AN ORDINANCE relating to City personnel, adopting a classification and compensation
plan for City employees to be effective August 5, 2007, amending
Subsections 2.20 110A and 2.20 110E, both of the City of Yakima
Municipal Code
Section 1 Subsection 2.20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows
2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of August 5, 2007 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2.22.030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no Tess than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule "
Section 2. Subsection 2.20 110E of the City of Yakima Municipal Code is hereby
amended to read as follows.

Section 3. This ordinance shall be in full force and effect thirty days after its
passage, approval and publication as provided by law and by the City Charter
PASSED BY THE CITY COUNCIL, signed and approved this 3rd day of July, 2007

ITEM TITLE: (a) Consideration of a Resolution Authorizing the Execution of the 2006 -2008 Collective
Bargaining Agreement Between the City of Yakima and the Yakima Police Patrolman's
Association;
(b) An Ordinance Amending the Classification and Compensation Plan for Certain City
Employees specifically Subsection A of Section 220 100 and Subsections A and E of
Section 2.20.110 of the City of Yakima Municipal Code; and
(c) An Ordinance amending the 2007 General Fund Budget

SUMMARY EXPLANATION:
The attached resolution authorizes a three (3) year collective bargaining agreement with the Yakima Police
Patrolman's Association for calendar years 2006 -2008 This contract represents the result of months of
negotiations between the parties. The settlement package is outlined below
•Term: 1/1/06--12/31/08
°Wages: 1/1/06 — 5.0% and 7/1/06 —1.25%
1/1/07-12/31/07 — 0°10
1/1/08 — 5.0% and 7/1/05 - 1.0%
°Deferred Compensation: 7/1/08 increase city paid contribution by 0.5% for a total of 4.5%
°Health Insurance: Maintain current out of pocket premium payment formula for dependent health
insurance coverage.
*Premium Pays: This settlement includes enhancements to premium pays inclusive of
educational pay, field training officer premium pay, detective pay, bilingual pay, motorcycle premium
pay
According to the City's calculations, the total 2006 -2008 settlement cost for the YPPA is estimated to be
$1,230,000 The 2006 Budget included approximately 5.5% for wages and medical insurance costs in
anticipation of settlement. Consequently, an appropriation of approximately $185,000 is required to provide for
the 2006 and roll-up costs for 2007 pay adjustments, to be- funded from General Fund Reserves.
