AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City
employees to be effective May 24, 2009; amending Subsections 2.20 100A,
2 20 110C, 2.20 110A, 2.20 110C, and 2.20 110F all of the City of Yakima Municipal Cod
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 Subsection 2.20 100A of the City of Yakima Municipal Code is hereby amended to
read as follows
"2.20 100 Classification Plan
A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective
May 24, 2009, which plan shall consist of the various following subsections of this section "

Section 3 Subsection 2.20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows
"2 20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall
be in full force and effect as of May 24, 2009 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2.22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule "

Allocation Recommendation
This report summarizes the findings related to the classification study for the
position of Planning Techmcian. During the 2008 Budget process, Council
• approved the Planmng Division's Policy Issue regarding creation of a
Plannmg Technician due to the increasing number and complexity of projects
involving highly technical issues. This position will be responsible for
preparation of extensive project packets for Council review, Hearing
Examiner pubhc hearings and Regional Planning Commission. In addition,
this position will be responsible for being the key person responsible for the
city's new Paladin permit tracking system
Since the duties of this position are somewhat similar to the Permit
Technician, our allocation recommendation is the same at Pay Range 13 0
($2,866 88 - $3,411 13)
RECOMMENDATIONS
The Municipal Code, Section 2.20 030, and Civil Service Rules both require
certain actions be taken when allocating a position to a certain pay range
Included m those actions are the consideration of pay rates of other similar or
related classes, the availability of personnel to do the job, prevailing wage
rates, both locally and in similar jurisdictions; and the City's financial pohcy
and economic conditions. The recommendation for allocation of the Planning
Technician at Pay Range 13.0 ($2,866.88 - $3,411 13) is based upon these
requirements and discussed henceforth.
• Since this is a new classification and this study has not been performed as a
reclassification action, the position should be filled by competitive
announcement under Civil Service Rules and Regulations. Yakima

DUTIES AND RESPONSIBILITIES
SUMMARY:
The new position of Planning Techmcian will perform a variety of customer

Accepts land use apphcations, performs initial review of all applications for
comphance with requirements of a completed permit application. Responds
to inquuzes regarding various land use regulations; reads, understands and
interprets site plans and plats and dispenses preliminary information
regarding zomng, and other land use codes.
Records all land use applications; tracks and answers question as to the
status and contacts applicants when land use applications are complete.
Administers and maintains the Planning Division's Paladin Permit tracking
system. Checks and processes invoices, purchase orders, receipts warrants
and related documents.
COMPENSATION ANALYSIS: •
Factoring Analysis: A factoring analysis was not performed. It must be
remembered that a factormg analysis primarily is used as a general
placement or allocation of a classification and that it is generally subjective m
nature while using an objective analysis tool.
Internal Comparisons: Currently, there are seven classifications at the
proposed range and only one is a fairly close match. The proposed
classification will perform similar duties to the Permit Technician at Pay
Range 13.0
External Comparisons: Due to the strong correlation of responsibility
between the proposed duties for the Planning Technician and the current
Permit Technician, an external salary survey was not completed
RECOMMENDATIONS: Based on the foregoing, it is recommended.
• A new classification be created and titled, Plannmg Techmcian
and be allocated to Pay Range (13 0 ($2,866.88 - $3,411 13)
• The position should be filled by competitive announcement

DEFINITION Under general to limited supervision, performs a variety of

with considerable latitude within assigned areas and is reviewed through
observation, customer comment and results attained.
DUTIES
Essential Functions:
Assists customers m person or by telephone for the Planning Division by providing
information concerning the land use application and approval processes. Answers
inquiries about the status and processmg of land development applications on
0 zoning, subdivision, environmental review, right- of-way vacations and other land
use application processes. Routes inquiries concerning technical development
requirements and specific permits to project planners.

the public record and mailing fists.
Administers and maintains the Planmng Division's Paladin Permit tracking
system. Checks and processes invoices, purchase orders, receipts, warrants and
related documents; posts data to journals, verifies posted entries, and mamtams
BARS accounts. Maintains timekeepmg, attendance and related payroll records and
distributes payroll checks.
0 Records all land use applications, tracks and answers questions as to the status of
land use applications; and contacts applicants when land use applications are
complete Coordinates application issues with supervisor and staff.

The position may be required to attend and serve m an official capacity as the Clerk
of the Regional Planning Commission. May serve as a liaison between the
Comnussion and Department Staff. Prepares agendas, calendar issues, maintain
verbatim records, processes minutes and distributes follow -up materials
Other Functions: May perform research and conduct special studies and prepare
allied reports as needed. Performs other related duties as assigned.
MAJOR WORKER CHARACTERISTICS: Knowledge of: city ordinances,
building codes, zoning requirements and special regulations; standard practices and
design, modern office practices and procedures; business arithmetic, standard
principles and practices of clerical, accounting and bookkeeping as required by the
position. Ability to perform a variety of mathematical computations and
moderately complex clerical tasks; perform typing at an acceptable level; work
efficiently and effectively usmg a computer database, meet and deal with the public
m a pleasant and courteous manner, and tunes, under stressful situations; read,
understand and interpret maps, plans and plats; understand and apply moderately

PHYSICAL DEMANDS: Work mvolves walking, talking, hearmg, usmg hands to
handle, feel or operate objects, tools, or controls, and reaching with hands and
arms Work is performed primarily m an office environment while sitting at a desk
or computer termmal for extended penods of time or while standing at a counter for
penods of 30+ minutes at a tune. Vision abilities required by this job include close
vision and the ability to adjust focus. May require constant focus on a computer
screen for 2+ hours at a time. Constant precise control of fingers and hand
movements. The employee may be required to push, pull, lift and/or occasionally

110 LICENSES, REGISTRATION AND CERTIFICATE: Must obtain and mamtam a
First Aid/CPR Certificate within six months of appomtment. This position will
need to mamtam a commercial driver's license and must be available to fill in for
Solid Waste Collector/Driver, when needed. Must possess and mamtam a valid
Commercial Driver's License with either an A, B or C endorsement as required by
the State regulations or qualify for Commercial Driver's License (CDL) within 30
days of employment. Must obtain a Flagging License, Bloodborne Pathogen and
Hazardous Waste Certifications within six (6) months of appomtment.
MINIMUM CLASS REQUIREMENTS. A high school diploma or GED plus one
year of any combmation of education or experience in code enforcement or direct
contact with the public dealing with code related issues.

SUMMARY EXPLANATION
The classification and compensation ordinance incorporates the recommendations of the
Charter Civil Service Commission approved at their meetings on March 2, 2009 and April 13,
2009 The new classifications were approved by Council as a policy issue in December of
2008 for the Planning and Refuse /Recycling Divisions.
S This classification and compensation ordinance reflects two new classifications as follows
Planning Technician, allocated to Pay Range 13 0 ($2,866 88 - $3,411 13) and Solid Waste
Code Compliance Officer, allocated to Pay Range 15 5 ($3,201 41 - $3,830 59)
Also this ordinance corrects clerical errors in the titles for Water Treatment Plant Operator III
and Public Safety Communication Supervisor
The Budgetary impact of implementing the classifications and salanes has been included in
each Division /Department Operating Budgets
All recommendations are subject to the City Council review and approval.
Attached for Council's information are the reports presented and approved by the Civil Service
Commission outlining the proposed changes and the new classifications
