HomeMy WebLinkAbout2006-042 Water Infrastructure Improvements; Budget Amendments and Appropriations t ORDINANCE NO 2006- 42 AN ORDINANCE amending the 2006 budget for the City of Yakima; and making appropriations of $514,000 within the 477 - Domestic Water Improvement Fund for expenditure during 2006 for water infrastructure improvements WHEREAS, the amount of $514,000 must be appropriated within the 477 - Domestic Water Improvement Fund for expenditure during 2006 for water infrastructure improvements, and WHEREAS, at the time of the adoption of the 2006 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35 33 091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. The amount of $514,000 is hereby appropriated from the Unappropriated Fund Balance in the 477 - Domestic Water Improvement Fund to the following accounts Resources SLED Grant 477- 477 - 348 - 2158-33700 -ILG — $64,500 SIED Loan- 477 - 477 - 348 - 2158 - 39180 -COU – $64,500 Total Resources $129,000 Expenditures Airport Project 477- 477 -348- 2158- 59434 -650 — $129,000 2 Level Reservoir Pipe Impvmt. - 477 - 477 - 348 - 2096 - 59434 -650 — $385.000 Total Expenditures $514,000 Section 2. An Ordinance Amending the 2006 Budget in the Domestic Water Improvement Fund to Provide for Improvements to Water Infrastructure SUBMITTED BY Dave Brown, Water and Irrigation Manager Cindy Epperson, Financial Services Manager(_ CONTACT PERSON/TELEPHONE. Dave Brown, Water and Irrigation Manager 575 -6154 SUMMARY EXPLANATION The City, on behalf of the Airport, obtained a SIED grant and loan to install a water and sewer system for the development of the southern end of the Airport for some hangers. Both the loan and grant are $64,500, for a total available funds of $129,000 which was used to install water mains and a sewer collection system. The loan will be repaid by the Airport over a 7 -year term The attached appropriation includes both the revenue and expenditures of $129,000, and this project is not anticipated to require use of reserves. The 2006 budget included $700,000 for the first year of a 3 year project to make improvements to the 2`"' level reservoir pipe line. The budget required for the first phase was based on a preliminary estimate of the improvements identified at that time. As planning continued for the overall 3 year project improvements, additional improvements were identified to be constructed in this first year of the project that were originally scheduled to be completed in year's 2 and 3 These additional improvements were moved into this first year of the project for reasons of constructability, as well as operation of the water system throughout each phase In addition, above average material and construction cost increases have added to our 2006 project budget shortfall. Considering the overall project, completing the additional items in this first phase of the project, as opposed to the later phases, will prove to be more economical. The low bid for the modified first phase was $1,085,000, therefore, the attached appropriation includes the balance of $385,000 for this project, to be funded by Water capital reserves.
