HomeMy WebLinkAbout2008-020 110 South 8th Street Construction; Budget Amendment and Appropriations ORDINANCE NO 2008 - 20 AN ORDINANCE amending the 2008 budget for the City of Yakima, and making appropriations of $150,000 within the 124 — Office of Neighborhood Development Services (ONDS) fund for expenditure during 2008 to provide for new construction of a single - family, affordable house at 110 South 8 Street. WHEREAS, the amount of $150,000 must be appropriated within the 124 — Office of Neighborhood Development Services fund for expenditure during 2008 to provide for new construction costs of a single - family, affordable house, and WHEREAS, at the time of the adoption of the 2008 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35 33 091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. The amount of $150,000 is hereby appropriated from the HOPE 3 Unappropriated Fund Balance in the 124 — Office of Neighborhood Development Services to the following accounts as a 2008 appropriation. Resources HOPE 3 Program Income - ---124 -124- 330 - 0000 - 38500 -H3P — $90,000 Expenditures. Bill Cook — 575 -6227 Archie Matthews — 575 -6101 SUMMARY EXPLANATION During the year 2007, the house at 110 South 8 Street directly north of the ONDS offices, sustained fire damage to the point it was in the best interest of the neighborhood to demolish it. The out -of -town owner of the house was anxious to sell the property; therefore, ONDS purchased it and demolished the burned building using $41,950 of HOPE 3 Program funds In the past, ONDS has partnered with OIC of Washington in building single - family, affordable housing in the Yakima city limits OIC has requested to build at this location, and estimates the total construction cost for the house would be $150,000 Upon sale of the house, OIC will pay back $90,000 to ONDS ONDS recommends the use of HOPE 3 funds for this new construction The attached appropriation includes the construction expenditure of $150,000, and program income of $90, 000 Resolution X Ordinance X Other (Specify) Contract Mail to (name and address) Phone Funding Source ONDS Fund 12 OPE 3 - unappropriated fund balance APPROVED FOR SUBMITTAL. \� City Manager STAFF RECOMMENDATION' A. Adopt Resolution B Read the attached ordinance by title only at the March 4, 2008 Council Meeting Pass ordinance after second reading at the March 18, 2008 Council Meeting • BOARD /COMMISSION /COMMITTEE RECOMMENDATION The Council Neighborhood Development Committee reviewed this item and recommended that it be forwarded to the full Council for consideration COUNCIL ACTION w � b 5-c-r) 1 MEMORANDUM 3 /C 6/ 805 f - 1 1 �' DATE March 18, 2008 TO Honorable Mayor and Councilmembers FROM William Cook, Director of Community and Economic Development SUBJECT Citizen (Maud Scott) request from March 4 Council meeting At your meeting on March 4, 2008, Maud Scott commented on the design of a single family house that is proposed to be constructed at 110 South 8th Street, located directly north of the ONDS offices ONDS has recommended the use of HOPE 3 funds for the construction OIC has requested to construct the house The new construction will replace a home that burned in 2007 I met with Maud, Chris Link (OIC), Archie Matthews, Bill Lover and Lynne Kittelson on March 7, to discuss variations on the proposed house design Maud and Lynne presented photos of houses in the neighborhood, including the house that burned in 2007 Our discussion included the review of various design details such as roof lines, front porches and attached and detached garages Chris Link shared a concern that in order to be able to use available resources, including Americorp crews, he needs to get started quickly He requested that whatever the recommended final design, he needs to have a set of working plans that will allow him to begin construction within two weeks or less We have a complete set of plans that were proposed at your March 4, 2008 meeting from a house on Lincoln Avenue We know the cost of that house because it was built within the last eighteen months We also have cost and design for a house built within the last two years by OIC, located at 806 South 6th Street This house is smaller, and yet marketable with three bedrooms Chris Link was asked to obtain cost estimates and engineering designs for a steeper roof pitch that will more closely match the roof lines of the older homes in the neighborhood The new cost estimates and designs will also add a porch and eliminate the attached garage Maud was insistent that the roof peak run perpendicular to the street because the previous house on that lot was built in that manner However, in subsequent conversations between me, Bill Lover, Chris Link, and Archie Matthews, we determined 1 The house that OIC already built has a roof ridge that runs parallel to the street, Memo to Mayor and Council March 18, 2008 Page 2 2 There are other houses in the neighborhood that have roof ridges that run parallel to the street, 3 The addition of a dormer facing the street will create a very attractive and reasonably authentic house, at a cost that is known and acceptable to both parties I do not believe that Maud or Lynn are completely satisfied with our decision, but I see this as a reasonable compromise The Council Neighborhood Committee is scheduled to discuss future in -fill housing design at their meeting on March 19 The meeting will begin at 8 30 a m , in Council Chambers Mike Nixon of Habitat for Humanity and Chris Link of OIC plan to join us for the discussion Please let me know if you have any questions You may reach me at 575 -6227
