HomeMy WebLinkAbout2005-031 Transit Service to Selah & Union Gap ORDINANCE NO. 2005 -- 31 AN ORDINANCE amending the 2005 budget for the City of Yakima, and making an appropriation of $112,500 within the 462— Transit Operating Fund for expenditure during 2005 to execute a pilot program to extend transit service to the cities of Selah and Union Gap WHEREAS, the amount of $450,700 has been awarded as a grant from the Congestion Mitigation for Air Quality (CMAQ) for a two -year period commencing July 1, 2005, to execute a pilot program to extend transit service to the cities of Selah and Union Gap, thereby resulting in the need to appropriate an amount of $112500 within the 462— Transit Operating Fund for the 2005 budget year; and WHEREAS, at the time of the adoption of the 2005 budget the revenue funds for this project were not known, and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA. Section 1: The amount of $112,500 is hereby appropriated from the Un- appropriated Fund Balance in the 462— Transit Operating Fund to the various accounts and in the various amounts, to execute a pilot program to extend transit service to the cities of Selah and Union Gap, all as specified in the Schedule attached hereto and incorporated herein. Ken Mehin- 575 -6005 SUMMARY EXPLANATION The City has obtained a grant from the Congestion Mitigation for Air Quality (CMAQ) program to execute a two -year pilot program to provide public transportation /transit service to the cities of Selah and Union Gap (Council is also considering legislation to execute interlocal agreements with these two cities in separate items on this agenda). The total grant award for the two -year period is $450,700. Since the pilot program is scheduled to begin mid -year (June 20), a budget amendment is needed for 6 months of the program. The attached appropriation ordinance establishes the revenue estimate for 1/4th of the grant, or $112,500, and corresponding expenditures for additional salary, fuel and maintenance costs to accomplish this program for the remainder of 2005. We do not anticipate the need to use reserves of the Transit fund for this pilot project.
