sleepers on a concrete or masonry slab that is in direct contact with the ground unless separated from such slab by an impervious moisture barrier 4. The ends of wood girders entering exterior masonry or concrete walls having clearances of less than 0.5 inch (12.7 mm) on tops, sides and ends. 5 Wood siding, sheathing and wall frarrung on the exterior of a building having a clearance of less than 6 inches (152 mm) from the ground. 6 Wood structural members supporting moisture- permeable floors or roofs that are exposed to the weather, such as concrete or masonry slabs, unless separated from such floors or roofs by an impervious moisture barrier 7 Wood furring strips or other wood framing members attached directly to the interior of exterior masonry walls or concrete walls below grade except where an approved vapor retarder is applied between the wall and the furring strips or framing members " 4 Section 2. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance, or any provision of the Yakima Municipal Code established by this ordinance, is declared invalid or unconstitutional for any reason, such decision shall not affect the validity of the remaining portions of this ordinance or other provisions of the Yakima Municipal Code established by this ordinance Section 3. Cook, Director of Community and Economic 1V Development Department CONTACT PERSON/TELEPHONE Doug Maples, Code Administration and Planning Manager (509) 575 -6121 pt-7E--t9 SUMMARY EXPLANATION / This ordinance would adopt the State International Building WAC 51 -50, Mechanical WAC 51 -52, Residential WAC 51 -51 and Washington State Energy WAC 51 -11 Codes by reference as provided by statutory authority pursuant to RCW Chapter 19.27 Before the City Council at this time is the adoption and local amendments to the International Building, Residential, Mechanical, and Washington State Energy Code Early in 2004, an adhoc Community and Economic Development Committee of professionals from the development community and City staff, began meeting to discuss local amendments to several of the construction codes used in the City of Yakima. Again the local group met February 8, 2005 to review the attached proposed amendments The International family of codes has been adopted throughout the United States as a common code for the entire country This provides consistency for the construction industry Within the International codes there is more flexibility while continuing to provide safety to the citizens in Yakima.
