HomeMy WebLinkAbout2005-036 One-Way Street / 1500 block Swan Avenue ORDINANCE NO 2005 -36 AN ORDINANCE relating to the regulation of Traffic and Rules of the Road within Yakima City Limits; amending section 9.50.290 One -Way Streets of Chapter 9.50 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.290 of Chapter 9.5 of the City of Yakima Municipal Code is hereby amended to read as follows: 9 50.290 One -way streets and alleys. Upon those streets and parts of streets and in those alleys herein described, vehicular traffic shall move only m the indicated direction when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited. No such regulation shall be effective unless such signs are m place Direction Name of Street or Alley or Portion Thereof Direction of Traffic Movement (1) "A" Street from North Front Street to North 6th Street Westbound (2) Chestnut Avenue from South Front Street to South 6th Street Eastbound (3) 12th Avenue from Knob Hill Boulevard to Hamm Avenue Northbound (4) Henry Avenue from Laban Avenue to Stanley Boulevard Southbound (5) Terrace Street from South 14th Avenue to South 12 Avenue Eastbound (6) Frontage Road from 9th Street to 10th Street Eastbound (7) 10th Street from Frontage Road to Pitcher Street Southbound (8) The alleys between West Spruce Street and West Chestnut Avenue between 1 l th Avenue and 12 Avenue Northbound (9) The first alley west of Chicago Avenue and north of Yakima Avenue from Yakima Avenue to a point one hundred sixty -five feet north thereof Northbound (10) The north -south tee alley in Block 30, plat of the town of North Yakima (now Yakima) (alley between 1st and 2nd Streets north of "A" Street) Southbound (11) The north -south tee alley m Block 31, plat of the town of North Yakima (now Yakima) (alley between 1 and 2' Streets, north Chestnut Street) Southbound except southerly 60 feet which shall be two -way (12) The east -west alley between Yakima Avenue and "A" Street from Front Street to mid block between 2nd and 3rd Streets Eastbound (13) The east -west alley between Yakima Avenue and Chestnut Avenue from First Street to 4 Street Westbound (14) The north -south alley between South 1 lth Avenue and Pleasant Avenue from Tieton Drive to Haynes Street Southbound (15) Lincoln Avenue from Pierce Avenue to North 10th Street Westbound (16) "B" Street from Pierce Avenue to North 10th Street Eastbound (17) Pierce Avenue from Lincoln Avenue to "B" Street Southbound (18) South 34th Avenue from Yakima Avenue to Chestnut Avenue Southbound (19) Arlington Street from 16 Avenue to 19th Avenue Westbound (20) The east -west alley between Summitview and Browne Avenue from Pierce Avenue westerly to the north -south alley between Pierce Avenue and Custer Avenue Westbound (21) The north -south alley between 3rd Street and 4th Street from "B" Street to "A" Street Southbound (22) Division Street between Queen Anne and 5th Avenue Westbound (23) North 10th Street from "B" Street to Lincoln Avenue Northbound (24) Swan Avenue from 15 to 16 Avenue Westbound Section 2. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance is declared invalid or unconstitutional for any reason, such decision shall not affect the validity of the remaining portions of this ordinance. Section 3. SUBMITTED BY Chris Waarvick, Director of Public Works CONTACT PERSON/TELEPHONE: Shelley Willson, Streets and Traffic Manager Joan Davenport, Supervismg Traffic Engineer SUMMARY EXPLANATION: As a traffic safety measure, the City of Yakima Streets and Traffic Division of Pubhc Works as well as the Yakima Police Department recommend modification to the operation of the intersection of North 16 Avenue and Swan Avenue. Between 1998 and 2004, a total of 31 vehicle collisions occurred at this mtersection mcludmg 26 persons mjured. Other intersections along 16 Avenue have also experienced similar collision history However, Swan Avenue is a narrow street (18 feet m width) with restricted sight distance and North 16 Avenue lacks a center left turn lane, which mcreases potential for rear -end colhsions. The proposed One -Way and Left Turn restriction will eliminate any left turns to or from 16 Avenue at Swan Avenue. Traffic Control will mclude a series of signs. A total of six properties will be impacted by this change. They were notified of this proposal on June 6, 2005 No comments have been received.
