Home My WebLink About2007-036 2007 YPPA Negotiated Wages and Benefits; Budget Amendment and Appropriations ORDINANCE NO 2007- 36 AN ORDINANCE amending the 2007 budget for the City of Yakima, and making an appropriation of $185,000 in the 000 — General Fund for expenditure during 2007 to provide for negotiated wages and benefits for Yakima Police Patrolman's Association (YPPA) WHEREAS, the amount of $185,000 must be appropriated within the 000 - General Fund for expenditure during 2007 to provide for negotiated wages and benefits for Yakima Police Patrolman's Association (YPPA), and WHEREAS, at the time of the adoption of the 2007 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required, and the City Council declares that an emergency exists of the type contemplated by RCW 35 33 091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. The amount of $185,000 is hereby appropriated from the Unappropriated Fund Balance in the 000 — General Fund to the following accounts in the following amounts as a 2007 appropriation. Sheryl M Smith, x6868 SUMMARY EXPLANATION The attached resolution authorizes a three (3) year collective bargaining agreement with the Yakima Police Patrolman's Association for calendar years 2006 -2008 This contract represents the result of months of negotiations between the parties. The settlement package is outlined below - • Te rm . 1/1/06--12/31/08 •Wages: 1/1/06 — 5 0% and 7/1/06 —1.25% 1/1/07-12/31/07 — 0% 1/1/08 — 5.0% and 7/1/05 - 1 0% •Deferred Compensation: 7/1/08 increase city paid contribution by 0 5% for a total of 4 5% •Health Insurance. Maintain current out of pocket premium payment formula for dependent health insurance coverage. •Premium Pays: This settlement includes enhancements to premium pays inclusive of educational pay, field training officer premium pay, detective pay, bilingual pay, motorcycle premium pay According to the City's calculations, the total 2006 -2008 settlement cost for the YPPA is estimated to be $1,230,000 The 2006 Budget included approximately 5.5% for wages and medical insurance costs in anticipation of settlement. Consequently, an appropriation of approximately $185,000 is required to provide for the 2006 and roll -up costs for 2007 pay adjustments, to be funded from General Fund Reserves.
