HomeMy WebLinkAbout2006-019 Two Hour Parking Restrictions ( 4th Avenue/Yakima to "A" Street; YMC Amendment 9.50.070 ORDINANCE NO 2006 -19 AN ORDINANCE relating to traffic and parking, and amending section 9.50.070 of the Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. Section 9.50 070 of the City of Yakima Municipal is hereby amended to read as follows 9.50.070 Two -hour parking time limit on certain streets. When signs are erected m each block giving notice thereof, no person shall park a vehicle for longer than two hours at any time between the hours of nine a.m. and six p.m. on any day except Sundays and public holidays within the distnct or upon any of the streets described herein. 1 Both sides of 6th Street from Yakima Avenue to Chestnut Avenue; 2. East side of Naches Avenue from Chestnut Avenue to "B" Street; 3 Both sides of "B" Street from the alley west to Naches Avenue; 4 Both sides of Yakima Avenue from Naches Avenue to 6th Street; 5 Both sides of 4th Street from "B" Street to Lincoln Avenue; 6 West side of 3rd Street from "B" Street to Lincoln Avenue; 7 Both sides of 2nd Street from "B" Street to Lincoln Avenue; 8 Both sides of 1st Street from "B" Street to Lincoln Avenue and from Walnut to Spruce; 9 West side of 1st Street from "B" Street to Walnut Street; 10 Both sides of "B" Street from Front Street to 1st Street; 11 North side of "B" Street from 1st Street to 2nd Street and 3rd Street to 4th Street; 12. The pnmary reason for this request is that parking spaces in that block largely go unused, particularly on the north end. Removing the current restriction from these potentially unused spaces would provide the parking greatly needed when one - half -day or all -day traimngs are held at the Central Services Buildmg, located at 104 North' 4 Avenue The following two options are suggested. 1 Remove all restricted - parking signs on 4 Avenue from "A" Street to Yakima Avenue, opening spaces for unrestricted parking as needed. 2. Remove two -hour parking signs on 4 Avenue from "A" Street down approximately eight (8) spaces on the east side and approximately fourteen (14) spaces on the west side Place two -hour parking signs to the south of those unrestricted spaces Additional considerations related to removal of the restricted parking include • The Shultz Furniture store closure reduced the need for retail parking; • Roy's Hardware has .a parking lot for their patrons, and • Snyder's Bakery patrons could use the unrestncted spaces on the full block (Option 1) or the two -hour parking on the south end of 4 Avenue nearest to the store (Option 2) I am available to answer any immediate concerns you have that would help expedite your consideration of this petition. The School District has observed that many of these parking spaces now go unused. If the 2 -hour restriction was removed, the parking spaces could be used when the School Distnct has half -day or all day traimng sessions Options offered by the School Distnct include removal of all parking restnctions on North 4 Avenue between "A" Street and Yakima Avenue, or removal of parking restnctions only on the northern end of the block, closest to "A" Street (approximately 8 spaces on the east side and 14 spaces on the west side of North 4 Avenue) As property owners, your comments are important to the City of Yakima in considering this request. This request will be considered at a future City Council meeting because it would require an amendment to the Yakima Municipal Code 9 50 070 You will be notified of the meeting date when it is established. Dear Joan Davenport, As a business owner in the north 4 Avenue area off Yakima Avenue, We are in favor of the change to lift the restrictions on parking We feel the restrictions are unnecessary and detrimental to my business. We, like the School District do not have enough parking for our staff. We have always used the street parking across the street from my business as parking for our employees. In the past, there has been parking striping on the curb on the east side of 4 avenue, even though there are not traditional curbs. We have had an agreement with the parking enforcement officers not to ticket our vehicles. It would eliminate any confusion if this area would have no parking restrictions. There has not been any problem with unauthorized vechiles in the proposed area, as with the downtown area, which was why this restriction was first enacted. The primary reasons stated by the School District for removing the parking restnction is to provide additional public parking m the vicinity of the School District Admiustratrve Building which is greatly needed for all - day or half -day trammg held at the Central Services Buildmg at 104 North 4 Avenue. The Yakima School District observes that parking on this block is largely un -used. Staff contacted all affected property owners, business managers and the Westside Merchants Association. None of the impacted parties had any objections to this request. The letter requesting this action from the City of Yakima is attached. City Council action is required for amendments to the parking restrictions ordmance.
