AN ORDINANCE relating to election of City Council Members, designating and
describing City Council Election Districts by the adoption of an
election district map; and amending Section 1 04 020 of the City of
Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 The map entitled "YAKIMA CITY COUNCIL ELECTION DISTRICTS
as adopted by City Council on March 20, 2007 ", attached to this ordinance and
incorporated herein by this reference, shall be the official election district map of the City
of Yakima and shall be filed as such in the office of the Yakima City Clerk.
Section 2 Section 1 04 020 of the Yakima Municipal Code is hereby amended to
read as follows
"The map designating the boundaries of the election districts, and
identifying each district by number, entitled `YAKIMA CITY COUNCIL
ELECTION DISTRICTS,' as adopted by City Council on March 20, 2007
and filed in the office of the Yakima City Clerk, is hereby adopted as the
official election district map of the City of Yakima."
Section 3 This ordinance shall be in full force and effect thirty days after its
passage, approval, and publication as provided by law and by the City Charter

RE. Council Redistricting
The process and requirements for redistricting City Council Election Distncts is found in the
City Charter Article II and Washington State Law (RCW 29 70 100) The five cntena that
should guide a redistncting decision are as follows
• Equal and balanced representation (one person, one vote),
• The population of the distncts must be within 10%, between the smallest and largest
populated distncts (City Charter, Article II, Section I (b) 2),
• Avoid splitting voter precinct or census block boundanes,
• Avoid shifting major populations between election districts, and
• Maintain geographic /neighborhood integnty
A redistricting is required by law upon the receipt of each decennial federal census to nearly
equal the population within each distnct. In addition, redistricting can be tnggered with
population growth due to annexation or development.
The major determining factor for when a re- districting process must be initiated is the
requirement that the process must be completed 90 days pnor to the primary election date per
City Charter Article II, Section 1 B (1) The next City of Yakima primary election is August
21, 2007 and therefore a redistricting map should be adopted by the City Council no later than
March 20, 2007
In order to be completed 90 days before August 21, 2007, a set date for the public heanng was
set on February 20, 2007 for the March 20, 2007 Council meeting. This minimum schedule
assumes no appeals or delays in the process The process would take 182 days from February
20, 2007, until August 14, 2007 The redistricting map adoption must be to the Yakima
County Auditor's office by May 1, 2007 After the City Council has approved the Council
Distnct map by ordinance there is a 30 -day enactment penod that would begin on the date the
ordinance was published in the local newspaper Therefore, if the ordinance is published on

County Auditor's deadline of May 1, 2007
The attached maps show three options, which the City Council's Economic Development
Committee has reviewed.

o May 1, 2007 — Yakima County Auditor's deadline for redistricting
o May 23, 2007 — 90 day prior to August 14, 2007 election
o June 4, 2007 — Filing for City Council positions Opening day
o August 21, 2007 — Municipal Primary Election date

SUMMARY EXPLANATION.
Staff has meet with the City Council's Economic Development Committee regarding the
redistricting of the four (4) City Council Election District boundaries The process and
requirements for redistricting City Council Election Districts is found in the City Charter Article
II and Washington State Law (RCW 29 70 100) There are five criteria that provide guidance
on redistricting decision making, which are as follows:
• Equal and balanced representation (one person, one vote),
• The population of the districts must be within 10 %, between the smallest and largest
populated districts (City Charter, Article II, Section 1(b)(2)),
• Avoid shifting major populations between election districts,
• Avoid splitting major populations between election districts, and;
• Maintain geographic /neighborhood integrity
The Yakima County Auditor's office has been involved in reviewing the redistricting options
and methodology with City staff The Yakima County Auditor has set May 1, 2007, as the
date all City Council Election District boundary changes will be provided to their office (See
attached time line) In addition, Washington State law requires all Election District boundary
changes be completed 90 days before the Primary Election date, therefore City Council must
take action to adopt a new Council Election District map at the March 20, 2007 City Council
meeting (See the three attached map options.)
