AN ORDINANCE relating to City personnel, adopting a classification and compensation
plan for City employees to be effective March 25, 2007, amending
Subsections 2.20 100A, 2.20 100C, 2.20 110A, and 2.20 110C, all of
the City of Yakima Municipal Code
Section 1 Subsection 2.20 100A of the City of Yakima Municipal Code is hereby
amended to read as follows
A. Plan Adopted A classification plan for city employees is hereby adopted to be
effective March 25, 2007, which plan shall consist of the various following subsections of this
section "
Section 2 Subsection 2.20 100C of the City of Yakima Municipal Code is hereby
amended to read as follows.

Section 3 Subsection 2.20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows:
"2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of March 25, 2007 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2.22.030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no Tess than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule "

This report summarizes recommendations for changes in duties and responsibilities and pay
allocation relating to the Water Treatment Plant Operator Grade I & II classification in the
Water /Irrigation Division of the City of Yakima. These positions have not been filled in over
fifteen (15) years. The current operators at the Water Treatment Plant are Water Treatment
Plant Chief Operators ( WTPCO) at Pay Range 17 5 During the recent recruiting efforts for a
new WTPCO we had very little success in attracting viable candidates for this position, in fact
we ended up with only one candidate and he did not accept the position when offered. We
believe this is due to the requirement to have a Water Treatment Plant Operator 11 Certificate of
Competency and at least three years of experience as it relates to wage competition with other
utilities for this caliber of operator Having the Water Treatment Plant Operator Grade I & II
positions available, we can recruit from a much larger pool of candidates. This same issue will
surface again this spring when we have a WTPCO scheduled to retire
In preparing these recommendations, the Water /Irrigation Division Manager and the Water
Treatment Plant Supervisor identified the intent of the position, the duties, technical skills
required and certification levels. We also reviewed other City of Yakima wastewater operator
compensation levels to determine a recommended level of compensation. Because the City
already has other plant operator positions, a salary survey of external organizations was not
performed.
This classification will operate the Water Treatment Plant, wells, pump stations and reservoirs to
supply drinking water to the City of Yakima.
Because of the experience and certification requirements, my recommendation is that the
classification be allocated to Pay Code 14 5 for Grade I ($16 53 - $19 76 -- $2,865 53 -
$3,425 00 /mo) and Pay Code 15 5 ($17 33 - $20 73 -- $3,003 81 - $3,593 13 /mo) for Grade II
DUTIES AND RESPONSIBILITIES
SUMMARY: Under supervision, operates and maintains the water treatment plant, wells, pump
stations and reservoirs to insure an adequate and potable drinking water supply

Monitors and adjusts flows by manually and /or remotely adjusting valves, gates and pump
controls to regulate flow at the Water Treatment Plant, pump stations, wells and reservoirs to
meet system demand; monitors water quality of water directly and as indicated by instruments,
takes water samples, performs tests to determine water quality; adjusts input of treatment
chemicals to maintain water quality; records water quality and flow data in log book and
computer database, manipulates controls to wash filters, routinely inspects intake. Operates and
maintains wells, pumping stations and reservoirs.
Assists in maintaining mechanical systems and plant facilities including valves, pumps and
meters, unloads chemicals and fills hoppers and mix tanks, manually cleans contact basins,
cleans debris and ice from screens and gates from intake and reservoirs
Maintains building and grounds of water treatment facilities, wells, reservoirs and pumping
stations. Conducts tours of facility; answers routine questions from the public.
MAJOR WORKER CHARACTERISTICS Knowledge of operation and equipment of a VVater
Treatment Plant, of the chemical processes of water treatment, of recording, measuring and
testing instruments, ability to recognize abnormal conditions and make necessary adjustments,
to perform semi - skilled mechanical repair, to perform water quality tests, to maintain records and
to perform moderately strenuous physical work; possession of mechanical aptitude Knowledge
of computers. Knowledge of the Safe Drinking Water Act and the Surface Water Treatment
Rule
UNUSUAL WORKING CONDITIONS Shift work, relief shift work, adverse weather conditions
and heights. Ability to lift and carry 50 pounds
LICENSES, REGISTRATION AND CERTIFICATE. Grade I required to obtain and maintain a
State of Washington Water Treatment Plant Operator I Certificate of Competency within 12
months of appointment. Grade II required to possess and maintain a State of Washington Water
Treatment Plant Operator 1 Certificate of Competency Both Grades must obtain and maintain
within 6 months a Basic First Aid, and CPR certificate. Possess at time of appointment a valid
State of Washington Driver's License
MINIMUM CLASS REQUIREMENTS Grade I requires High School graduation or GED and any
combination of education and experience equivalent to 3 months experience related to the
operation of a water treatment facility Grade II requires High School graduation or GED and any
combination of education and experience equivalent to at least one year experience in operating
and maintaining a water treatment facility and a State of Washington Water Treatment Plant
Operator I Certificate of Competency
NOTE. A Water Treatment Plant Operator I may be promoted to a Water Treatment Plant II
without further competition upon completion of the probation period, a practical examination
determining proficiency of operations of the Water Treatment Plant, wells and pump stations,
and possess a valid Washington State Water Treatment Plant Operator I Certification.

INTERNAL COMPARISONS
This classification was compared to the Wastewater Treatment Plant Operator I (10 5),
Wastewater Treatment Plant Operator II (15 0), Water Treatment Plant Chief Operator (17 5)
Because of the nature of the classification it appears the closest match is the Wastewater
Treatment Plant Operator 11 (15 0) Both the Wastewater Treatment Plant Operator 1 & 11 have
lower certification requirements than the Water Treatment Plant Operator Grade I or Grade 11
Some additional duties and responsibilities have been added to the original Water Treatrnent
Plant Operator Grade I & 11 position to reflect changes that have occurred over the last 15 years,
as noted in the attached Job Specification
RECOMMENDATION. Based on the foregoing, we recommend

valves, pumps and meters, unloads chemicals and fills hoppers and mix tanks,
manually cleans contact basins, cleans debris and ice from screens and gates
from intake and reservoirs
Maintains building and grounds of water treatment facilities, wells, reservoirs
and pumping stations.
Conducts tours of facility; answers routine questions from the public.
MAJOR WORKER CHARACTERISTICS: Knowledge of operation and
equipment of a Water Treatment Plant, of the chemical processes of water
treatment, of recording, measuring and testing instruments, abihty to
recognize abnormal conditions and make necessary adjustments, to perform
semi - skilled mechanical repair, to perform water quality tests, to maintain
records and to perform moderately strenuous physical work, possession of
mechanical aptitude Experience with computers. Knowledge of the Safe
Drinking Water Act and the Surface Water Treatment Rule

LICENSES, REGISTRATION AND CERTIFICATE Grade I required to
obtain and maintain a State of Washington Water Treatment Plant Operator
I Certificate of Competency within 12 months of appointment. Grade II
required to possess and maintain a State of Washington Water Treatment
Plant Operator. I Certificate of Competency Both Grades must obtain and
maintain within 6 months a Basic First Aid, and CPR certificate Possess at
time of appointment a valid State of Washington Driver's License
MINIMUM CLASS REQUIREMENTS Grade I requires High School
graduation or GED and any combination of education and experience
equivalent to 3 months experience related to the operation of a water
treatment facility Grade II requires High School graduation or GED and any
combination of education and experience equivalent to at least one year
experience in operating and maintaining a water treatment facility and a
State of Washington Water Treatment Plant Operator I Certificate of
Competency
Note: A Water Treatment Plant Operator I may be promoted to a Water
Treatment Plant Operator II without further competition upon completion of
the probation period, a practical examination determining proficiency of
operations of the Water Treatment Plant, wells and pump stations, and
possess a valid Washington State Water Treatment Plant Operator I
Certification.
A Water Treatment Plant Operator II may be promoted to a Water Treatment
Plant Chief Operator without further competition upon completion of the
probation period, a practical examination determining proficiency of

SUMMARY EXPLANATION
This classification and compensation ordinance reflects changes in duties, responsibilities and pay
allocation for the Water Treatment Plant Operator Grade 1 & II classification in the Water /Irrigation
Division These positions have not been filled in over 15 years. The current operators at the Water
Treatment Plant are Water Treatment Plant Chief Operators at Pay Range 17 5 During recent
recruiting efforts for a vacant Water Treatment Plant Chief Operator, we had very little success in
attracting viable candidates for this position and would like to under fill with a Water Treatment Plant
Operator I or II We have revised the classification and are recommending reallocation. The Civil
Service Commission approved the proposed changes on February 5, 2007
This ordinance includes the following changes
1 Water Treatment Plant Operator Grade I & II classification be amended to define each
Grade, Licenses, Registrations and Certificates and minimum requirements
2. Allocation for Water Treatment Plant Operator I to Pay Code 14 5 ($16 53 - $19 76 --
