AN ORDINANCE relating to City Administration, repealing the Yakima Downtown
Association at the request of the present members of the Association,
and repealing Chapter 1 37 of the City of Yakima Municipal Code in its
entirety
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1 Chapter 1 37 of the City of Yakima Municipal Code is hereby repealed, in
its entirety
Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter

YDA MEETING MINUTES
November 1, 2007
Chairman Jamie Stickel called the meeting of the Yakima Downtown Association
to order at 8 05 a.m , in the City Manager's Conference Room, First Floor, City
Hall, 129 North 2nd Street.
Members Present: Jamie Stickel, Steve Caffery, Joe Morrier, Victor
DeLong, Monica Weyhe, Mike McMurray
Absent: Joe Mann, Mark Maiocco, Terry Powell, Denise Ray, Leroy
Thompson
Council Present: Ron Bonlender
Guest: Sean Hawkins
Staff Present: Bill Cook, Michael Morales, Tammy Regimbal
Minutes.
The minutes of the October 4, 2007 meeting were accepted as submitted
UNFINISHED BUSINESS
A. Safety and maintenance update
Sean updated the committee on the summer season numbers for the clean and
safe crew The request for an extension of the contract to keep one additional
person on through the end of December is on the Council agenda for
November 6 There was a suggestion to move to reaffirm the vote taken at the
October 4 YDA meeting on the extension of the contract due to the question of
the number of members required for a quorum At the October 4 meeting, the
five members at the meeting approved the contract, with a sixth, Chairman Jamie
Stickel, approving by proxy The six members at the November meeting desired
to vote on the motion Steve Caffery made a motion to allow the Committee for
Downtown Yakima (CDY) to spend up to $15,000 from YDA reserves to amend
the maintenance contract. The motion was seconded by Victor DeLong The
motion was approved unanimously
B. Status of Westside PBIA discussions
Sean reported that the discussions are going quite well CDY is working very
hard to create a plan that is fair to all involved parties The plans will be
discussed in greater detail at the next CDY meeting which is scheduled for the
week of November 5
C. Status of Parking Commission
The applications have been submitted to the City It is expected that the process
will go to Council soon
D. Events update
Victor DeLong reported that planning continues for the New Years' Eve bash
The funding is in great shape Four really good bands are lined up New this
year will be a Kid Zone tent for kids activities There will be twice as many
heaters as last year
NEW BUSINESS
Jamie Stickel stated that YDA's work is done and he believes that it is time to
pass the torch officially to CDY CDY is up and running and is now a registered
non - profit. They are already managing the professional services contract with
the City for the expanded PBIA. He suggested a motion be made to disband
YDA. Victor made a motion to transfer any reserve funds left in the YDA
accounts over to CDY to manage so that the good work that YDA has been doing
can continue Steve Caffery seconded the motion The motion passed
unanimously Victor moved to suspend YDA meetings indefinitely, or at least
until the decision is made as to whether or not YDA will disband Steve
seconded the motion The motion passed unanimously Victor made a motion
that YDA make a recommendation to Council that the YDA organization be
disbanded no later than January 31, 2008 Monica proposed to amend the third
motion to not disband YDA until Council has taken action to transfer YDA's
responsibilities and funds to CDY The amendment to the motion was accepted
by Victor and seconded by Steve The amended motion was unanimously
approved
Ron Bonlender congratulated YDA on their success and hard work for the
community over the past thirty -two years He is looking forward to even bigger
and better things from CDY
GOOD OF THE ORDER
Monica recapped the Yakima Big Read that took place at the area museums and
library during the month of October The final event will be YVCC's presentation
of the Grapes of Wrath on November 29 through December 1 This was the first
year for this activity and it was a big success
The meeting was adjourned at 8.27 a.m

City of Yakima Municipal Code, and terminating the services of this
advisory committee

SUMMARY EXPLANATION
At the November 1, 2007 meeting of the Yakima Downtown Association (YDA), the YDA Board
unanimously approved a motion to recommend that the City Council take action to disband the
Yakima Downtown Association no later than January 31, 2008 The minutes of the
November 1 meeting are attached.
The YDA was created in 1980 to advise the Council on issues relative to the sixteen -block
downtown PBIA. In recent months, the Committee for Downtown Yakima (CDY) has grown to
become a voice for the future revitalization, growth and vitality of this area and beyond
This request was discussed by the Council Downtown Oversight Committee at their meeting on
November 28, 2007 The Committee recommended approval of this request.
