AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City
employees to be effective March 29, 2009; amending Subsections 2.20 100A,
2.20 110C, 2.20 110A, and 2.20 110C, all of the City of Yakima Municipal Code
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 . Subsection 2.20 100A of the City of Yakima Municipal Code is hereby amended to
read as follows
"2.20 100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective
March 29, 2009, which plan shall consist of the various following subsections of this section."
Section 2 Subsection 2.20 100C of the City of Yakima Municipal Code is hereby
amended to read as follows:

Section 3 Subsection 2.20 110A of the City of Yakima Municipal Code is hereby
amended to read as follows -
"2.20 110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through G of this section, for the lasses allocated to these pay ranges shall
be in full force and effect as of March 29, 2009 The pay rates shall constitute full compensation for
those employees with a work week of forty hours as set out in other sections of this code Employees
whose work week is less than forty hours shall be paid at the rate which is in the same proportion to
the rates set out herein that their work week bears to forty hours. The hourly rate for those employees
of the Fire Department whose work week exceeds forty hours shall be computed according to the
provisions of Section 2.22 030 of this code
The performance of employees in the series designated Subsection B shall be evaluated
annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule:"

RE Reorganization of the Water Treatment Plant Operators
Classification and Allocation Recommendation
On December 9, 2008 the City Council authorized a reorganization of the
operator staff at the Water Treatment Plant. The purpose of the
reorganization is to improve recruitment, increase the knowledge base of
the operators and to improve employee retention This reorganization
establishes a new position, Water Treatment Plant Operator -In- Training,
and splits the current Water Treatment Plant Chief Operator position into
two new positions -Water Treatment Plant Operator II and Water
Treatment Plant Operator III The establishment of a new classification for
Water Treatment Plant Operator II requires some changes to the current
classification for Water Treatment Plant Operator Grade I and II
NEW WATER TREATMENT PLANT OPERATOR -IN- TRAINING
Over the last ten years or more it has been increasingly difficult to recruit
new operators for the Water Treatment Plant (WTP) The state law
requires that an operator at the City's WTP have a level II WTP Operator
certificate and this certificate has specific education and experience
requirements Finding operators with the required education and
experience has been difficult. Council authorized the establishment of an
in training operator position so there would be an opportunity to recruit
from a larger pool of applicants We would train the employee to become a
high level operator, provide education and experience opportunities This
should provide replacement operators
Attached is the proposed Water Treatment Plant Operator -In- Training
Class Specification This specification is similar to the current Water
Treatment Plant Operator I position's duties and minimum class
• requirements However the new classification does not provide automatic
advancement to high level positions Should a vacancy occur, normal

In an effort to reduce some confusion when recruiting replacement
operators as well as to provide an incentive to operators to increase their
knowledge base and to improve retention Council authorized the
establishment of two new positions that replace the current Water
Treatment Plant Chief Operator Classification
The classification title of WTP "Chief Operator" has caused some
confusion with potential applicants when recruiting Most Water Plants
around the country call the supervisor of the treatment facility the Chief
Operator This causes some confusion when an operator is not looking for
a supervisor position or when a supervisor in not looking for an operator
position In both cases we have lost some potential applicants
By splitting the current Water Treatment Plant Chief Operator
classification into two new classifications Water Treatment Plant Operator
II and III we will be providing an incentive to operators to get more
education and increase their knowledge about water treatment. This also
improves employee retention, while other communities are actively
recruiting operators We accomplish this by non competitive promotion
from Water Treatment Plant Operator 11 to a Water Treatment Plant
Operator 111 when the employee has passed a practical examination
determining proficiency of operations of the Water Treatment Plant, wells
and pump stations, and possess a valid Washington State Water
Treatment Plant Operator III Certification

specification This class specification is similar to the current Water
Treatment Plant Chief Operator position However, the new classification
provides for a non competitive promotion to the Water Treatment Plant
Operator III position when certain requirements have been met.

and Daniel Countryman have been working as Chief Operators for more
than six (6) months and have a Washington State Water Treatment Plant
Operator III Certificate These Operators should be placed in the new
Water Treatment Plant Operator III Classification without competition
Water Treatment Plant Chief Operator Garry Johnson has been working
as a Chief Operators for more than six (6) months and has a Washington
State Water Treatment Plant Operator II Certificate Johnson should be
placed in the new Water Treatment Plant Operator II Classification without
competition
CHANGES TO CURRENT WATER TREATMENT PLANT OPERATOR
GRADE I AND II (Class Code 8331 and 8332)
There are two (2) employees, Chad Stoddard and Kent Owen, in the
current Water Treatment Plant Operator II classification When recruiting
for some replacement operators we had to under -fill two of the Water
11111 Treatment Plant Chief Operator positions with operators at the Water
Treatment Plant Operator II level With the creation of the new Water
Treatment Plant Operator II classification as discussed above, these
employees do not meet the minimum requirements We are proposing to
"Y" rate these two employees until such time as they are eligible to
advance to the new classification of Water Treatment Plant Operator II
REQUIRED ACTIONS.
• Adopt new classification for Water Treatment Plant Operator -In-
Training, class code #8331, allocated to Pay Range 14 5 ($17 63 -
$21 06 per hour)
• Adopt new classification for Water Treatment Plant Operator II,
class code #8332, allocated to Pay Range 20 0 ($22 55 - $27 11
per hour)
• Adopt new Classification for Water Treatment Plant Operator III,

assigned route; operates bin dumping packer collecting refuse at selected sites, drives

The classification and compensation ordinance incorporates the recommendations of the Charter Civil
Service Commission approved at their meeting on February 2, 2009 The new classifications are part
of a reorganization for the Water Division which Council approved as a policy issue in December of
2008

change as follows: Water Treatment Plant Operator -In- Training, allocated to Pay Range 14 5
