ORDINANCE NO. 2006 -36
AN ORDINANCE amending the 2006 budget for the City of Yakima, and
making appropriations of $91,107 within the 000 - General
Fund for expenditure during 2006 to provide for the wages,
benefits, protective equipment and training academy costs
for the addition of three (3) Firefighter positions start-up
costs.
WHEREAS, the City of Yakima Fire Department has been awarded a "SAFER"
(Staffing for Adequate Fire and Emergency Response) Grant from the Department of
Homeland Security that will reimburse the City approximately $58,610 of the 2006 start-
up costs, and
WHEREAS, the amount of $91,107 must be appropriated within the 000 -
General Fund for expenditure during 2006 to provide for wages, benefits, protective
equipment and training academy costs for three (3) Firefighter positions, and
WHEREAS, at the time of the adoption of the 2006 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required; and the City Council declares that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Appropriations are hereby made, for expenditure during 2006, from ,
Unappropriated Fund Balances in the 000 - General Fund to the various accounts and in
the various amounts, to provide for wages, benefits, protective equipment and training
academy costs for three (3) Firefighter positions, all as specified in Schedule 1
attached hereto and incorporated herein.
Section 2. This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter

ITEM TITLE. An Ordinance Amending the 2006 Budget in the Fire Department and Making
Appropriations in the 000 - General Fund to provide for wages, benefits,
protective equipment and academy costs for three (3) Firefighter positions
start-up costs

SUMMARY EXPLANATION -
At their May 16, 2006 meeting, City Council authorized the City of Yakima Fire Department to
apply for a "SAFER" (Staffing for Adequate Fire and Emergency Response) grant from the
Department of Homeland Security to help cover some of the costs associated with the hiring
and retaining of three (3) entry-level firefighters. The City was recently notified that this grant
has been awarded, with a program start date of August 15, 2006
The Fire Department anticipates hiring the 3 officers included in the application as of September
1, 2006 Therefore, it is necessary to appropriate $91,107 at this time to provide for the
expenditures related to wages, benefits, protective equipment and academy start -up costs in the
2006 Fire Department budget. Reimbursements of $58,610 will be provided by the Department
of Homeland Security for the 2006 budget, so that net start-up costs for the 2006 Budget are
$32,497, which will be covered by General Fund reserves. (Approval of this agenda item will
also be considered authorization to increase the number of Permanent Budgeted positions by 3
Firefighters.)
