HomeMy WebLinkAbout2006-001 Classification & Compensation Plan Amendment (Deputy City Clerk, Public Records Officer); YMC Amendment ORDINANCE NO 2006— 01 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective February 5, 2006, amending Subsections 2.20 100A, 2 20 100C, 2.20 100D, 2 20 110A, 2 20 110B, 2 20 110C, 2.20 110F, and 2.20 110G, all of the City of Yakima Municipal Code Section 1 Subsection 2.20 100A of the City of Yakima Municipal Code is hereby amended to read as follows. "2 20 100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective February 5, 2006, which plan shall consist of the various following subsections of this section." Section 2 Subsection 2.20 100C of the City of Yakima Municipal Code is hereby amended to read as follows. Ordinance 12/29/2005 16 Section 4 z Subsection 2.20 110A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of February 5, 2006 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The Public Records Officer would analyze City records, create a records index, and create a records retention schedule Also, this position would act as a liaison in public relation matters involving Public Disclosure Act requests, ensuring that all requests are fulfilled without releasing information that is protected and /or exempt under the law The Public Records Officer would coordinate responses from various departments, track due dates and response dates, and coordinate with the Legal Department when necessary This position would also receive and index damage claims filed against the City PUBLIC IMPACT: The citizens of the City of Yakima would have a central location for directing questions and making Public Disclosure Act requests The City would minimize its exposure to citizen complaints regarding the Public Disclosure Act process, and reduce liability with regard to lawsuits arising from the Public Disclosure Act process, while promoting a positive relationship with the public PERSONNEL IMPACT: Departments would be able to provide information to a designated Public Records Officer They would still have to provide information Yakima 1 AF�mrban ' 1111! 1994 to the Public Records Officer, but would not have to coordinate with other departments or follow -up on responses One person would coordinate the City records filing and retrieval REQUIRED CHANGES: City policy would need to reflect the designation of the Public Records Officer so employees from all departments refer all Public Disclosure Act requests to that Officer Administrative Code Section 1500 will be revised to name one employee as the Public Records Officer COMPENSATION ANALYSIS: In order to recommend an appropriate level of compensation for this new classification, a factoring analysis was conducted, an internal comparison to similar classifications within the City of Yakima, and a external comparison was conducted. There are very few cities throughout the State of Washington who have a person who does just public records, as this is a new requirement. FACTORING ANALYSIS: A point factoring analysis was conducted resulting in a factored range of 19 0 It must be remembered that a factoring analysis is subjective in nature and should be used as a general indicator of placement and not a definitive indicator INTERNAL COMPARISON: Determining internal comparables is at -best, a challenge as public records officer related classifications generally do not follow a schematic equating the type of - -work performed with the requisite education and experience FIRE CODE INSPECTOR: Pay Range 19.5 ($20 73 — $24 87) and inspects building and enforces building, fire and life safety codes Provides information on applicable codes, fire prevention techniques, fire hazards and related topics Performs studies and prepares reports CODE INSPECTOR: Pay Range 19.5 ($20 73 — $24 87) inspects buildings and construction projects to ensure compliance with mechanical, plumbing, zoning and municipal codes and state, federal and other laws, rules and regulations Provides technical assistance on compliance, reviews plans and blueprints to ensure utilization of sound and current engineering procedures Work is performed with considerable latitude for exercising independent judgment in day - to -day matters SENIOR ANALYST. Yakima, Washington 98901 w�„ 4 Phone (509) 575 -6090 • Fax (509) 576 -6358 MEMORAN�9f(AZ Maples, Chief Examiner December 7, 2005 To Civil Service Commission From Karen Roberts, City Clerk Carol Maples, Chief Examiner Subject: Reinstatement of Deputy City Clerk Position BACKGROUND There is a budgeted 2006 policy issue to reinstate the Deputy City Clerk position in the City Clerk's Office The proposal is to upgrade the Pension Records Clerk to the position of Deputy City Clerk, combining the duties of the two classifications into one position The Deputy City Clerk position was eliminated in 2000 due to budget constraints, however, the responsibilities and duties of the Deputy City Clerk remained and were absorbed by other positions in the office The Pension Records Clerk absorbed many of the responsibilities, such as taking and transcribing the minutes of the city council meetings After additional training, the City Clerk relied on the Pension Records Clerk to fulfill the duties relating to city council meetings and meeting preparations during her absence The Deputy City Clerk will supervise the office staff in the absence of the City Clerk and be responsible for fulfilling all the City Clerk duties in the City Clerk's absence With the impending retirement of the City Clerk in August and the Pension Records Clerk in February, it became apparent that a trained Deputy City Clerk who can do the functions of the Pension Records Clerk and acting City Clerk•is needed. Performs related work as required DUTIES ESSENTIAL FUNCTIONS: Types draft minutes utilizing Microsoft Word or FTR software during the Council meeting, live or by televised program, and then finalizes minutes. Develops and maintains pending Council request item list with supportive documents Prepares public notices for publication according to various legal requirements and procedures, numbers resolutions and ordinances, prepares processes and tracks contracts and agreements for Mayor /City Manager's signature Assures proper filing of permanent records, separates and maintains original resolutions, ordinances and cover sheets for City .records. -and Provides clerical support to City Council regarding appointments to City Boards, Commissions, and Committees; and maintains current and historical appointment information. Receives and answers questions, and complaints and requests for records from the public by telephone and in person Provides voter registration information. Maintains time cards for the Division and Council members. Provides a variety of administrative support and assistance to City Clerk. Acts in the absence of the City Clerk, including, but not limited to, performing the role of City Clerk at the City Council meetings, supervision of office personnel, preparation of Council agenda and City council packet; attefldanee -at attends bid openings, and administers Oath of Office to City personnel - = - - . =- - - - - - - - - •- - - - - - - - - - • - • - C SPECS -A 10502 Provides clerical support to the Pension Boards including accounting services; calculation of pensions for LEOFF I and Prior Service Police and Fire members; tracks retirees; coordinates insurance benefits; analyzes and processes medical claims, retirement applications, pension policy updates; conducts pension board member elections; schedules exams for disability retirement; attends meetings and takes and produces minutes; and answers questions regarding member benefits and board policies and procedures. Provides clerical support to the Volunteer Police Pension Board; schedules meetings when necessary; attends meetings and produces minutes; and coordinates insurance benefits and processes claims with the State. MAJOR WORKER CHARACTERISTICS Knowledge of State RCW's, laws, codes, and ordinances relating to the Public Disclosure Act, Open Public Meetings Act, and Police and Fire Pension Acts; modem office and secretarial practices, procedures, and methods of correct use of grammar and punctuation - - - - - - • • - - = - -- e"-: - - - - - - - - - operation of a variety of office equipment including personal computer, copy machine, and fax machine; modern recordkeeping systems, and Excel and Microsoft Word programs Ability to plan and organize work for accomplishment within prescribed deadlines, manage multiple tasks simultaneously; understand and execute complex oral or written instructions; work independently with limited supervision; deal with the public in a pleasant and courteous manner and to work cooperatively with the City Council, City Manager, and other governmental officials Possess the ability to accurately summarize and condense items discussed for producing minutes Possess the ability to prepare accurate reports /minutes from shorthand, speedwriting, typed notes or taped recordings of meetings Must be able to present ideas clearly, orally and in writing PHYSICAL DEMANDS: Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing at a counter for short periods of time. MINIMUM CLASS REQUIREMENTS Any combination of education or experience equivalent to a high school diploma and wee five years of progressively responsible secretarial or general office work experience Ability to type 68 80 WPM with-accuracy and r-equireel Shorthand or speedwriting is desirable.
