ORDINANCE NO 2006 - 49
AN ORDINANCE amending the 2006 budget for the City of Yakima; and
making an appropriation of $25,000 within the 333 - Law
and Justice Capital Fund to provide for purchase of
interoperable radio equipment, to be utilized during
management of emergency situations
WHEREAS, the City of Yakima is the recipient of a Homeland Security Grants,
thereby resulting in the need to make an appropriation of $25,000 in the 333 -Law and
Justice Capital Fund during 2006 to provide for purchase of interoperable radio
equipment, to be utilized during management of emergency situations, and
WHEREAS, at the time of the adoption of the 2006 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required; and the City Council declares that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1. The amount of $25,000 is hereby appropriated from the
Unappropriated Fund Balance in the 333 - Law and Justice Capital Fund to the
following accounts as a 2006 appropriation

Section 2. This ordinance is one making an appropriation and shall take effect

ITEM TITLE. An Ordinance Amending the 2006 Budget in the Law and Justice Capital
Fund to Provide for Purchase of Interoperable Radio Equipment, to be
Utilized during Management of Emergency Situations

SUMMARY EXPLANATION
At the scene of emergency situations, whether they be major fires, SWAT call -outs, or other
types of disasters, emergency responders from different agencies may not have radio
communication with each other, depending on the technological compatibility of the
communication systems To enable this important communication to take place, the City has
obtained a grant to purchase a communications system that will match portable radios, mobile
radios, and even cellular telephones to each other
The Police Department requests that the City Council approve the purchase of a Raytheon
"ACU- 1000" radio interoperability system, the cost of which is approximately $25,000 The
Department has received a grant from the Department of Homeland Security to fully fund this
purchase, so the cost of the radio equipment will be reimbursed to the City
The attached appropriation increases expenditures in the Law and Justice Capital Fund by
$25,000 to purchase the interoperable radio system Revenues consist of a Homeland Security
grant with no local match requirement - -no additional reserves are being allocated.
