AN ORDINANCE relating to the salaries of elected officials, increasing the salaries
of elected officials, and amending Section 2.20 094 of Chapter
2.20 of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1 Section 2.20.094 of Chapter 2.20 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"2.20.094 Salary of mayor, assistant mayor, and council members —
Fringe benefits.
A. Salary of Mayor and Assistant Mayor The mayor, assistant
mayor, and city council members other than the mayor and assistant
mayor shall be paid a salary computed and paid on a monthly basis as
follows.
Position Salary Per Month
Mayor $1,043 95
Assistant mayor $800.37
City council members $695 97
Effective January 1, 2006, and with regard to an at -large city
council member who is elected to be mayor, the monthly salary of the
mayor shall be $1,375 00
Effective January 1, 2008, and with regard to a district position city
council member who is elected to be mayor, the monthly salary of the
mayor shall be $1,375 00
Effective January 1, 2006, and with regard to an at-large city
council member who is elected to be assistant mayor, the monthly salary
for the assistant mayor shall be $1,175 00
Effective January 1, 2008, and with regard to a district position city
council member who is elected to be assistant mayor, the monthly salary
of the assistant mayor shall be $1,175 00
Effective January 1, 2006, the monthly salary for each at -large city
council member shall be $1,075 00
Effective January 1, 2008, the monthly salary for each district
position city council member shall be $1,075 00
B Fringe Benefits. Commencing January 1, 1992, members of
the city council, including the mayor and assistant mayor, shall receive no

compensation for serving as mayor, assistant mayor, or council member
other than the salary provided by subsection A of this section, and the
following additional benefits, which are authorized.
1 Reimbursement for expenditures as provided by Section
2.20 086 of this chapter;
2. Protection of a five thousand dollar life insurance policy,
with the premium fully paid by the city;
3 Protection of Workmen's Compensation Insurance coverage
under the State Industrial Insurance system,
4. Protection by a policy of insurance known variously as
professional liability insurance or errors and commission insurance,
covering council members acting in their official capacity, with coverage
in the same amount as obtained from time to time for the protection of
other city officers and employees, with the premium fully paid by the
city;
5 Payment by the city of its portion of Social Security payroll
tax on earnings of council members, and any other benefits expressly
required by applicable laws,
6 Participation in the city employee welfare benefit program
established by Section 2.04.100 of this chapter, provided that an election
and payment are made as provided in subsection 2.04.030(D)(4) of this
chapter "
Section 2. If any section, subsection, paragraph, sentence, clause or phrase of
this ordinance is declared invalid or unconstitutional for any reason, such decision shall
not affect the validity of the remaining portions of this ordinance.
Section 3 This ordinance shall be in full force and effect 30 days after its
passage, approval, and publication as provided by law and by the City Charter

SUBJ City Council Compensation Study
• On June 7, 2005, the City Council requested a salary survey be conducted for
Mayor, Assistant Mayor and Council members. The last increase authorized for
Council members was six years ago The attached report summarizes the data
collected from thirteen (13) Washington cities with a population range of 41,650 —
84,210
The attached salary survey summary indicates that five (5) of the thirteen (13)
comparables have a strong mayor form of government and therefore their salary
data is not applicable Spokane Valley's data also skews the average of the
remaining comparables because it represents the mirumum salary under state
law If Spokane Valley's salary data was excluded from the average, the 2005
average salary for Mayor would be $1,078.56/mo rather than $993 74 /mo
Currently, Spokane Valley is reviewing the reported compensation levels
because they are so low
The responsibilities of the City of Yakima's Mayor position over the last decade
have changed substantially The Mayor is the presiding policy maker, a leader in
lobbying efforts and a leader in legislative matters Moreover, the Mayor serves
on many boards and committees, both local and non - local, with a demanding
meeting schedule Current compensation for the Mayor is $1,043 95 /mo and
Council member is $695 97 /mo or a difference of $347 98 /mo or 50 0% To
maintain the current dollar relationship between the Yakima Mayor and Council
member salaries, the 2005 average Council member monthly salary of $881 92
III could be increased by $347 98 /mo to create the Mayor salary of $1,229 90 /mo
To maintain the current percentage relationship between the Yakima Mayor and

For Assistant Mayor, Yakima's current compensation is $800.37/mo and the
average of the comparables is $956 00 /mo , a difference of $155 63 /mo For
Council members, Yakima's current compensation is $695 97 /mo and the
average of the comparables is $881 92 /mo , a difference of $185 95 /mo
The compensation levels for Assistant Mayor and Council members could be
adjusted to $956 00 and $881 92, respectively effective January 1, 2006 The
adjusted rate of pay would be applicable only to newly elected Council members
on January 1, 2006 The adjustment could be effective for existing Council
members on January 1, 2008. The estimated annual financial impact for calendar
year 2006 would be $8,561 76 and would need to be included in the 2006 Budget.
If the Mayor's salary were adjusted using a dollar increase basis, the estimated
annual financial impact would be $2,231 40 The total annual financial impact for
the City Council would be $10,793 16.
If the Mayor's salary were adjusted using a percentage increase basis, the
estimated annual financial impact would be $3,347 16 The total annual financial
impact for the City Council would be $11,908.92.

SUMMARY EXPLANATION
At the June 28, 2005 Council meeting, the Council voted to change the salaries for Mayor, Assistant Mayor
and Council members to be effective January 1, 2006 for at -large elected representatives and January 1,
2008 for district elected representatives. The attached legislation adjusts the Mayor's salary to $1,600 per
month, Assistant Mayor to $1,350 per month and Council member to $1,075 per month. The adjusted rates
of pay would be applicable only to newly elected Council Members on January 1, 2006 Assuming no
changes in elected officials, the estimated financial impact for 2006 is $15,769 and would be incorporated
in the 2006 Budget.
