HomeMy WebLinkAbout2006-030 Capitol Theatre Roof Replacement; Budget Amendment and Appropriations ORDINANCE NO 2006 -- 30' AN ORDINANCE amending the 2006 budget for the City of Yakima, and making an appropriation of $250,000 within the 322 — Capitol Theatre Construction Fund funded by a transfer in the same amount from the 198 — Capitol Theatre Reserve Fund for expenditure during 2006 to provide for roof replacement. WHEREAS, the 198 - Capitol Theatre Reserve Fund contain Unappropriated Fund Balance available for appropriation and transfer to the 322 - Capitol Theatre Construction Fund during 2006 in the amount of $250,000 to provide for roof replacement; and WHEREAS, at the time of the adoption of the 2006 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35 33 091 and that it is in the best interests of the City to make appropriation herein provided; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA. Section 1. Cook, Director Community & Economic Development Cindy Epperson, Financial Services Manager CONTACT PERSON/TELEPHONE Michael Morales, Deputy CED Director 575 -3533 SUMMARY EXPLANATION In 2004, the city received a federal grant to make improvements to the Capitol Theatre In 2005, the city contracted with Traho Architects to develop specifications and manage the project The original scope of work included "roof repairs ", and the initial cost estimate of that item was $80,000 The condition of the theatre's roof is much worse than originally thought, and the architect and roof consultant have recommended a complete replacement The estimated cost of this roof replacement is over $200,000 Prices for other items included in the federal grant scope of work have also come in higher than initial estimates, so the entire federal grant will be spent on production and safety infrastructure items inside of the theatre For this reason, a $250,000 appropriation from the Capitol Theatre Reserve to the Construction Fund is needed to replace the roof and provide sufficient contingency funds. Affer this transfer, the Capitol Theatre Reserve Fund will have a fund balance of about $675,000 Since interest on this balance is used for ongoing capital /major maintenance for the Theatre, future interest earnings available for transfer will likely be reduced Resolution Ordinance X Contract Other (Specify) Funding Source Transfer from Capitol Theatre Reserve Fund — Capitol Theatre Const.
