Roll Call Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Councilmembers Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White Staff: Interim City Manager Alex Meyerhoff, Acting City Attorney Sara Watkins and Acting City Clerk Jodi Stephens 2. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order MOTION: Gutierrez moved and Mendez seconded to adjourn to an Executive Session for up to 30 minutes (at 5:32 pm)to discuss pending litigation. The motion carried by unanimous vote. Executive Session was held and adjourned at 6:02 p.m. and the regular business meeting reconvened. A. Rescinding Resolution R-2019-113 MOTION: Mendez moved and Gutierrez seconded to suspend the rules (of procedure) for this discussion. The motion carried by unanimous vote. MOTION: Mendez moved and Gutierrez seconded to rescind R-2019-113. Following a brief discussion, the motion passed by unanimous vote. B. Proclamations Homeless Persons Memorial Proclamation Assistant Mayor Gutierrez proclaimed December 21, 2019, as Homeless Persons' Memorial Day and Anita Monoian and Don Hinman with Yakima Neighborhood Health Services, accepted it and invited everyone to attend the 14th annual candlelight vigil at 5:00 p.m. on December 21, 2019 at the Millennium Plaza. ii. Climate Crisis proclamation Councilmember Mendez read a proclamation that encouraged everyone in the community to use renewable energy whenever possible. Coleen Anderson and Felipe Rodriguez Flores Page 1 of 5 129 from 350 Yakima accepted the proclamation. C. Presentations/ Recognitions/ Introductions Recognition of Councilmembers Kathy Coffey, Dulce Gutierrez and Carmen Mendez Interim City Manager Alex Meyerhoff recognized Mayor Kathy Coffey,Assistant Mayor Dulce Gutierrez and Councilmember Carmen Mendez for their service to the City of Yakima. Retirement recognition of Sue Ownby, City/County Procurement Manager for 31 years of service to the City of Yakima. City of Yakima Director of Finance and Budget Steve Groom and Yakima County Financial Services Director Craig Warner recognized Sue Ownby for her 31 years of service. 5. Council Reports None. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item#6G was removed from the consent agenda, which renumbered the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Gutierrez moved and Cousens seconded to approve the consent agenda. The motion carried by unanimous vote. A. Approve payment of disbursements for the period November 1 —30, 2019 B. November 2019 Investment Transactions Report C. Consideration of a request for a letter of support for Yakima Valley College D. Authorize Community Integration Committee to Assist in Community Engagement for the Housing Action Plan E. Resolution announcing Council Business meeting schedule for 2020 RESOLUTION NO. R-2019-123,A RESOLUTION adopting the City Council 2020 regular business meeting schedule. F. Resolution setting January 23, 2020, as the date for an open record public hearing before the City of Yakima Hearing Examiner to vacate a portion of an alleyway in the vicinity of N 6th Ave and Fruitvale Blvd RESOLUTION NO. R-2019-124, A RESOLUTION fixing time for a public hearing before the Hearing Examiner on January 23, 2020, on a petition (Petition No. 19-12) to vacate a platted right-of-way at 810 N 6th Ave. G. Resolution authorizing professional service contracts with Gary Cuillier as the City of Yakima Hearing Examiner and Patrick Spurgin as the Examiner Pro-Tern Page 2 of 5 130 RESOLUTION NO. R-2019-125, A RESOLUTION authorizing the City Manager of the City of Yakima to execute contract agreements with Gary Cuillier for Hearing Examiner's Services and Patrick Spurgin for Hearing Examiner Pro-Tern Services H. Resolution authorizing an agreement with the Washington Traffic Safety Commission for high visibility traffic safety emphasis patrols RESOLUTION NO. R-2019-126,A RESOLUTION authorizing an agreement with the Washington Traffic Safety Commission providing for compensation to the City to support Yakima Police Department high visibility enforcement traffic safety patrols. Resolution authorizing the Chief of Police of the City of Yakima to execute an Interlocal Agreement with the Washington Traffic Safety Commission for funding a law enforcement liaison RESOLUTION NO. R-2019-127,A RESOLUTION authorizing the Chief of Police of the City of Yakima to execute an Interlocal Agreement Between the City of Yakima Police Department and the Washington Traffic Safety Commission for funding a Law Enforcement Liaison. J. Resolution approving Amendment No. 1 to an Interlocal Agreement between the City of Yakima and Yakima County for the provision of jail services RESOLUTION NO. R-2019-128, A RESOLUTION approving Amendment No. 1 to the Interlocal Agreement between the City of Yakima and Yakima County for the provision of jail services. K. Resolution authorizing the extension of the duration of the Public Sector Service Contract with Yakima County Development Association (Contract No. 2019-074) through December 31, 2020 RESOLUTION NO. R-2019-129, A RESOLUTION authorizing the City of Yakima to extend the duration of the Public Sector Service Contract with Yakima County Development Association (Contract No. 2019-074)through December 31, 2020. L. Resolution authorizing a contract with Belsaas & Smith Construction, Inc., for the Complete Streets Project RESOLUTION NO. R-2019-130,A RESOLUTION authorizing a contract with Belsaas & Smith Construction, Inc., Ellensburg, WA, for the Complete Streets Project M. Resolution authorizing execution of two contracts with Yakima Valley Partners Habitat for Humanity in the amount of $97,269 of HOME Investment funds to assist with acquisition and construction of two new single-family homes to be sold to qualified low to moderate income first-time homebuyers located at 704 North 20th Avenue and 1013 Pleasant Avenue RESOLUTION NO. R-2019-131, A RESOLUTION authorizing an agreement with Yakima V alley Partners Habitat for Humanity in the amount of$97,269 Dollars ($97,269) in federal Housing and Urban Development HOME funds under CFDA Contract#14.239 for property acquisition for low income housing units in the City of Yakima. N. Ordinance amending the 2019 Budget and making appropriations from unappropriated balances for expenditures during 2019 (Second Reading) ORDINANCE NO. 2019-048,AN ORDINANCE amending the 2019 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds Page 3 of 5 131 for expenditure during 2019 for various purposes described in the attached Schedule. O. Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2019-049,AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective January 12, 2020; and repealing all preceding pay ordinances in the City of Yakima Municipal Code. Items Removed from the Consent Agenda A. Resolution authorizing contract renewal with the Yakima Humane Society for animal control services in 2020 Councilmember Funk asked to add accountability reporting to the contract. Community Development Director Joan Davenport suggested that could be explored as the 2021 contract negotiations are undertaken. The City Clerk read the resolution by title only. Following additional Council discussion, MOTION: Mendez moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. 2019-132, A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute an Animal Control Agreement with the Yakima Humane Society for the year 2020. 7. Public Comment Joe Mann, City resident, reported the 20th Annual Lighted Christmas Parade was the best ever and thanked Councilmember Cousens for her leadership. Tony Courcy, City resident, spoke on several issues. DEPARTMENT ITEMS 8. Presentation on the Yakima Transit Routes to the YMCAAquatic Center and SOZO Sports Complex Transit Manager Alvie Maxie reviewed the memo provided to Council regarding Transit routes to the YMCA Aquatic Center and SOZO Sports Complex. Assistant Mayor Gutierrez asked for consideration of a voucher program similar to the Franklin Pool voucher program for the YMCA Aquatic Center. She also asked Transit to consider a more direct fixed route to both facilities with more accessibility. Councilmember Mendez asked to have a discussion about the YMCA fee schedule, stating that it was previously agreed that their rates would be the same as City pools for City residents. Councilmember Hill asked for a report on the contract commitments that were made for the YMCA project. It was Council consensus to bring these items back for discussion with the next Council. CITY MANAGER UPDATE 9. Resolution authorizing the Interim City Manager to execute a Supporting Investments in Economic Development (SIED) grant contract with Yakima County for the benefit of the Yakima YMCA for completed site work at the YMCA/Aquatics Center Complex Page 4 of 5 1 32 City Manager Meyerhoff,Assistant City Attorney Sara Watkins and Public Works Director Scott Schafer briefed Council on the item. The City Clerk read the resolution by title only.After Council discussion, MOTION: Hill moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2019-133,A RESOLUTION authorizing the Interim City Manager to execute a Supporting Investments in Economic Diversification (SIED) grant contract with Yakima County for the benefit of the Yakima YMCA for completed site work at the YMCA/Aquatics Center Complex. 10. Other Business Assistant Mayor Gutierrez referenced the Martin Luther King Jr. (MLK) Pool item under Council General Information and asked about a timeline for the general public on these studies. Parks and Recreation Manager Ken Wilkinson reported the MLK study was recently completed and they wanted Council to have a copy. He noted a typo was discovered stating the pool would be open 360 days per year, which is incorrect as this is only a summer pool. Mr. Wilkinson stated the feasibility reports on Franklin and Lions pools are in process and he expects a final report to be completed in March. Public Works Director Scott Schafer stated he would like to involve the Community Integration Committee in the Henry Beauchamp Center feasibility study. 11. Adjournment MOTION: Gutierrez moved and Cousens seconded to adjourn to a City Council special meeting on December 13, 2019, at noon at the City Training Center. The motion carried by unanimous vote.
