HomeMy WebLinkAbout2005-033 96th Avenue Wastewater Interceptor ORDNANCE NO. 2005 - 33 AN ORDINANCE amending the 2005 budget for the City of Yakima, and making appropriations to provide for the installation of a Wastewater Interceptor on 96th Avenue from Unappropriated Fund Balances within various Funds for expenditure during 2005 WHEREAS, the various funds indicated on the attached Schedule I contain Unappropriated Fund Balances available for appropriation and expenditures during 2005 in various amounts and for the installation of a Wastewater Interceptor on 96th Avenue; and WHEREAS, at the time of the adoption of the 2005 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required, and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Appropriations are hereby made, for expenditure during 2005, from Unappropriated Fund Balances in the various Funds to the various accounts and in the various amounts, to provide for the installation of a Wastewater Interceptor on 96th Avenue, all as specified in the Schedule attached hereto and incorporated herein. Section 2. Cindy Epperson - 575 -6070 SUMMARY EXPLANATION Yakima County intends to reconstruct 96th Avenue south of Tieton Drive. The City requested that the County include installation of a trunk sewer to their recent bid package, so the sewer construction would coincide with the street improvement. At the recent bid opening, the low bid for the sewer project was $640,181 (less than the engineer's estimate of $781,778) Therefore, we are recommending that the project go forward to be funded by the City's Wastewater Operating Fund. As presented in the 2004 year -end budget report, the Wastewater Operating Fund increased its reserve balance by about $1.5 million, for a variety of reasons, which included the rate increase that became effective in December of 2003, the assumption of a permitting program from Dept. of Ecology, and the cumulative payments of about $450,000 which resolved the one -time in- arrears billings of nearly two dozen commercial accounts. The attached appropriation ordinance would authorize the transfer of resources of $650,000 from the 473 — Wastewater Operating Fund to 476 —Sewer Construction Fund, and increases the capital expenditure budget for the 96th Avenue wastewater interceptor project by the same amount. This amount provides a slight contingency for unforeseen circumstances. After this transfer, the operating fund balance would be approximately $2.0 million. (An additional $300,000 will likely need to be transferred later in 2005 to help finance estimated costs of the 2nd phase of the Washington Avenue Sewer project.)
