HomeMy WebLinkAbout1984-2755 CREATING A COMMUNITY DEVELOPMENT ADVISORY COMMITTEE ORDINANCE NO 2 7 5 5 410 AN ORDINANCE relating to City government administration; creating 4110 a Community Development Advisory Committee, defining its purposes and providing for appointment of members; and amending Sections 1.39.010 and 1.39.020, and repealing Section 1.39.060, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 1.39.010 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.39.010 Community Development Advisory Committee Created - Purposes And Functions. A. A Community Development Advisory Committee is hereby created as an advisory committee to the Yakima City Council. 4110 B. The purposes and functions of the committee shall be as follows: 1. To make recommendations to the City Council regarding: a. The City's annual CDBG applications including a proposed budget; b. Plans and proposals associated with the CDBG Program such as the Housing Assistance Plan (HAP) and statement of community objectives. 2. To perform an annual evaluation of the progress and accomplishments of the CDBG Program." Section 2. Section 1.39.020 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.39.020 Composition And Membership - Term Of Appointment. 4110 A. Members of the Community Development Advisory Committee shall be appointed by the City Council. The committee shall consist of eleven members as follows: 1. Five Neighborhood Representatives as follows: a. Four representatives from the existing Community Development Block Grant Target Area, one from each of the four residential neighborhoods depicted on the map labeled "Citizen Participation Boundaries" filed with the Yakima City Clerk. b. One representative from the Central Business 1/1 District. 2. One representative from the general business community of the Yakima area. 3. One representative to represent elderly people which representative shall be of the age of 60 years or 411 over and who shall be a resident of the City of Yakima. 4. One representative to represent racial minority people who shall be a person of any race other than caucasian, and who shall be a resident of the City of Yakima. 5. One representative of handicapped people who shall be a .handicapped person recognized by the State Department of Social and Health Services as a handi- capped person, and who shall be a resident of the City III of Yakima. 411 6. Two "at large" representatives who shall be residents of the City of Yakima, but who shall not be residents of the Community Development Block Grant Target Area, to represent general community interests. B. Appointments shall be made for an indefinite term. In the event of a vacancy, an appointment shall be made by the City Council according to the qualifications for member- ship on the Committee as specified in Subsection 1.39.020 A of this Section." Section 3. Section 1.39.060 of the City of Yakima Municipal Code is hereby repealed. Section 4. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided 410 by law and by the City Charter.
