AN ORDINANCE relating to City personnel, adopting a classification and compensation
plan for City employees to be effective April 22, 2007, amending
Subsections 2 20 100A, 2.20 110A, and 2.20 110F, all of
the City of Yakima Municipal Code
Section 1 Subsection 2 20 100A of the City of Yakima Municipal Code is hereby
amended to read as follows
A. Plan Adopted A classification plan for city employees is hereby adopted to be
effective April 22, 2007, which plan shall consist of the various following subsections of this
section "
Section 2 Subsection 2 20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of April 22, 2007 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2 22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule "

Section 4 This ordinance shall be in full force and effect thirty days after its
passage, approval and publication as provided by law and by the City Charter

SUMMARY EXPLANATION
This ordinance is considered a housekeeping measure to correct several hourly rates of pay for
LEOFF fire personnel as required by a Memorandum of Understanding (MOU) Unfortunately,
the change in the scheduled hours of work for LEOFF shift personnel was overlooked when the
January 1, 2007 pay ordinance was prepared On December 13, 2005, Council approved
resolution R- 2005 -202 which authorized the City Manager to execute a Memorandum of
Understanding between the City of Yakima, International Association of Firefighters, Local 469
and the Yakima Public Safety Managers Guild. This MOU addressed several topics such as
reduction of unanticipated overtime costs, changes in scheduled hours of work, deferment of a
Kelley day and changes to the recruitment and selection process for day positions
One of the changes contained in the Memorandum of Understanding is a reduction in work
hours from 50 92 hours per week to 50 46 hours per week effective January 1, 2007 for shift
personnel in the IAFF, Local 469 The MOU states "30 1 Effective January 1, 2007, the
average hours of duty for 24 -hour shift LEOFF employee shall be fifty point four six (50 46) "
Three specific job classifications are affected and they are Firefighter, Pay Code 530; Fire
Lieutenant, Pay Code 525, and Fire Captain, Pay Code 515 The ordinance adjusts the hourly
rate of pay to reflect the 50 46 hour work week and any slight change to the monthly rate of pay
from 2006 levels is due to rounding in the payroll system
