AN ORDINANCE relating to City personnel, adopting a classification and compensation
plan for City employees to be effective September 9, 2007, amending
Subsections 2.20 100A, 2.20 100C, 2.20 100D, 2.20 110A, 2.20 110B,
and 2.20 110C , all of the City of Yakima Municipal Code.
Section 1 Subsection 2.20 100A of the City of Yakima Municipal Code is hereby amended
to read as follows
"2.20 100 Classification Plan
A. Plan Adopted A classification plan for city employees is hereby adopted to be
effective September 9, 2007, which plan shall consist of the various following subsections of this section "
Section 2 Subsection .2.20 100C of the City of Yakima Municipal Code is hereby
amended to read as follows.

Section 4 Subsection 2 20 11OA of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of September 9, 2007 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2 22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule "

New Class Specifications and proposed allocations for Chief Engineer and
Design Engineer
BACKGROUND
The Yakima City Council approved a reorganization of the city Engineering
Division as part of the 2007 budget. Attached is a copy of the Budget Policy Issue,
which outlines the reasons behind the reorganization. The approved plan consisted
of three primary components:
1 Fiscal and administrative oversight, as well as personnel management,
was reassigned from the City Engmeer to the Deputy Director of
Commumty & Economic Development. The City Engineer position will
remam unfilled.
2 A new position, Chief Engineer, is proposed to be created to fulfill the
other responsibilities of City Engineer m the areas of techmcal
coordination and supervision, mcludmg all engineer titled positions The
Chief Engineer is to be classified at a lower level than the City Engineer
position because of the reduction m division management responsibilities
The position is proposed to be allocated at Pay Code 970 ($5,617 63 -
$6,827 47)
3 The Engmeer Associate positions are proposed to be replaced (upgraded)
with the new classification Design Engmeer The current Engineer
Associate's have been servmg at a higher technical capacity for a number
of years The new classification of Design Engineer is proposed to be
allocated at Pay Range 22 5 ($4,120 05 - $4,939 91)

Chief Engineer
The class specification and job description for this position closely resembles that of
the City Engmeer The most significant change is the deletion of division
management responsibilities, mcludmg budget and personnel issues. Supervision is
still required for the technical positions withm the organization. The proposed class
specification is attached.
Design Engineer
The new classification of Design Engmeer is needed to reflect the techmcal work
needed and currently bemg performed out of class by the current Associate
Engineer's. The level of work is equivalent to the Project Engmeer, Utihty
Engineer, Water Irrigation Engineer and Development Engineer positions. Without
an upgrade and position change, filling these positions will be difficult as the
technical work mvolved has exceeded the current class specification of the position.
The Associate Engineer class specification is recommended to remain intact and
create the new classification of Design Engmeer The proposed class specification
for Design Engmeer is attached.
PUBLIC IMPACT: The reorganization and position changes will improve
customer service and division productivity by separating the busmess operations
and performance management aspects from the techmcal responsibilities of the city
engineer, providing a more focused approach for each component.
PERSONNEL IMPACT: Compensation and authority will more closely resemble
the allocation of work tasks among staff. The administrative and budgetary
workload of the City Engmeer will be shifted to the Deputy Director of CED
COMPENSATION ANALYSIS: Determining the proposed pay plan allocation
was done by comparmg the proposed classifications with mternal comparisons
where a fiscal relationship to other classification exists. Neither a factoring
analysis nor an external comparison (salary survey) was conducted
INTERNAL COMPARISON: As previously mdicated, the relationship to current
classifications m our organization was key m recommend the proposed salaries for
the Design Engmeer and Chief Engmeer classifications.
Design Engineer
Internal comparison for Design Engmeer position was relatively easy due to the fact
that the position also performs a number of tasks that are also part of the class
specification for other engmeer -type positions throughout the city, mcluding-
Development Engineer: Pay Range 21.0 ($3,842.73 - $4,614.04): Develops and
mamtams current standards, specifications and details for all city involved projects
Coordinates with other city divisions, reviews right -of -way and easement documents
for recording, mamtams maps, performs lead function m development review
Requires knowledge of civil engmeermg practices, law and procedure for developmg
private projects.
Project Engineer: Pay Range 22.5 ($4,120.05 - $4,939.91): Develops public
improvement projects for funding, design and construction. Prepares plans,
specifications, estimates and related project documents for pubhc works and
utilities projects. Coordinates project planning and preparation with other
engmeermg units or departments.
Water/Irrigation Engineer: Pay Code 972 ($5,092.44 — $6,187.88): Under
general direction, supervises elements of the planning, development, design and
construction of irrigation and domestic water supply improvements; assigns,
schedules, coordmates and supervises design, construction inspection, and survey
units; and performs related work as required.
Chief Engineer
Determining mternal comparables for this position was a challenge. however, the
credentials/hcenses and high level technical work of the position is similar to the
City Engineer and Utility Engineer positions. The comparable positions are as
follows:
City Engineer: Pay Code 965 ($6,827.47 - $8,295.57): Plans, directs and
evaluates design, construction and maintenance of pubhc facilities and
improvements, mcludmg those completed by City Personnel and those assigned to
outside consultants or contractors. Coordinates engmeermg functions supportmg
several city departments and divisions to ensure unified progress towards city
objectives.
Senior Engineer: Pay Code 972 ($5,092.44 — $6,187.88: Under the direction of
the City Engineer, supervises design and development engmeermg staff. Develops
public Improvement projects for funding, design and construction. Supervises the
preparation of plans, specifications, estimates, and related project documents for
pubhc projects. Performs a variety of professional traffic engmeermg and planning
duties. Performs related work as required.
Water and Irrigation Manager: Pay Code 970 ($5,617.63 6827.47): Plans,
assigns, and reviews work of Water, Irrigation and Treatment Plant Supervisors as
they supervise the mstallation, repair, maintenance and operation of the Water,
Irrigation and Water Treatment sections of the Division.
Utility Engineer: Pay Code 971 ($5,347.23 - $6,503.34)• Construction project
planning, analysis, design, and management. Represents the city's mterests m
dealings with consultants, contractors, other agencies and the public; prepares
reports, project budgets, cost analyses, and state and federal grant applications
Participates m consultant selection, negotiates and monitors consultant contracts,
performance and payments. Must have thorough knowledge of civil engmeermg
principles and practices, state and federal rules regarding funding and management
of local projects; public works design, construction and surveymg materials and
techmques.
DISCUSSION: With the reorganization of the Engmeermg Division and the
elimination of the City Engineer, the need for these new classifications is extremely
important. We respectfully request your approval of this request. Engineer staff
members have been working in the capacity of these proposed position since April
2006 (when the City Engmeer resigned and the interim management structure was
implemented), and the reorganization plan has proven effective over the first six
months of 2007
RECOMMENDATION: Based on the foregomg, it is recommended.
1 The new classification of Design Engineer be created and allocated to Pay
Range 22.5.
2 The new classification of Chief Engmeer be created and allocated to Pay
Code 970
3. The positions should be filled by competitive announcement as set forth in
the Charter Civil Services Rules and Regulations.

DUTIES
ESSENTIAL FUNCTIONS:
Plans, directs and evaluates design, construction, and maintenance of public
facilities and improvements mcluding those completed by city personnel and those
assigned to outside consultants or contractors.
Directs city staff and consultants in technical engineering design, supervision and
other services for construction and transportation improvement projects, water and
sewer improvements and other City projects.
Provides technical engineermg services and input as an integral information
sources supporting public and private development for short and long term
commumty and economic development plans and strategies.
Coordmates engineering division functions that support several city departments
and divisions to ensure unified progress towards city objectives.
Keeps the city manager and department director and deputy director advised of
critical issues, decisions and actions.
Maintams quality customer service relationships with citizens and commumty and
professional groups impacted by, or m contact with, departmental projects, actions
or personnel.

SUMMARY EXPLANATION
This classification and compensation ordinance reflects two new classifications approved by the
Charter Civil Service Commission at their July 9, 2007 meeting During the 2007 budget, the
Engineering Division presented a Budget Policy Issue outlining proposed changes to their
organizational structure Part of the plan was the creation of two new classifications. The first
classification approved is the Chief Engineer proposed to be allocated at Pay Code 970 It is created
to fulfill the responsibilities of City Engineer in the areas of technical coordination and supervision,
including all engineer titled positions The second classification approved by the Commission is
Design Engineer proposed to be allocated at Pay Range 22.5 This classification reflects the
technical work currently being performed out of class by the current Engineer Associates Attached
for Council's information is a memorandum outlining the new classifications and other supporting
documentation.
This ordinance includes the following changes.
1 Creation of the Chief Engineer classification and allocated to Pay Code 970 ($5,617 63
- $6,827 47)
2. Creation of the Design Engineer classification and allocated to Pay Range 22.5
($4,120 05 - $4,939 91)
The budget impact of implementing the two new classifications has been included in the Engineering
department's budget.
All recommendations are subject to City Council review and approval.
