AN ORDINANCE amending the 2008 budget for the City of Yakima, and making
appropriations of $50,000 within the 000 - General Fund for
expenditure during 2008 to provide for Police Training
Professional Services
WHEREAS, the amount of $50,000 must be appropriated within the 000 -
General Fund for expenditure during 2008 to provide for Police Training Professional
Services, and
WHEREAS, at the time of the adoption of the 2008 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required, and the City Council declares that an emergency exists of the type
contemplated by RCW 35 33 091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1 The amount of $50,000 is hereby appropriated from the
Unappropriated Fund Balance in the 000 - General Fund to the following accounts as a
2008 appropriation

Expenditures
Police Training Prof Service 000 - 000 - 119 - 0000 -521 40 -410 -- $50,000
Section 2• This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter

SUMMARY EXPLANATION
The training division within the police department continues to evolve and expand Over the
past couple of years we have been reaching out and bringing quality training to Yakima. In
doing this we have found that we can provide very good training to many more officers Since
these trainers come with a cost, we are implementing a program whereby Yakima will pay for
the trainers, and charge a "tuition" to attendees from neighboring jurisdictions to offset the cost
of hosting the training This program is a "win -win" situation for all of the regional agencies, as
411 relevant training is being held locally, which will reduce related travel costs
A good example is the Street Survival seminar semin
p awe are hosting in March We have reached
the number of attendees to pay the $15,000 the company is charging. We usually enter into a
30 day out contract with these companies so that if we don't have a sufficient number that will
be attending to cover our costs, we opt out of the training and lose nothing
An estimate of additional training funds needed for 2008 is $50,000 The attached
appropriation is balanced with interagency revenue for the tuition payments and training
professional services in this same amount, as this program is anticipated to be self - sustaining.
