AN ORDINANCE amending the 2006 budget for the City of Yakima, and making an
appropriation of $100,000 in the 142 - Arterial Street Fund to make
infrastructure improvements on Fair Avenue and Nob Hill Boulevard
WHEREAS, the amount of $100,000 must be appropriated within the 142 - Arterial
Streets Fund for expenditure during 2006 to make infrastructure improvements on Fair Avenue
and Nob Hill Boulevard, and
WHEREAS, the City of Yakima, Washington was awarded a $50,000 loan, to be repaid
through the City by Fiesta Foods, and a $50,000 grant from the Yakima County Supporting
Investments in Economic Development (SIED) Fund for this project; and
WHEREAS, at the time of the adoption of the 2006 budget it could not reasonably have
been foreseen that the appropriation provided for by this ordinance would be required, and the
City Council declares that an emergency exists of the type contemplated by RCW 35 33 091
and that it is in the best interests of the City to make appropriation herein provided, now,
therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA, WASHINGTON
Section 1 The amount of $100,000 is hereby appropriated from the Unappropriated
Fund Balance in the 142 - Arterial Street Fund to the following accounts as a 2006
appropriation

ITEM TITLE. An Ordinance Amending the 2006 Budget in the Arterial Street Fund to
Provide for Infrastructure Improvements on Fair Avenue and Nob Hill
Boulevard

SUMMARY EXPLANATION
Fiesta Foods is an independent grocer with stores in Pasco and Sunnyside. Fiesta has
selected Yakima for its next site, and has acquired the former Bowden's Auto Parts store at
southeast comer of Nob Hill Boulevard and Fair Avenue The Bowden's store has been
demolished, and Fiesta has submitted plans to build a 45,000 square foot store
This intersection is part of the Six Year TIP, but funding has not been secured to improve all
four approaches. The Fiesta site is the only one of the four corners where new development will
occur, and, as such, their participation in the intersection improvements is substantially higher
than the others. Fiesta has requested the City utilize SIED funding to offset the cost of required
infrastructure improvements including road paving, storm drainage, curb and sidewalks. The
total estimated cost of the infrastructure improvements is $100,000 In July of 2006, the city
was awarded a SIED loan of $50,000 and a grant of $50,000, and executed a loan and grant
agreement with Yakima County for use of the funds and repayment of the loan portion (50 %)
The city will also enter into an agreement with Fiesta Foods for repayment of the
aforementioned obligation.
The attached appropriation increases expenditures in the Arterial Street Fund by $100,000 to
accomplish the improvements Revenues include the SIED grant and loan - -no additional
reserves are being allocated. The project is scheduled to go out for bid in the near future.
