AN ORDINANCE amending the 2005 budget for the City of Yakima, and making an
appropriation of $24,000 within the 000 — General Fund for expenditure
during 2005 to provide for the Unanticipated Cash -out of Probation
Employees upon Transition to Yakima County
WHEREAS, the 000 - General Fund contain Unappropriated Fund Balances available for
appropriation and expenditures during 2005 in the amount of $24,000 to provide for the
Unanticipated Cash -out of Probation Employees upon Transition to Yakima County; and
WHEREAS, at the time of the adoption of the 2005 budget the revenue funds for this
project were not known, and the City Council declares that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make
appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA.
Section 1 The amount of $24,000 is hereby appropriated from the Unappropriated
Fund Balance in the 000—General Fund to Account 000 - 038 - 134 - 0000 - 52330 -140 titled
Probation Services Retirement/Termination Cash -out; as a 2005 appropriation to provide for the
Unanticipated Cash -out of Probation Employees upon Transition to Yakima County
Section 2: This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter

ITEM TITLE. An Ordinance Amending the 2005 Budget and Making an Appropriation in
the 000 - General Fund to Provide for Unanticipated Cash -outs for Probation
Employees upon Transition to Yakima County

SUMMARY EXPLANATION
In the past several months, the City has been in negotiations with Yakima County for the purpose
of consolidating Probation Services When the budget was developed, it was unclear whether the
necessary negotiations would be complete, and the appropriate interlocal agreements in place by
the end of 2005 Therefore, the 2006 budget was originally developed to continue status quo for
probation services through the first quarter of 2006
The above - mentioned negotiation process is nearing conclusion, and the interlocal agreement is
scheduled to come before Council on December 13, 2005 As part of the agreement, the current
City employees will be "terminated" from the City as of December 31, 2005, and hired as County
employees as of January 1, 2006 This will trigger a cash -out of accrued leave balances, in
accordance with the Yakima Municipal Code The cash -out for the six effected employees is
estimated to be $24,000
The attached appropriation ordinance authorizes an increase in the Probation budget to
accommodate this additional expense It should be noted that the 2006 budget is also being
adjusted to reflect the terms of the proposed agreement, so even though this will use General
Fund cash in 2005, total cash by the end of 2006 will be positively affected by the change in
Probation's 2006 budget.
