In April 2010, the Yakima Valley Visitors and Convention Bureau (VCB) requested consideration from the Commission regarding a proposed art piece for the Yakima Center The Yakima Regional Public Facilities District (PFD) approved a $10,000 budget for the piece in 2009 A project planning team was assembled to assist the VCB staff and to oversee the process Over the next several months the project progressed pursuant to the adopted Yakima Art Commission procedures Requests for qualifications were issued to local, state and regional artist networks Eight proposals were received In October 2010, artist Susan Zoccola's proposal was selected, and she has worked with the project team to incorporate their suggestions and to provide design specifications for the piece At a regular Art Commission meeting on November 10, 2010, VCB President & CEO John Cooper presented the project to the Yakima Art Commission, and requested a recommendation from the Commission to the City Council The Commission unanimously accepted the project and forwarded it to City Council with a recommendation to approve Approval of the attached Resolution will authorize the VCB / Yakima Center to move forward with the placement of the art piece proposed by Susan Zoccola Once approved, the artist estimates the installation and dedication could occur in approximately three months Resolution X Ordinance Contract Other (Specify) Funding Source APPROVED FOR SUBMITTAL ------� City Manager STAFF RECOMMENDATION Staff recommends approval • BOARD /COMMITTEE /COMMISSION RECOMMENDATION Recommended for full Council consideration and approval by the Yakima Art Commission on November 10, 2010 COUNCIL ACTION • RESOLUTION NO 2010 - A RESOLUTION accepting the Yakima Art Commission recommendation and authorizing the Yakima Valley Visitor and Convention Bureau / Yakima Center to move forward with placement of a proposed art piece at the Yakima Center WHEREAS, in 2009 the Yakima City Council established the Yakima Art Commission to assist the community in the placement of public art; and WHEREAS, the Yakima City Council has also established policies and procedures to enhance and encourage the planning, placement and maintenance of displays of art in public places, and WHEREAS, in April 2010, the Yakima Valley Visitors and Convention Bureau (VCB) requested consideration from the Yakima Arts Commission regarding a proposed art piece for the Yakima Center; and WHEREAS, the Yakima Arts Commission and staff from the VCB worked diligently on the project through the established policies and procedures, including the selection of a project planning team and the issuance of a request for qualifications to local, state and regional artist networks, and WHEREAS, artist Susan Zoccola's proposed design was eventually selected from the eight proposals that were received, and Ms Zoccola worked with the design team to incorporate their suggestions and to provide design specifications for the piece, and WHEREAS, the Yakima Arts Commission has reviewed the project in accord with and to the • satisfaction of the adopted policies and procedures for the selection and placement of public art in the City of Yakima, and WHEREAS, at their meeting on November 10, 2010, the Yakima Arts Commission unanimously acted to accept the project and to recommend that it be forwarded to the City Council for their consideration, and WHEREAS, the Yakima City Council reviewed the recommendation of the Yakima Arts Commission and find that all required policies and procedures for selection and placement of art pieces in public locations within the City have been met; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA. Proposed suspended art for the Yakima Convention Center I am very pleased and honored to present a request to install a new piece of art for the South Lobby of the Yakima Convention Center At your December 7 Council meeting I will unveil the project, explain the process and answer any questions With the formation of the Yakima Arts Commission, policies and procedures were established by the City of Yakima for works of art in public places. This is the first piece of art to go through that process Below is a short chronology of the events III October 2009 City of Yakima adopted a resolution to establish guidelines for commissioning and installing public art. 2 December 2009: Yakima City Council passed an ordinance establishing an Arts Commission, whose charge is to actively pursue art in public places and is entrusted with guiding the public art process 3 December 2009 The Yakima Regional Public Facilities District (PFD) approved spending $10,000 for the commissioning and installation of a piece of art for the Center Funding is from PFD revenues (rebate of state sales taxes) 4 March 2010 Yakima City Council appointed members of the Yakima Arts Commission Inaugural meeting held 5 April 2010 The Yakima Valley Visitors and Convention Bureau (VCB), which manages the Yakima Convention Center, brought forth a concept for a new piece of art for the Center As per approved procedures, Yakima Arts Commission appointed a Project Planning Team to assist the VCB in the execution of the project. Yakima Arts III Commission Chair and Yakima City Council member Maureen Adkison serves on the team 6 May — August 2010 Requests for Qualifications of interested artists to create 0 artwork was distributed to local, state and regional artist networks Deadline for submission was the end of June Eight qualified artists submitted proposals The Project Planning Team assisted VCB staff in the review and narrowing down of candidates. Three finalists were asked to submit proposals Project Planning Team reviewed proposals, ensuring the process was followed Team recommended to the VCB that Susan Zoccola of Seattle be selected for the commission VCB and PFD concurred with this choice 7 October 12, 2010: Team met with Ms Zoccola in Yakima to review her proposed project. All those present felt the meeting was creative, energetic and productive Ms Zoccola anticipated the process will take three months, from start to installation of the piece 8 November 10, 2010 Presentation made to Yakima Arts Commission After discussion, commission agreed to recommend to Yakima City Council to accept the project. 9 December 7, 2010 Project presented to Council for app roval 0 a ll '(‘ / 1 Susan Zoccola Artist Proposal #1 Yakima Convention Center South Lobby September 2010 40441,4111* FORM AND CONCEPT: This idea is inspired by wheel line irrigation systems and the rolling hills around the City of Yakima. I imagine eleven 6 ft diameter open metal wheel shapes, covered in a translucent white cloth, suspend- ed from the ceiling at varying heights and distances from one an- other. The sculptures would create a rolling effect in their alignment, engaging viewers as they walk through the Lobby, looking different from various exits and entrances to the space. The 11 shapes would be suspended by braided stainless steel cables 2ft to 5 ft away from the ceiling (bottom of the lowest piece would be 9 ft.from the floor). The centers of each of the wheels would be made with a hollow tube that would imply water flowing through and between. f The white translucent fabric would make this a dynamic piece, pick - i i 1 ing up the ambient shifting light of the day, internal lights of the Ih o awe F ,21 � / i' building at night, and subtle shifts in color as the seasons changed.
