WHEREAS, pursuant to due and legal notice, on November 27, 1984, the Yakima City Council held a hearing on the recommendation of the Planning Commission that real propertylocated at 516 North 8th Street in the City of Yakima berezoned from R-3, Multiple-Family Zone to Planned Development Zone to accommodate the construction of a credit union office building by the Boise Cascade. Corporation, and WHEREAS, as a result of its hearing, the City Council • hereby makes its following findings and conclusions.: 4110 , FINDINGS: 1. Boise Cascade Corporation has submitted a request to rezone property at 516 North 8th Street from R-3, Multiple- Family Zone to Planned Development Zone. The purpose of the rezone is to allow construction of a 92.8 square foot single story structure with basement. The new building is to be used for a financial business (credit union) that will serve Boise Cascade employees. Adequate off-street parking will be provided. 2. The surrounding zoning and land uses are as follows: North R-3 Vacant Single Family Residential 4111 South R-3 Single Family Residential East M-1 Boise Cascade Parking Lot West R-3 Single Family Residential 3. The proposal substantially conforms with the adopted Urban Area Plan, The Planned Development would allow the place- ment of a compatible building and land use on a suitable vacant corner lot with :minimum impact on the existing neighborhood. 4. The City Planning Commission recommended approval of the request. • CONCLUSIONS: 1. The recommendation of the Planning Commission to grant he rezone should be affirmed, and the rezone should be granted, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The recommendation of the Planning Commission of • the City of Yakima that the following described real property at 16 North 8th Street in the City of Yakima, Washington and more particularly described as follows, to wit: 4110 Lot 8, Block 145, College Addition to Yakima, as recorded in Volume "A" Page 51 of records of Yakima County, Washington. be rezoned from R -3, Multiple - Family Zone to Planned Development Zone be, and the same is hereby, approved and said real property is hereby rezoned to a Planned Development Zone, all in accordance with and to conform to the final development plan and program therefore approved by the Yakima Planning Commission, a copy of which is attached hereto and by reference made a part hereof. Section 2. The above change in zoning shall be included and depicted on the next regularly amended use district map prepared by and for the City. Section 3. The City Clerk is hereby authorized and directed to file with the Yakima County Auditor a certified copy of this ordinance. Section 4. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter. COUNCIL ACTION: "arit-4L AGENDA B34 OFFICE OF ENVIRONMENTAL PLANNING STAFF REPORT OCTOBER 30, 1984 SUBJECT: Boise- Cascade Planned Development LOCATION: 516 North 8th Street REQUEST: Final Planned Development Approval BACKGROUND Boise - Cascade /Calcoe Federal have submitted their final plan and program to rezone property located at 516 North 8th Street from R -3 (Multiple Family) to PD (Planned Development). The purpose of the rezone request is to con- struct a single story, 928 square foot office building with ancilliary parking. FINDINGS Staff finds the rezone proposal in substantial conformance with the adopted Urban Area Plan. The final plan has incorporated the recommendations of staff for: 1. A paved alley section. 2. A designated solid waste area. 3. A widened approach from "F" Street. RECOMMENDATION Staff recommends approval of the rezone request. SRPI 11 October 11, 1984 PROPOSED REZONE R -3 TO PLANNED DEVELOPMENT Applicant: Boise Cascade Corporation Lot 8, Block 145, College Addition to Yakima [Corner lot, N. 8th Street and East "F" Street, across 8th Street from Boise Cascade Plywood Plant] Existing: Vacant lot (flat) Proposed: Construction of office for Calcoe Federal Credit Union, which serves Boise Cascade employees ' Plan: (1) A 928 square foot, single level structure with'basement; entry facing "F" Street (2) Paved parking with 10 parking stalls; 24 foot driveway off "F" Street. (3) Six -foot high screening fence on South property line. (4) Concrete sidewalk on "F" Street. (5) Landscaping consisting of shrubs, small trees, ground cover. (6) Facility will hook up to City water and sewer. Parking lot storm drain will be dry well. (7) Applicant will pave the alley the entire width of the lot. (8) Solid waste collection will be at the Southwest corner of the lot. Other Factors: The Credit Union employs two full -time employees, and customer traffic is light. No outdoor lighting other than porch lights is planned. In general, the business will have a minimal impact on the neighborhood and will be an attractive asset. Calcoe Federal Credit Union is a closed membership in the business of providing loans and savings activity for Boise Cascade employees only, most of which is payroll deduction. The timetable for construction is early spring 1985. Citizen Comments (For) Richard Johnson, representing Boise Cascade, stated that this project will be an asset to the community and the neighborhood. Citizen Comments (Against) No one present wished to speak against this proposal. Commission Comments After discussion, it was MOVED by Tenney, seconded by Nubling that the Final Plan and Program requested by Boise Cascade Corporation for a rezone from R -3 to Planned Development at 516 North 8th Street be approved. Motion carried, all members present voting aye by voice vote. Jim Sharpies, Manager, CalCo Credit Union, stated that he is in concurrence with the staff recommendations and that this project will be an asset to the neighborhood. BOISE CASCADE John Haddix presented the staff report and findings recommending that the request of Boise Cascade Corporation for a rezone from R -3 to B-2 at 516 North 6th Street be denied. Citizen Comments (For) Phil Hess, representing Boise Cascade, told the Commission that the intent of the proposal was to utilize property owned by Boise Cascade to construct a credit unit building for Boise Cascade employees. Mr. Hess explained that this would be a small density business, and asked for comments from the Commission regarding this request. Jim Sharpies, Manager, CalCo Credit Union, stated that Boise Cascade has made this property available for the credit union, and after surveying other property owned by Boise Cascade, it was determined that this property was compatible for their use. Citizen Comments (Against) No one present wished to speak against this proposal. Commission Comments After discussion regarding this request, it was MOVED by Menke, seconded by Snodgrass to deny the request of Boise Cascade without prejudice for a rezone fram R -3 to B-2 at 516 No. 8th Street and recommend that the applicant apply for a Planned Development zone. Nation carried, all members present voting aye by voice vote. MINUT E14 Title: Boise Cascade Corporation The documents submitted to the City Council in this packet con- sist of the same documents submitted by the staff to the Planning Commission in preparation for the hearing. At the Planning Commission hearing, exhibits were introduced by various parties. Those exhibits are not included in this packet. Those exhibits are on file in the office of the Department of Community and Economic Development, and are available for inspection prior to the hearing. Those exhibits will be available in the Council meeting room at the time of the hearing for introduction as ex- hibits in the City Council hearing if any party desires to intro- duce such exhibits. Attached is a list of those exhibits.
