HomeMy WebLinkAbout2006-027 96th Avenue Annexation Area Street Improvements Interlocal Agreement with Yakima County ORDINANCE NO 2006 -- 27 AN ORDINANCE amending the 2006 budget for the City of Yakima, and making an appropriation of $39,095 within the 000—General Fund for expenditure during 2006 to provide for costs related to an interlocal agreement with Yakima County for street improvements made within the 96 Avenue Annexation area. WHEREAS, the 000—General Fund contains Unappropriated Fund Balance available for appropriation and expenditure during 2006 in the amount of $39,095 to provide for costs related to an interlocal agreement with Yakima County for street improvements made within the 96 Avenue Annexation area, and WHEREAS, at the time of the adoption of the 2006 budget the revenue funds for this project were not known; and the City Council declares that an emergency exists of the type contemplated by RCW 35 33 091 and that it is in the best interests of the City to make appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA. Section 1 The amount of $39,095 is hereby appropriated from the Unappropriated Fund Balance in the 000 -- General Fund to Account 000 - 095 -611- 0000 - 59895 -521 titled Interlocal Agreement- Yakima County, as a 2006 appropriation to provide for costs related to an interlocal agreement with Yakima County for street improvements made within the 96 Avenue Annexation area. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter PASSED BY THE CITY COUNCIL, at a regular meeting - • igned and - ppro ed this 27th day of June , 2006 / ATTEST David Edler, Mayor City Clerk First Reading. 6 - - 2006 Publication Date 6 - 30 - 2006 Effective Date 6 - 30 - 2006 Cje County Ramp down ordinance 06 6/1/2006 r• BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No * 2.2- For Meeting Of 6006 ITEM TITLE An Ordinance Amending the 2006 Budget in the General Fund to Provide for Costs Related to an Interlocal Agreement with Yakima County for Street Improvements made within the 96` Avenue Annexation Area SUBMITTED BY Cindy Epperson, Financial Services Manager CONTACT PERSON/TELEPHONE Cindy Epperson -- 575 -6070 SUMMARY EXPLANATION At their January 17, 2006 meeting, City Council adopted Resolution 2006 -07 approving a Memorandum of Understanding with Yakima County, wherein the City agrees to pay the County for outstanding debt incurred by the County for infrastructure improvements within the annexation area The attached ordinance implements a 2006 budget amendment necessary to implement the MOU The terms of the agreement call for the City to pay the County 15 annual payments of $39,095 beginning in June of 2006 and ending on June 30, 2020 The City's source of funding for this agreement is proposed to be City portion of the property tax generated from the annexation area The proposed appropriation would add this commitment to the "Intergovernmental" department of the 2006 General Fund budget.
