2010-049 Classification and Compensation Plan; YMC Amendments
ORDINANCE NO 2010 -49 AN ORDINANCE relating to City personnel, adopting a classification and compensation plan for City employees to be effective December 19, 2010; amending Subsections 2 20 100A, 2 20 100B, 2 20 100C, 2 20 100D, 2 20 110A, 2 20110B, 2 20 110C, 2 20110F and 2 20110G all of the City of Yakima Municipal Code BE IT ORDAINED BY THE CITY OF YAKIMA. Section 1. Subsection 2.20 200A of the City of Yakima Municipal Code is hereby amended to read as follows "2.20 100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective December 19, 2010, which plan shall consist of the various following subsections of this section " Section 2 Subsection 2 20 100B of the City of Yakima Municipal Code is hereby amended to read as follows "2 20 100 Classification Plan. Section 5 Subsection 2 20 110A of the City of Yakima Municipal Code is hereby amended to read as follows "2 20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of December 19, 2010 The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2 22 030 of this code The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum October 12, 2010 TO Civil Service Commissioners Carol Maples, Chief Examiner FROM Dave Brown, Water /Irrigation Manager RE: Water Automated Meter Infrastructure (AMI) Crew Leader The City Council adopted a policy issue with the 2010 budget that proposed changing from a manual water meter read system to an automated meter reading program (policy attached) The change in the method of water meter reading has created the need to have a Water Automated Meter Infrastructure (AMI) Crew Leader This report summarizes recommendations for changes in duties and responsibilities and pay allocation relating to the Water Automated Meter Infrastructure Crew Leader classification in the Water /Irrigation Division of the City of Yakima. The duties of the Water Device Crew Leader have reduced and the duties and responsibilities associated with the Automated Meter Infrastructure (AMI) program are being added The current Water Device Crewleader is at Pay Range 18 0 In preparing these recommendations, the Water /Irrigation Division Manager and the Water Distribution Supervisor identified the intent of the position, the duties, technical skills required and certification levels We also reviewed other City of Yakima Crewleader compensation levels to determine a recommended level of compensation Because the City already has other Crewleader positions, a salary survey of external organizations was not performed. This classification will lead a crew responsible for backflow testing and tracking, water meter repair, testing and calibration and the repair and maintenance of the automated meter reading program for the City of Yakima. The salary is based on internal comparisons only INTERNAL COMPARISONS This classification was compared to the Water Distribution Crew Leader (17 0), Wastewater Maintenance Crewleader (17 0), and Street Maintenance Crew Leader (17 5) Because of the nature of the classification it appears there is not a close match to other Crew Leader positions. The technical responsibilities are a closer match to the Traffic Signal System Analyst (21 5) and the Grant Financial Specialist (18 5) When the technical responsibilities and the lead responsibilities are combined the pay level should be set at Pay Range 18 5 RECOMMENDATION.
