HomeMy WebLinkAbout1983-2703 ORDINANCE NO. 2703 AN ORDINANCE relating to City government administration; specifying administrative departments and describing their general duties; defining powers and duties of the Assistant City Manager; describing duties of the Department of Public Wbiks; amending Sections 1.18.005, 1.18.015 and 1.18.050 and repealing Section 1.18.070, all of the City of Yakima Municipal Code. • BE IT ORDAINED BY THE CITY OF YAKIMA Section 1. Section 1.18.005 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.18.005 Administrative Organization -- General Provisions. A. The City government administrative functions shall be performed by departments administered by department heads Who shall be responsible to the City Manager for the direction and control of their respective departments. The City Manager, Assistant City Manager, Administrative Secretary, heads of departments, divisions and offices identified by this Chapter, lieutenants in the Police Department, City Prosecutor and Assistant City Attorneys, comprise 411111 — the management group of the City government. B. The administration of the City government shall be divid- ed into departments as follows and with the following described general functions: 1. City Manager. Provides executive policy guidance and administrative oversight in the effective disdharge of City. Council policy and Charter and ordinance provisions. 2. Assistant City Manager. Assists the City Manager in performing those management functions; serves as Chief labor negotiator for the City; and directs officers and divisions according to the provisions of this Chapter or as instructed by the City Manager. 3. Legal. Provides legal services including the de- , fense and prosecution of civil lawsuits, drafting of legal - documents and providing legal advice to the City management and City Council; prosecutes traffic offenses and other crim- Ei ll o inal violations. 4. Police. Provides protection of persons and property from criminal acts. 5. Fire. Provides protection of persons and property from loss caused by fires. 6, Public Works. Reponsible for street maintenance and refuse collection, for equipment maintenance and garage opera- tion for the City bus transit system, for constructing, main- taining and operating City park, cemetery and recreation facilities and programs, and performs sudh other functions as may be instructed by the City Manager, 7. Community and Economic Development. Responsible for a housing rehabilitation program, enforcement and adminis- tration of building, fire and construction codes and for 410: comprehensive physical and environmental planning and to direct proper u±ban and economic growth and development; oversees Cable TV operations and acts as liaison with the Convention Center and Capitol Theatre; and performs sudh other functions as may be directed by the City Manager. 8. Engineering and Water/Sewer Utilities. Responsible for all City traffic, civil and sanitary engineering services; responsible for operation of the Water Treatment Plant and • ,r Wastewater Treatment plant, along with water and sewer main- , tenande operations; and for sudh other work as may be directed by the City Manager. Responsible for providing financial planning, budgeting, investments, fiscal management, and custaner services and for such other functions as may be directed by the City Manager." Section 2, Section 1.18.015 of the City of Yakima Municipal . Code is hereby amended to read as follows: "1.18.015 Assistant City Manager -- Powers and Duties. A. The City Manager may appoint an Assistant City Manager, or designate an employee of the City as sudh officer. Whenever the City Manager is unable to personally perform the duties of his office due to disability or absence from the City, the Assistant City Manager, at no increase in salary, shall serve as Acting City Manager, and shall supervise and be responsible for the effective management and administration of City affairs and otherwise shall be empowered with all the powers of the City,Man- ager, except the power to appoint and remove heads of City depart- ments and divisions; provided, however, that Whenever the City Manager's absence or disability appears to the City Council to be of continuing duration, the City Council may, in its discretion appoint the Assistant City Manager or some other City employee to perform the duties City Manager. 11111 B. The Assistant City Manager shall direct primary divi- sions, supervised by division managers as follows: 1. Office of Information S stems: Under the super- vision of the Information Systems Manager, this office shall: i. Analyze and make recommendations for autamation of information systems within the various offices and departments. ii. Design, program and maintain information sys- tems for approved applications. iii. Analyze, design and implement record retrieval systems for approved applications. iv. Administer a records management program pro-. viding for the inventory, retention, and disposal of City records. v. Administer duplication services, and the Word 1 1111, Processing Center. vi. Perform such other services as may be required by the Assistant City Manager. 2. Office of Personnel: Under the supervision of the Personnel Officer, this office shall: i. Prepare and maintain a classification plan based on the duties and responsibilities of positions in the municipal competitive service. ii. Administer procedures for the appointment, pro- OP motion, discipline, and separation of employees, includ- ing recruitment, testing, counseling and selection ser- vices for all departments and offices. iii. Establish and maintain a personnel record system. iv. Administer all rules and regulations pertaining 111 to Civil Service, and provide staff assistance to the Civil Service Commissions. v. Administer the City's Affirmative Action Pro- gram. I RESOD DD2 6/14/83 1 ; , , - vi. Develop and administer a safety and training program for all employees, except public safety per- sonnel. III vii. Participates with the Assistant City Manager in the negotiations of collective bargaining agreements. viii. Perform such other services as may be required 1110 by law or by the Assistant City Manager. 3. Office of City Clerk and Records: Under the super- vision of the City Clerk, this office shall: i. Receive, on behalf of the City Council, all petitions, claims, filings for office and similar offic- ial communications. ii. Maintain a journal of Council proceedings, record and index file all ordinances and resolutions and post notices and make publications as required by law. • iii. Maintain all Council records, bodks, papers, contracts, bonds and other valuable documents of the City unless provided for by other applicable laws. iv. Perform such other services as may be required 411110 by law or by the Assistant City Manager. v. Provide office support services for animal control and police and fire pension systems. vi. Administer the telephone and information ser- vices for City Hall. 4. Office of Purdhasing. Under supervision of the Purchasing Agent, this office shall: i. Purchase all supplies, materials and services for the City, except the service of specialists, upon properly executed requisitions. to the various d:LgralIs and materials not deliver t supplies iii. Supervise the disposal of surplus property. 0 iv. Conduct management, operations and productivity analyses and perform such other services as may be re- quired by the Assistant City Manager. C. The Assistant City Manager further shall assist the City Manager in any other areas as he may designate and perform such other duties for the benefit of the City as City Manager may direct." Section 3. Section 1.18.050 of the City of Yakima Municipal Code is hereby amended to read as fol lows: "1.18.050 Department of Public Works. Under the general 1110 direction of the Director of Public WOrks, the fol lowing offices and divisions shall perform the responsibilities and duties gen- erally described as follows: • 1. Street and Refuse Division. Under the supervision of the Street and Refuse Superintendent, this division shall: III alleys i. Maintain, r air, ep ' and clean City streets, , bridges and catch basins, and remove snow from the City streets; ii. Maintain and repair sidewalks; RESORD DD3 6/14/83 _ ___ - T iii. Maintain street rights-of-way such as removing weeds, 'pruning or removal of unwanted trees; iv. Collect and dispose of refuse for residential sections of the City; • v. Perform such other services as may be required by law or by the Director of Public Works. 2. Garage and Equipment Maintehance Division. Under 110 the supervision of the Fleet Manager, the Garage shall: • i. Service, maintain and repair City vehicles and equipment; ii. Maintain vehicle maintenance and operation cost . records, administer the equipment replacement fund and recommend rental rates; iii. Prepare specifications for new and replacement vehicles and equipment; iv. Perform such other services as may be required by law or by the Director of Public Works. 3. Transit Division. Under the supervision of the Transit Manager, this division shall: 1111" i. Operate and maintain a public bus transpor- tation system; ii. • Perform such other duties as may be required by law or by the Director of Public Works." 4. Recreation Division. Under the supervision of the Recreation Superintendent, this division shall plan and implement recreation programs and operate public facilities for use and enjoyment by the public. Specifically, this division shall: i. Operate City swimming pools and aquatics pro- grams. ii. Conduct recreational programs and coordinate athletic events in the public parks and playgrounds. iii. Operate the Senior Citizens Center and its l b programs. iv. Perform sudh other services as may be required by law or by the Director of Public Warks. 5. Parks Division. Under the supervision of the Parks Superintendent, this division shall: • i. Maintain all City parks, and the Nadhes Avenue Boulevard and central business district street trees. ii. Maintain and operate Tahama Cemetery; keep a correct record of all internments in the cemetery; and collect and remit to the City Finance Director all money due the City from the sale of cemetery lots and other sales and services for which a fee is dharged. iii. Operate and maintain Fisher Park Golf Course. • iv. Maintain City-owned swimming pools and appur- tenant aquatic facilities. 411 v. Perform such other services as may be required by law or by the Director of Public Works." RESORD DD4 6/14/83 . Section 4. Section 1.18.070, "Department of Parks and Recreation ", is hereby repealed. • Section 5. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter.
