ORDINANCE NO.
AN ORDINANCE relating to public services and utilities, in-
creasing service installation charges and amend-
ing Section 7.68.043 of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 7.68.043 is hereby amended to read as
follows:
"7.68.043 Service installation charges. A.
Applicants for new water service installations shall pay
to the Director of Finance and Budget or his designee the
installation charges as provided below which payment
shall be made prior to such installation being
commenced
Three - quarter -inch service pipe with
five - eighths -inch by three- quarter-
inch meter $885.00
One -inch service pipe with one -inch
meter 935.00
The installation charge for a new water service
.here a meter larger than one inch in diameter is to be
installed shall be an amount adequate to pay all costs of
materials and installation as computed by the Director of
Engineering and Utilities or his designee.
8. Deposits. In the event an applicant requests
fire or more water service installations (size three -
quarter -inch service pipe with a five - eights -inch b}
three - quarter -inch meter or a one -inch service pipe with
a one -inch meter) in the same subdivision and such in-
stallations do not require excavation of paved streets,
the Director of Finance and Budget or his designee may
accept a deposit equal to sixty percent of the charge set
in Subsection A of this section as a deposit for each
such installation; provided, however, that the remainder
of the charges shall be paid by the applicant prior to
the installation of a water meter by the City of Yakima
on each such installation. If the charges in Subsection
A of this section have increased at the time the remain-
der of the charges are due, the applicant shall pay the
Director of Finance and Budget or his designee the dif-
ference between the deposit paid and the charges then in
effect"

Section 2: This ordinance shall be in full force and

effect 30 days after its passage, approval, and publication as
provided by law and by the City Charter.

(c) After the applicant has complied with all the prescribed require-
ments relating to the application for service connections and has paid all
charges, the city shall cause the property described to be connected with the
municipal water system Wherever practicable the service connection shall be
made in the street in front of the property to be served. Each service shall
consist of a tap and connection with the main pipe, a length of service pipe
extending from the main to a curb cock and water meter situated outside of
the traveled roadway adjacent to the property to be served, together with the
necessary covers for meters and curb cock.
(d) The city sh have the right to install a single service pipe from the
main to the property line, of sufficient size to supply two or more separate
properties, and with i ndi vtd ual curb cocks and meters for the separate proper-
ties. (Ord. 1556 § 1, 1973. Ord. 8 § 10, 1944).
7.68.043 Service installation charges. A. Applicants for new water serv-
ice installations shall pay to the city treasurer the installauon charges as
provided below which payment shall be made prior to such installation being
commenced:
Three-quarter-inch service pipe with five-eighths.

The installation charge for a new water service where a meter larger than

a. Irrigation Assessment Roll
Staff submitted the Irrigation Assessment Roll for review.
Mr. Wick stated staff is only reviewing 1989 actual expenditures
and proposing 1990 expenditure levels for the irrigation systems
at this time. He summarized Table II, Financial Summary for cash
reserve, expenditures, and assessment rates. He stated staff is
recommending rate increases to 11 systems, rate reductions to 13
systems, and no rate change to 42 systems. In response to
Mrs. Henson's question why there is no total for the Targeted
Operating Reserve, he explained it could change. He further
explained the Reccruended column on Table II proposed by staff.
Mr. Reed asked what a typical irrigation bill would be and
Mr. Wick responded $42.50. Mrs. Krautwurm asked if one systems
dollars were prohibited from being used for expenditures in
another system and Hr. Wick responded, "That is correct".
411111 Mr. Wick stated there is a problem of raising and lowering the
rates following capital expenditures in a system. He stated this
problem plays a major role in the decision whether to rebuild the
irrigation system or transfer it to the domestic system.
Mrs. Henson asked if certain systens should be abandoned and if
there would be a problem with lines collapsing? Mr. Wick
responded, score systems probably could be abandoned, however,
staff does not anticipate a problem with collapsing lines.

Small Water Meter Installation Charges
Mr. Wick explained his memorandum dated March 14, 1990 refers to
darestic water. He stated depending on the size of the
development, most fall into 3/4" or 1" service. Mr. Wick reviewed
Table 1 and 2 explaining the impact of labor, material, equipment,
and hookups. Mr. Wick stated staff is proposing one basic fee and
elimination of all additional charges currently included in
Section 7.68.043 of the Yakima Municipal Cade. Mrs. Henson
suaaested staff contact a local excavating contractor to ask how
they determine their costs for this type of work. Mr. Wick
explained one problem with the City's current system is that
custorers must come into City Hall where there is only a map to
refer to and the fees are calculated prior to the work being done.
The result is that actual conditions nay be different in the
field; which can lead to situations where these additional
charges na' not be charged when appropriate or may be charged when
inappropriate. Mr. Reed asked if staff felt confident the charges
are accurate and Mr. Wick responded, "Yes". Mr. Reed asked if
staff is saying that everybody should pay the sere and not pay the
actual cost? Mr. Wick stated the City's policy has been that

these charges are averaged so that everyone pays the same cost.
Mr. Reed asked, from a developer's standpoint, do they like the
flat fee and Hr. Wick responded, "Yes". Mr. Wick stated
staff's intention is to recover costs and ,therefore, proposes
increases for installation charges and elimination of "additional
charges" in the Municipal Code. He stated if the U.R.A.B.
approves, staff would forward the proposal to Council. Mr. Wick
stated it has been at least five years since the last change in
these charges.
Motion: That the "Small Water Meter Installation Charges"
be changed according to staff's request and
forwarded to the City Council with approval from
U.R.A.B.
