HomeMy WebLinkAbout2008-025 Open Cruising Event Date and Time Change; YMC Amendment 9.25.020 ORDINANCE NO. 2008 - 25 AN ORDINANCE An Ordinance relating to traffic; changing the date of the June "Open Cruising Event" in 2008 on Yakima Avenue to the first day of summer, June 21, 2008, removing the September "Open Cruising Event ", changing the starting hour of the event from 8 p m to 6 00 p m and the ending hour of the event from 11 00 p m. to 1000 p m , and amending Section 9.25 020 of the City of Yakima Municipal Code BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1 Section 9.25 020 of the City of Yakima Municipal Code is hereby amended to read as follows. 9.25.020 Cruising permitted - "Open Cruising Event ". A. Cruising shall be permitted by the public during an "Open Cruising Event" on Yakima Avenue from 68 00 (sleight o'clock) p m to 1014 teneleveR o'clock) p m., on designated Saturday evenings. J Schneider SUBJECT Estimated Cruise Night Costs and Issues The City Council has requested anticipated expenses and associated issues with a Council sanctioned cruise event again this year We have been doing this for several years now and each event typically requires between 15 -20 additional officers on duty at a cost of at least $5,000 per event. Last year for the final cruise night I reduced the number of officers in an attempt to save money Unfortunately, that turned out to be a mistake I will not repeat. Later in the evening • after the families and older people go home, the crowd changes to a much younger age group We see heavy gang activity and lots of street cnme such as fights, dnnking, public urination and the like We had to close Yakima Ave before the event officially ended as we were beginning to be overwhelmed with problems and it was depleting police resources city- wide to keep things under control I would expect to see the same thing occur this year The only real variable in the equation is the weather Should the day be cold or rainy we will likely have very few problems. Should it be hot we will have lots of problems. The proposed amendment will change the date of the June "Open Cruising Event" on Yakima Avenue to the first day of summer, June 21, 2008, will remove the September "Open Cruising Event ", and will change the hours of the "Open Cruising Event" to be consistent with a family oriented event.
