AN ORDINANCE amending the 2005 budget for the City of Yakima, and making an
appropriation of $35,086 within the 141 -- Street and Traffic Operations
Fund for expenditure during 2005 to purchase school warning signs.
WHEREAS, the amount of $35,086 has been awarded as a grant from the Washington
Traffic Safety Commission, thereby resulting in the need to appropriate this amount of $35,086
within the 141 — Street and Traffic Operations Fund to purchase school warning signs, and
WHEREAS, the grant funds for this project from the Washington Traffic Safety
Commission must be fully expended by June 30, 2005, presenting a restricted time limit for
project implementation, and
WHEREAS, at the time of the adoption of the 2005 budget the revenue funds for this
project were not known, and the City Council declares that an emergency exists of the type
contemplated by RCW 35.33.091 and that it is in the best interests of the City to make
appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.
Section 1: The amount of $35,086 is hereby appropriated from the Un-
appropriated Fund Balance in the 141 — Street and Traffic Operations Fund to the
following accounts:

Washington Traffic Safety Comm- 141-133-525-0000-33403.5TS — $35,086
Expenditures:
Operating Supplies /Signs- - - - - -- 141 - 133 - 525 -0000- 54264-315 — $35,086
Section 2: This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter

SUMMARY EXPLANATION
The Washington Traffic Safety Commission awarded the City of Yakima $35,086 30 on May
9, 2005 for the purchase of 684 sign plates. The signs will replace existing school warning
signs from the "Bright Orange" to "Strong Green" City of Yakima personnel will install the
signs at school crossing locations throughout the City The Washington Traffic Safety
Commission Grant covers the entire cost of purchasing ready -made signs.
The attached appropriation ordinance amends the 2005 Street and Traffic Operations
Budget to include the increase in sign supply costs that will be reimbursed to the City from
Washington Traffic Safety Commission

Dear Joan,
Thank you for your grant request to purchase new signage, your request for funding
has been approved not to exceed $35,086.30. It is understood these signs will be
placed in school zones through out your city
All equipment must be purchased and delivered by June 30, 2005 and
submitted for reimbursement on a state A -19 reimbursement claim form by
July 15, 2005 Any requests for reimbursement received after this date will
not be honored by WTSC. I have detailed the order/ reimbursement procedure
below:
1. Your agency must order the item(s) granted and be billed for the
equipment
2. Upon receipt of the vendor billing, your agency must submit for the
reimbursement using the enclosed Invoice Voucher, A -19 -1A From.
Submit the voucher and duplicate copy of your vendor - billing invoice
to WTSC for reimbursement Please note that we cannot accept a
FAX. We must have your agency identified as the Claimant, a Federal
Tax ID Number and original signature of the agency head, command
officer or contracting officer on the A -19 form.
3. Upon receipt of the above, your agency / jurisdiction will be
reimbursed.
Disputes arising from the agreement shall be resolved by a panel consisting of one
representative of the Washington Traffic Safety Commission, one representative
from your agency and a mutually agreed upon third party The dispute panel shall
there after decide the dispute with the majority prevailing.
Either party may terminate this agreement upon (30) day's written notice to the
other party In the event of termination of this agreement, the terminating party
shall be liable for the performance render prior to the effective date of
termination.

Subject. City of Yakima Conversion of School Warmng Signs to "Strong Green"
Dear Lynn,
As I discussed with you, the City of Yakima has 18 elementary schools, 6 middle / humor high
schools and 2 high schools within its jurisdiction. In order to convert all school warmng signs
from the `Bright Orange" to "Strong Green" the City of Yakima is requesting grant assistance
from the Washington Traffic Safety Commission to cover the cost of the sign plates. City of
Yakima staff will install the signs and provide new or upgraded sign posts, as needed. The total
amount requested to purchase ready -made School Warmng Signs for the City of Yakima is
$36,000 Below is a breakdown of sign costs, based on the attached estimate from a local vendor,

I checked with the Department of Corrections (DOC) regarding their availability to fill this order
and it was determined that they did not stock or pre -make any of these signs, but could special
order and manufacture the requested signs. Due to the delay m obtaimng the necessary signs if
manufactured by DOC, our preference is to purchase the school warning signs from our normal
vendor Attached is the vendor estimate Please let me know if you have any questions regarding
