AN ORDINANCE relating to City personnel, adopting a classification and compensation
plan for City employees to be effective January 7, 2007, amending
Subsections 2.20 100A, 2.20 100B, 2.20 100C, 2 20 100D, 2.20 11 OA,
2 20 110B, 2.20 110C, and 2 20 110G, all of the City of Yakima Municipal Code
Section 1 Subsection 2.20 100A of the City of Yakima Municipal Code is hereby
be amended to read as follows
"2.20 100 Classification Plan
A. Plan Adopted A classification plan for city employees is hereby adopted to be
effective January 7, 2007, which plan shall consist of the various following subsections of this section "
Section 2 Subsection 2.20 100B of the City of Yakima Municipal Code is hereby
amended to read as follows

Section 5 Subsection 2.20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of January 7, 2007 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2.22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule "

RE Change in Pay Classification for Deputy - Director CED
As part of the Engineering Reorganization Budget Policy Issue (approved by council on
December 5, 2006), the pay classification for the Deputy Director of Community & Economic
Development is proposed to change from pay code 971 to pay code 968 The reason for the
change is to compensate the incumbent for the increased administrative and managenal
responsibility of the Engineering Division, previously assumed by the City Engineer
The City Engineer position is classed at a higher pay code (966) due to the requirements and
responsibilities related to being a licensed Professional Engineer, but the 968 code places the
Deputy Director in the same class as the Code Administration and Planning Manager, who
manages a comparable sized staff within our department.

Qualified law students and graduates of approved law schools may be
admitted to the status of legal intern Once approved, a legal intern may be granted a
limited license to engage in the practice of law as authorized by the Washington
Supreme Court. Historically, the City of Yakima Legal Department has relied on legal
intern labor as a cost effective way to bridge gaps in legal personnel This
amendment would add an exempt "Legal Intern" classification with an allocated salary

[CODE: 1325 TITLE: Legal Intern Est. 12/06
DEFINITION: Under supervision as provided by Admission to Practice Rule
( "APR") 9 on Legal Interns, engages m the hmated practice of law as a legal intern m
civil and criminal matters, performing legal research, case and trial preparation,
and trial presentation work m the courtroom on misdemeanor or gross misdemeanor
criminal or traffic offenses. Prepares necessary pleadings, motions, briefs or other
documents. A legal intern is subject to the Rules of Professional Conduct and the
Rules for Enforcement of Lawyer Conduct as adopted by the Washington Supreme
Court and the Bar of the State of Washington. Work is supervised, advised and
counseled by semor attorneys as requested or as the need arises. Work is reviewed
by an attorney for case preparation, thoroughness of research, and court
presentation.
DUTIES
May perform a variety of work assistmg m the research and preparation of legal
pleadings, motions, briefs or other documents; provides legal assistance to attorneys
in various phases of discovery, trial preparation, and case management; procures,
reviews and summarizes records; performs legal research, mcludmg computerized
legal research, organizes legal files, schedules and arranges depositions; assists m
preparing for dockets m Mumcipal Court, including arraignments, pretrial

RE New Forensic Supervisor Classification
This report summarizes my recommendations relating to the creation of a new classification in the
forensics laboratory of the Yakima Police Department. In preparing these recommendations, I have
met with Sam Granato, Police Chief to identify the intent of the position and to identify the duties
and also spoke with Kristen Drury with regard to the technical skills necessary and to identify the
operations currently being performed by the forensics team. These were done in order to develop a
class specification for a position I am recommending be called Forensic Supervisor I also
conducted a review of City of Yakima supervisory classification compensation levels to determine a
recommended level of compensation. A salary survey of external organizations was not performed
since forensic laboratories are limited in Washington State. This classification is different than
many within City government as it is scientific in nature and the results produced will have a
significant affect in criminal court tnals and in identifying suspects in felony cases.
With the opening of the expanded forensics laboratory and when allocated staff is on- board, this
classification will supervise both the operations and the assigned technical and professional staff.
According, it would seem to be properly allocated as a union- exempt supervisor under subsection
2.20 110B of the Municipal Code.
Since this is a new classification and this study has not been performed as a reclassification action,
it should be filled by competitive announcement under the Civil Service rules and regulations.
My recommendation is that the classification be allocated to Pay Code 975 ($25 38 - $30 85 --
$4388 72 - $5333.36/mo).
DUTIES AND RESPONSIBILITIES:
SUMMARY: The new classification of Forensic Supervisor will supervise the daily operations of
the forensic laboratory including the work of technical and professional staff. As such, it will use a
variety of techniques to obtain, classify, preserve and secure crime -scene and related evidence for
purposes of identification, maintain records of arrests and evidence property It will supervise
forensic operations and associated staff; prepare and monitor unit budget; maintain a variety of
statistics for departmental use and prepare written reports as necessary; prepare curricula and teach
fingerprint and evidence collection, equipment usage, and rape kit and body fluid collection for
analysis. Work will be performed with considerable latitude for independent judgment and
initiative and be reviewed through results attained, star and user feedback, direct observation and
consultation.
Specific duties are reflected on the proposed class specification.
COMPENSATION ANALYSIS:
Because the new classification is a union- exempt classification, a factoring analysis was not
conducted. Also, since the City of Yakima currently has a number of supervisory classifications
with similar levels of responsibility, an external salary comparison (salary survey) was not
conducted. The salary recommendation is based on an internal comparison only
INTERNAL COMPARISONS. There are existing classifications within the Police Department
that, when filled, the Forensic Supervisor will supervise. Those are the Senior Evidence Technician
(Range 18 0), Evidence Technician (Range 17 0) and Assistant Evidence Technician (Range 12.0)
Accordingly, comparisons were made with classifications allocated to higher pay ranges.
The new classification will perform some of the same duties of the Evidence Technician series, but,
as shown, will perform greater duties and require greater certifications, consideration was given to
classifications allocated to higher pay ranges. Within the wastewater plant there exists two
classifications of a scientific nature that both perform scientific analyses and require education in
the biological sciences. Those are the Lab Coordinator and the Environmental Analyst, both
allocated to Pay Code 975 ($25.38 - $30 85/hr) Each performs highly technical and scientific work
that could have an affect on public health and safety and each is involved with conducting important
analytical analyses involving various types of testing. The work of each is regulated by federal or
state agencies and is involved in the identification of trace materials. Each is exposed to various
hazards such as noxious fumes, harmful chemicals and biological hazards. However, neither
classification requires a specific level of certification similar to the Forensic Supervisor Also
allocated to Pay Code 975 are the classifications of Accountant; Payroll Officer; Aquatic Program
Supervisor; Equipment Supervisor; and, Public Safety Communications Supervisor All have
different responsibilities and each has similarities to the proposed Forensic Supervisor However,
the Lab Coordinator and Environmental Analyst appear to be the better matches.
Within the Police Department a number of supervisory and/or management classifications exist
including the Police Captain, Police Lieutenant and Police Sergeant. All are uniformed officers and
all are or may be involved with securing a crime scene or collecting evidence. They are also
exposed to many of the same biological hazards as the Forensic Supervisor and in addition, are
exposed to violence, injury or death not associated with the new classification. The Captain is
currently allocated to Pay Code 966 ($37 52 - $45 56/hr) as is the Deputy Fire Chief; the Lieutenant
is allocated to Pay Code 968 ($34 01 - $41.36/hr) as is the Fire Battalion Chief; and the Sergeant is
in a bargaining unit and compensated at $31.31 - $32.85/hr None of these classifications are
considered a good match to the Forensic Supervisor

I could find no non - exempt civil service classifications similar to the proposed classification.
DISCUSSION: In allocating the Forensic Supervisor, I believe consideration must be the internal
relationship between it and the Evidence Technician series. Clearly, there is an overlap in duties
and, because of the limited size of the forensic unit, there must be overlap But, plans are for
expansion of the forensic lab and consideration is being given to creating a regional laboratory for
performing some evidence collection and identification activities. It should be recognized that if the
laboratory expands significantly to add additional technologies, processes and procedures,
additional review of the classification may be necessary The relationships between supervisory
classifications as discussed above must be considered.
The Forensic Supervisor should not be allocated at the same level as the Captain, Lieutenant or
Sergeant as the duties are too dissimilar and the hazards are not the same. However, there are
strong correlations between it and the Lab Coordinator and the Environmental Analyst. Each works
in an environment involving biological hazards, perhaps different hazards but yet each posing
umque and serious threat to the health and safety of the employee. The work performed by all three
classifications may be used in a court of law but that performed by the Forensic Supervisor will be
used in criminal court as evidence in felony tnals. So, while there are similanties, there are also
differences.
With regard to other classifications noted above and allocated to Pay Code 975, while each has
administrative responsibilities, none require the education, certification or exposure to hazards such
as the proposed classification and some are not supervisory in nature.
That said, it would be difficult to recommend a pay level below PC 975
RECOMMENDATION: Based on the foregoing, it is recommended.

Supervises or performs the collection and comparison of latent fingerprints with
known suspect fingerprmts; classifies fingerprint cards; determmes identity of

purposes. Reviews latent print evidence to determine quality for submittal for
identification /matching with federal or state or local identification systems.
Identifies complex prmts, such as palm prints.

Responds to crime scenes m other jurisdictions and provides techmcal assistance to
local, state and federal law enforcement agencies m evidence collection and
processing. Assists federal immigration officers m determining identities of
mdividuals.
Prepares and submits preliminary budget for Forensics umt; researches and
recommends new or replacement equipment or supplies to address technology
change and advancements; monitors expenditures to ensure operations stay within
budgeted allocations.
Supervises Forensic processes and procedures at crime scenes, in the field or m the

LICENSES, REGISTRATION AND CERTIFICATE: Must possess and maintain a

qualify as an expert witness. Requires Latent Print Examiner and Level II Crime
Scene Investigator certifications through the International Association for
Identification within 6 months of employment.
MINIMUM CLASS REQUIREMENTS• Bachelor's Degree plus two years experience
m latent fingerprint comparison and identification, or an Associate Degree (60
semester hours or 90 quarter hour college credits) plus four years experience in latent
print examination. In addition, applicants must have three years experience m crime
scene related activities, and completion of a mmir um of four crime scene related

NOTE: The education and experience requirements are as required by the
International Association for Identification and the substitutions are qualifiers for the

Department Assistant III - Purchasing
This report summarizes my findings relating to the classification study for the position of -
Department Assistant III in the Purchasing Division. The study included an on -site audit
with the incumbent, Susan Knotts and an interview with City Purchasing Manager Sue
Ownby and Buyer Mana Mayhue. The purpose was to determine the nature of the duties
being performed by Ms. Knotts, any expanded duties outside the general scope of the
Department Assistant III class specification, whether the duties were new to the
department, had previously been performed by a different classification, and, whether
significant change in duties had occurred to warrant a reclassification.
The reclassification request was made based upon the perception of increased duties,
responsibilities and complexity of the work being performed, and in general, I found
significant job duties that are neither anticipated nor are of the complexity and
responsibility of the Department Assistant III classification. I found that Ms. Knotts'
duties had, indeed, expanded and that some of those duties had been delegated to the
Department Assistant III prior to Ms. Knotts' assignment to the classification. It is my
opinion that the duties are significantly greater in complexity and responsibility and that
the classification of Department Assistant III is no longer appropriate and propose the
position be reclassified to Purchasing Assistant and allocated to Range 10 5
DUTIES AND RESPONSIBILITIES:
SUMMARY: Generally, this classification performs a vanety of responsible, clerical
and administrative tasks within the Purchasing Division. Typical duties include
providing general clencal support to Purchasing staff; creating a variety of wntten
documents; resolving complaints and problems, interpreting complex guidelines and
regulations, processing requisitions and purchase orders; maintaining the central supply
store; reviewing and tracking a variety of contracts and related documents to ensure
compliance with state statutes and City policy; and assisting with auctions of surplus

property and the local bidding process. Work is performed with considerable latitude and
flexibility for exercising independent judgment in making responsible decisions.
SIGNIFICANT CHANGES IN POSITION: In analyzing the changes in the
Department Assistant III, it was necessary to first review the staffing and operational
changes in the Purchasing Division both pnor to and subsequent to Ms. Knotts'
appointment to the position. Until the early 2000's, the Purchasing Division staffing
included the Manager, Buyer, Assistant Buyer, Central Storekeeper and the Department
Assistant. Because of a decentralization of the central stores operation, the volume and
quantity of items purchased and stocked for City staff usage was greatly diminished to
approximately a dozen frequently used items. Dunng that process, or because of it, the
Central Storekeeper, who primarily maintained the inventory of the central store, was
eliminated, as was that of the Assistant Buyer, who operated the central store. The duties
of these classifications were either eliminated or sigmficantly reduced and assigned to the
clerical staff, the Department Assistant.
In addition, certain responsibilities were centralized into Purchasing; in particular,
determining and ensuring that holders of small public works contracts with the City knew
and understood their responsibility under state statute to pay the prevailing wage for the
work they were to perform. Informing, educating and monitoring prevailing wage issues
also became the responsibility of the DA III who now also maintains documentation
required by state statute, maintains contractor certificates of insurance and ensures all
required contracts provide appropriate and required documents and also possess
appropnate and current business and contractors licenses. The prevailing wage review
previously had been the responsibility of the contracting department but was centralized
into Purchasing to ensure timely and consistent review and administration. The DA III
also ensures that the contractor is in good standing with regard to Workers'
Compensation issues. This is a unique responsibility not found in other Department
Assistant classifications /positions and exceeds the complexity and responsibility of a
Department Assistant M.
As indicated above, the Central Storekeeper classification was eliminated. The general
responsibility of that classification was to maintain an inventory of materials
requisitioned, received, stored and issued from central supply; to review stock, track
materials movement, place orders and to maintain a variety of files, reports and other
records on orders issued and received. These responsibilities have now been assigned to
the Department Assistant III, however, the volume is significantly reduced and the
number of orders is significantly reduced and the requirement/need to consult with
vendors on specific orders is significantly less than that of the Central Storekeeper that
was allocated to Range 10 5 (the DA III is allocated to Range 8 5).
By contrast, the Assistant Buyer (Range 12 5) Added to, withdrew from and stocked the
inventory for the central store; contacted vendors to place stock and special orders;
maintained vendor source files for emergency purchases, processed requisitions and
purchase orders; issued requisitions, approved price and quantity vanance and monitored
contract bid terms on central supplies. In addition, it wrote advertisements for

publication, maintained vendor listing, verified deliveries, dealt with vendors to resolve
discrepancies, and performed a variety of other related tasks. The DA III now performs
many of those tasks although at a significantly reduced level due to the decentralization
of central stores thus reducing the complexity of the classification.
When reviewing the proposed class specification for Purchasing Assistant, the first
paragraph generally describes the duties of the DA III, the balance of the specification are
the tasks that previously were the responsibility of both the Assistant Buyer and the
Central Storekeeper
COMPENSATION ANALYSIS: In arriving at a recommended level of compensation,
a point factoring analysis and a companson with other internal classifications was
conducted. Because of the somewhat unique nature of the proposed new classification, a
salary study was not conducted nor was an external analysis performed.
Factoring Analysis. A factoring analysis was performed resulting in a factored range of
10 5 It must be remembered that a factoring analysis primarily is used as a general
placement or allocation of a classification and that it is generally subjective in nature
while using an objective analysis tool.
Internal Comparison. Currently, the position being reviewed is classified as a
Department Assistant M (Range 8 5 - $12.65 - $15 16/hr). As indicated in the last
paragraph of Significant Changes in Position above, only the first paragraph of the new
proposed class specification for Purchasing Assistant can be directly attributed to the DA
III. The balance of the proposed duties was performed by higher classified positions at
various levels. Other City classifications that may be compared include:
Range 9.5 ($13.21 — $15 78/hr) - Three classifications are listed in this range that
perform at least some of the duties of the proposed Purchasing Assistant: Engineering
Aid (now apparently obsolete) and Traffic Aid that performs a variety of generally
routine clerical tasks, traffic collision and speed data analyses, and processes various data
in support of technical and administrative engineering functions. It also performs field
duties such as collection various data related to traffic, speed, pedestrian and pavement
issues. In addition, the Community Programming Assistant provides a variety of
cable television programming related tasks, operates video production equipment,
performs a vanety of clerical, record keeping, scheduling and coordinating tasks, and
includes considerable public contact.
Range 10.5 ($13 83 - $16 53/hr) — Two current classifications are involved in activities
of similar complexity and responsibility even though the specific duties may be different.
The Senior Center Assistant performs a variety of responsible administrative tasks
involved in the operation of the Semor Center that require the application of substantial
independent judgment and discretion and has considerable latitude in making responsible
decisions, resolving unusual problems, and interpreting and enforcing extensive
guidelines, regulations and policies. The complexity and responsibility of the duties is
most significantly aligned with the Department Assistant IV which also works with

considerable independence and performs responsible and complex administrative and
clerical tasks.
Range 12.5 ($15 16 - $18 10/hr) This range formerly included the Assistant Buyer
which was eliminated when the central supply store was, for all practical purposes, closed
and the functions decentralized. The proposed Purchasing Assistant does some of the
duties formerly performed by the Assistant Buyer as it does some of the duties formerly
performed by the Central Storekeeper and also the duties of the Department Assistant III.
However, the duties of the Assistant Buyer that are performed are significantly reduced
and lack the complexity of the large central supply room that previously existed.
DISCUSSION: Clearly, the duties performed by Ms. Knotts exceed those expected and
envisioned in the class specification for Department Assistant III. Some of the duties
have been performed since she first accepted the position, however, that should not
suggest that performing duties of greater complexity and responsibility than those
included in the class specification should not be compensated. It is not uncommon that in
instances when a work unit has undergone a major change, such as that which occurred to
Purchasing with the decentralization of the central store and elimination of the positions
previously discussed, it may take some time for the duties of the remaining positions to
settle into a workable pattern. I believe that is what occurred in this instance.
While the duties of the Department Assistant III have changed, and the DA III now does
many of the duties formerly assigned to the Central Storekeeper and the Assistant Buyer,
the nature and frequency of those transferred duties have sigmficantly been diminished.
The level of complexity and responsibility more closely are aligned with those of the
Department Assistant IV than any other classification. Range 10 5

Based on the foregoing, it is recommended that:
1 The Purchasing Department Assistant III be reclassified to a new classification of
Purchasing Assistant and be allocated to Range 10 5
2. Because she has performed the duties described in the reclassification request in
excess of 6 months, Ms. Knotts should be promoted to the new classification
concurrently with the establishment of the new classification.
3 No competitive examination should be conducted.

DEFINITION: Under general to limited supervision performs a vanety of responsible,
complex clerical and administrative tasks within the Purchasing division. Typical
duties mclude providing general clerical support to Purchasmg staff; creating a vanety
of written documents; resolving complaints and problems; interpreting complex
guidelines and regulations; processmg requisitions and purchase orders; maintaining
the central supply store; reviewing and tracking a variety of contracts and related
documents to ensure compliance with state statutes and City policy; and assisting with
auctions of surplus property and the local bidding process. Work is performed with
considerable latitude and flexibility for exercising independent judgment in making
responsible decisions. Work is reviewed by direct observation, customer mput, results
attained and conferences.
DUTIES
ESSENTIAL FUNCTIONS:
Receives, screens and answers inquiries from the pubhc, vendors, City
departments /divisions, contractors and representatives from governmental agencies
relating to various aspects of the Purchasing Division either m person, by telephone,
paper or electromc communications. Takes messages and complaints and resolves
within internal guidelines or refers to appropriate staff. Types a variety of letters,
memoranda, reports, requisitions, forms or other documents from notes, drafts or
personal composition, proofreads, corrects grammar, spelling, punctuation and ensures
documents are m appropriate formats. Reviews files, researches and prepares a vanety
of specific, special or recurrmg reports as needed. Recommends new or revised pohcies
or procedures and assists in implementing changes; updates and maintains appropnate
policy and procedure manuals.
Processes requisitions and purchase orders; issues requisitions within estabhshed
limits; prepares purchase orders; and may issue emergency purchase orders m the
absence of other staff.
Reviews and tracks Pubhc Works jobs to ensure contracts reflect Prevailing Wages
required by state statute, maintains required documentation for state audit and/or
inspection, advises and mstructs contractors of state Prevailing Wage requirements and
requires appropriate document to ensure compliance with statutes. Maintains files of
contractor certificates of insurance and ensures all required contracts provide
appropnate and required documentation. Verifies contractors and vendors possess
appropnate and current business or contractor's hcenses and that Worker's

Compensation requirements are satisfied. Monitors and interprets applicable state and
federal statutes and advises of impact on division operations as necessary.
Maintains limited central stores of commonly used items; maintains mventory and
places orders with vendors for replacement items as necessary; issues stock from
central store as necessary; orders specific items for City users from vendors not
previously established. Receives orders and audits to verify quantity, quality and
amount charge and ensures ordering departments are appropriately charged or billed.
Maintains vendor files for emergency purchases. Prepares appropriate reports as
required. Issues business credit cards and tracks recipients and length of possession.
Assists with the preparation for City auctions; makes and distributes auction tags, logs
and records items for auction; tracks surplus items entering and leaving storage.
Assembles bid specification packages and mails to prospective vendors/bidders; explains
bid process as necessary Assists in bid openings as necessary.
Performs other related duties as necessary

May provide additional support or act m the absence of the Buyer or Purchasing
Manager
MAJOR WORKER CHARACTERISTICS: Knowledge of: modern clerical and office
management principles, practices and techniques; correct and effective use of letters,
memoranda and other business commumcations, spelling, punctuation, grammar, and
business mathematics, and modern filing and record keepmg systems. Knowledge of:
manual and automated mventory control procedures and methods; office supply
materials. Knowledge of: purchasing processes and procedures.
Ability to understand and execute complex oral or written instructions, to anticipate
departmental requirements and to identify alternative or new methods and approaches
to service delivery; and to exercise independent judgment and decision making to
resolve problems and perform job duties. Ability to establish and maintain effective
working relationships with employees of departments and divisions, vendors,
contractors, representatives of regulatory agencies, and the public; and, communicate
effectively orally and in writing. Ability to: operate personal computers using up -to-
date word processing, spreadsheet and speciahzed software programs, fax machine,
copier, and ten -key accurately and rapidly
UNUSUAL. WORKING CONDITIONS. Work is generally performed within an office
but may require movement and handling objects weighing in excess of 50 pounds and
the use of hand trucks or other devices for handling stock. Operates a motor velucle to
pick up stock as required. May deal with upset or irate vendors, contractors or the
public.

LICENSES, REGISTRATION AND CERTIFICATE: Valid Washington Driver's
License and obtain a First Aid/CPR certificate within six months of appointment.
MINIMUM CLASS REQUIREMENTS: Any combination of experience equivalent to
two years of clerical experience mcludmg at least one year of experience in inventory
control, direct vendor or contractor contact or purchasmg relating to the position.

SUMMARY EXPLANATION
This classification and compensation ordinance reflects recent budget policy issues for 2007
pertaining to the Engineering Division, changes approved by the Civil Service Commission, as well as
general housekeeping changes There will be subsequent amendments needed in the upcoming
months to incorporate additional changes to reflect the Engineering Division reorganization
There are no general salary increases included in this ordinance for 2007 except for Municipal
Court Judges
This ordinance includes the following changes
1 The minimum wage increased from $7 63 /hr to $7 93 /hr effective January 1, 2007
2 Compensation for Municipal Court Judge is set by YMC 1 60 040 (J) at 95% of the
District Court Judges salary as set by the State Salary Commission The District Court Judges salary
was set at $125,672 per year 95% is $115,388 40 or $9,949 14 /month at Pay Code 1000
3 Reallocation of Deputy Director of Economic Development & Intergovernmental Affairs
to Pay Code 968 ($5,894 95- $7,168 93 /month) due to additional duties and responsibilities assumed
for Engineering Division Attached for Council's reference is a brief report on this reallocation The
budgetary impact of this reallocation has been included in the 2007 budget.
4 Creation and allocation of new classification of an exempt Legal Intern at Pay Code
980 ($3,447 53- $4,184 19) Historically, the City of Yakima Legal Department has relied on Legal
