HomeMy WebLinkAbout1989-3156 INCREASING SEWER READY-TO-SERVE CHARGES ORDINANCE NO. 3 6 AN ORDINANCE relating to public services and utilities; increasing sewer ready -to -serve charges and volume charges; increasing septage charges; allocating collections from sewer rates and charges to capital purposes and amending Section 7.60.020 and Subsection 7.63.030 A of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 7.60.020 of the City of Yakima Municipal Code is hereby amended to read as follows: "7.60.020 Sewer Service Charge. A. Rates -- Minimum Charge. Commencing January 1, 1989, there shall be charged to and collected from all premises within the city served by the city sewer system a sewer service charge composed of a ready -to -serve charge and a volume charge based on domestic water consumption; provided in no event shall the total sewer service charge be less than four dollars and ninety -four cents ($4.94) per month for premises inside the city limit boundary nor less than seven dollars and forty -one cents ($7.41) per month for premises outside the city limit boundary. 4110L----' (1) Sewer Service Charge -- Schedules. (b) Volume charge For all customers, the volume charge shall be eighty -seven cents ($.87) per one hundred cubic feet of water consumption. (2) Rates -- Minimum Charge. Commencing January 1, 1990, there shall be charged to and collected from all premises within the city served by the city sewer system a sewer service charge composed of a ready -to -serve charge and a volume charge based on domestic water consumption, provided in no event shall the total sewer service charged be less than five dollars and seventy -three cents ($5.73) per month for premises inside the city limit boundary nor less than eight dollars and sixty cents ($8.60) per month for premises outside the city limit boundary. (a) Sewer Service Charge -- Schedules. The sewer service charge shall be calculated and charged according to the following schedules: I II/ 1-' . (b) Volume charge: For all customers, the volume charge shall be one dollar and one cent ($1.01) per one hundred cubic feet of water 11101-- consumption effective January 1, 1990. B. Rate to Property Outside City. For customers located outside the city, a surcharge amounting to fifty percent shall be applied to the billings calculated in accordance with the rates for inside -city customers, except that such surcharge shall not be applied to the strong waste surcharge. C. Strong Waste Surcharge. Commencing January 1, 1983, for commercial and industrial customers discharging wastewater which contains more than three hundred parts per million of biochemical oxygen demand (BOD) and /or suspended solids (SS) there shall be a surcharge, in addition to the ready -to -serve charge and the volume charge, which shall be calculated utilizing the national average values of B00 and SS concentrations typical to each classification under the Standard Industrial Code or by actual concentrations verified by the city. If the commercial industrial customer chooses at its expense to install a sampling station, the strong waste charge shall be calculated based upon actual concentrations. The following formula shall be utilized to calculate the strong waste charge: Monthly Surcharge = (Unit costs per pound of BOD or SS) times (Weight of one gallon of water) times (Customer's flow in one hundred cubic feet divided by one thousand three hundred thirty -seven per month) times (Customer's concentration of BOD or SS in parts per million minus three hundred per the national average values or verified concentrations) In the foregoing formula: Unit cost per pound for BOD - $ .08 pound Unit cost per pound for SS = .02 pound Weight of one gallong of water = 8.34 pounds. D. Septage Charge. A charge of $.031 per gallon shall be paid for septic tank waste (septage) dumped at the wastewater treatment plant effective January 1, 1989. E. Biennial Review. The city shall review not less often than every two years the wastewater contribution of users and user classes, the total cost of operation and maintenance of the treatment works and the user charge system. The charges for users or classes of users shall be revised as 111111-. required. DLEGAL A16 F. Capital Charges. Commencing January 1, 1986, a portion of the sewer rates specified in subsections A, C and D of this section are for capital purposes. The total amount budgeted and scheduled to be collected for capital purposes during 1989 is two million two hundred nineteen thousand nine hundred sixty -two dollars ($2,219,962). The capital collection of two million two hundred nineteen thousand nine hundred sixty -two dollars ($2,219,962) represents the total 1989 charge for the cost of capital facilities constructed or to be constructed and for the retirement of obligations and payments of interest thereon issued for capital purposes. This section does not increase sewer rates but merely allocates collections to preestablished capital purposes. The amount of each bill to be collected for capital purposes is according to the following schedule (bills shall be rounded to the nearest dollar to determine allocation): Billing Capital Amount Allocation Rounded bills of $4.00 (or less) $1.96 $5.00 2.45 6.00 2.94 7.00 3.43 8.00 3.92 9.00 4.41 10.00 4.90 11.00 5.39 12.00 5.88 13.00 6.37 14.00 6.86 15.00 7.35 16.00 7.84 17.00 8.33 18.00 8.82 19.00 9.31 20.00 9.80 For each dollar thereafter of sewer bill, the capital allocation shall be increased by forty -nine cents ($.49). To the extent the total capital allocation collected exceeds two million two hundred nineteen thousand nine hundred sixty -two dollars ($2,219,962), the excess shall be deemed a service charge, not a capital charge, and shall not be allocated to capital accounts. To the extent the total capital allocation is short for the 1989 fiscal year total of two million two hundred nineteen thousand nine hundred sixty -two dollars ($2,219,962), the shortfall shall be made up from all collections, from the remaining service charge portion. The shortfall portion shall be deemed not a service charge, but a capital charge on the service account of the shortfall amount." Section 2. Subsection 7.63.030 A of the City of Yakima Municipal Code is hereby amended to read as follows: "7 63.030 Disposal Fee - Payment. A. A fee at the rate of $0.031 per gallon shall be paid to the City by the septage hauler for septage waste disposed of at the Waste- water Treatment facility." DLEGAL A17 Section 3. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the 4110 City Charter.
