ORDINANCE NO. 2005 -- 32
AN ORDINANCE amending the 2005 budget for the City of Yakima, and making an
appropriation of $160,000 within the 462— Transit Operating Fund
for expenditure during 2005 to provide for a rate increase in Para -
Transit (Dial -a -Ride) services.
WHEREAS, the amount of $160,000 must be appropriated within the 462 -
Transit Operating Fund for expenditure during 2005 to provide for a rate increase in
Para - Transit (Dial -a -Ride) services, and
WHEREAS, at the time of the adoption of the 2005 budget it could not reasonably
have been foreseen that the appropriation provided for by this ordinance would be
required, and the City Council declares that an emergency exists of the type
contemplated by RCW 35.33 091 and that it is in the best interests of the City to make the
appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.
Section 1: The amount of $160,000 is hereby appropriated from the Un-
appropriated Fund Balance in the 462 — Transit Operating Fund to the following
accounts:
Resources:
Transit Sales Tax 462 - 462 - i99 -0000- 313.21 -TRT — $160,000
Expenditures:
Dial -a -Ride Prof. Services 462- 462 - 514 -T643- 547.60 -41J — $160,000
Section 2: This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter

SUMMARY EXPLANATION
Submitted for Council consideration is a resolution authonzing an amendment to the current
Dial -A -Ride contract with Access Paratransit. Access Paratransit has requested a fee increase
to cover increased costs to provide Dial -A -Ride services. Only three categones are acceptable
to consider a Dial -A -Ride service rate increase— minimum wage requirements, increased Labor
and Industry rates, and higher insurance premiums.
The ongmal Dial -A -Ride contract has come full term and Access Paratransit is currently in the
first of two, one -year contract extension options. If the City Council adopts the resolution, the
new pnces become effective June 1, 2005, and remain firm through December 10, 2005

STAFF RECOMMENDATION Staff respectfully requests Council to A) Adopt the
resolution authonzmg an increase in Dial -A -Ride service rates, and
B) Read Ordinance by title only at the June 7, 2005 meeting; pass Ordinance after second
reading at the June 28, 2005 meeting.
BOARD /COMMISSION RECOMMENDATION The Council Transit Committee
recommends full Council consideration and approval of Access Paratransit's request.

The Council Transit Committee discussed this request at its May 18, 2005 meeting and
recommends this rate adjustment be brought before the full Council for discussion and
consideration.
The vendor provided financial information to support this request. Based on last year's
expense, this increase would add approximately $277,000 annually, assuming similar ndership
to last year Since the new contract rate is scheduled to be effective June 1, an appropriation of
$160,000 representing 7 months of the increase is necessary for 2005 This increase is
proposed to be funded by Transit Sales Tax that was originally budgeted to be allocated to the
Transit Capital Fund. (the budgeted allocation for 2005 was $450,000 pnor to this action) The
attached appropnation increases both sales tax revenue and Dial -a -Ride expenditure accounts.
Over the coming months pnor to December 10, 2005, Transit will explore the options of
rebidding or bringing the service mto Transit if economically advisable.
